Background: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. The IRC resumed operations in Sudan in November 2019, after previously operating from 1982 to 2009, and has since expanded its programming across multiple states, including Khartoum, Gedaref, Blue Nile, and South Kordofan. Sudan is currently experiencing overlapping humanitarian crises driven by economic collapse, armed conflict, natural disasters, and mass displacement require humanitarian assistance. The IRC’s multi-sectoral response addresses critical needs in Health, Protection, WASH, and ERD, with a focus on community-led development, local partnerships, and inclusive programming. in addition, the IRC has scaled up multi-sectoral programs in Health, WASH, Protection, and Economic Recovery and Development (ERD), responding to widespread humanitarian needs caused by conflict, displacement, economic collapse, and natural disasters. With offices in Port Sudan, Khartoum, River Nile, Gedaref, Blue Nile, White Nile, and South Kordofan, IRC is expanding to reach vulnerable communities across the country.
The ERD sector plays a critical role in the IRC’s humanitarian response in Sudan, aiming to improve the resilience and well-being of vulnerable populations through cash-based interventions (CBIs), food security, and livelihoods support. IRC’s ERD program aims to strengthen the resilience and livelihoods of crisis-affected populations through cash-based interventions (CBIs), including Multi-Purpose Cash Assistance (MPCA), Group Cash Transfers (GCT), and unconditional food assistance. As a member of the Cash Consortium for Sudan (CCS), the IRC implements these programs in areas like Khartoum and South Kordofan. Programming is guided by the Cash Relief Operating Procedures (CROP), the Cash Working Group (CWG), and the Minimum Expenditure Basket (MEB) framework. Activities are delivered in partnership with local actors and utilize tools such as CommCare for data management and reporting. |

Duties and responsibilities: The ERD Officer is responsible for supporting the effective field-level planning, coordination, and delivery of high-quality ERD interventions, with a strong focus on cash and voucher assistance (CVA), including GCTs, MPCA, and complementary economic recovery activities. Reporting directly to the ERD Manager and based in the Omdurman, Khartoum Field Office and working under the leadership of the Senior Field Coordinator, the role ensures that ERD programming is delivered in a timely, accountable, and people-centered manner, in full alignment with IRC technical standards, humanitarian principles, and donor requirements. The ERD Officer contributes to program quality by coordinating with local authorities, partners, and financial service providers; supporting and supervising partners and field teams; contributing to needs assessments, data analysis, learning, and reporting; and strengthening program quality, compliance, risk management, and adaptability across targeted locations. Through a strong field presence and collaborative approach, the ERD Officer plays a key role in ensuring that crisis-affected households access dignified assistance that addresses immediate needs while supporting early recovery and resilience.
