The Partnership Specialist is responsible for strengthening World Vision Sudan’s engagement with national and community-based partners by supporting partner identification, assessment, capacity development, and ongoing collaboration. The role ensures effective partnership processes that enhance program quality, accountability, and sustainability across World Vision Sudan’s operational areas.
The Partnership Specialist supports World Vision Sudan in strengthening and managing partnerships with national NGOs, community-based organizations (CBOs), and other stakeholders. The role facilitates the identification, mapping, screening, and capacity assessment of potential NGO partners, and supports the design and coordination of capacity-building initiatives for national partners, CBOs, and other relevant institutions.
Duties and responsibilities:
1.Enhancing Collaboration and Networking with National Partner NGOs, INGOs, UN Agencies, Community Structures and Local Government Institutions.
Support in coordination the identification/mapping, capacity assessment/due diligence, and screening processes of potential local partner NGOs using World Vision Sudan partnership guidelines and in line with local government policies and procedures.
Ensure that the partnership screening exercise is done exhaustively and all evidence and support documentations are fully provided and filed before the partnership is approved (using WV electronic filing system)
Identify capacity gaps of partner NGOs in the management of projects and administration of financial, logistics, human resources and etc.
Facilitate and support the preparation process of sub-grant agreements, including (amendments, MoUs), project scopes, budgets, and cash flows for local NGO engagement in communications with project teams in the field.
Work closely with Operations and Program Departments in maintaining and /or establishing partnerships to enhance and promote World Vision Sudan operations in the country.
2.Support Partnering National NGOs in Program Development, Implementation, Monitoring and Evaluation.
Support and provide technical support to local NGO partners to ensure quality and timely implementation of project activities.
Support and visit local NGO partners to identify the gaps and weak areas in terms of reporting and the necessary requirement.
Conduct regular monitoring visits at quarterly base to sites of project activities implemented with local partners and provide them feed backs accordingly.
Do follow-ups on corrective actions on project implementation activities, and produce further recommendations as needed.
Prepare and follow up the annual partnership action plan and update the plan at quarterly base.
3.Technical Support and Capacity Building for Partnering National NGOs.
Coordinate and work in collaboration with SD, SK, ED and BN partnership committees’ focal persons, project team, sectors specialists’ staff and WV support functions in the planning and execution process of capacity building activities for the local partner NGOs based on the Capacity Development Action Plans.
Lead, Coordinate and support states partnership committees on continues partners evaluation and monitor the action plans results, work closely with concerned WV partnership committees to contribute in partners’ performance plan development and review process.
Lead and coordinate formal and on the job training and capacity building for field partnership focal persons and other staff on partnership and related matters.
Lead and provide ongoing and continues awareness on sub grant agreements and donor regulations guidelines based on the sub grantees documents
4.Support Program Areas in Technical Agreement Processing
Review and provide partners requested information on Technical Agreements (TAs) before they are signed to make sure that they are prepared in line with government templates.
Provide support on the Technical Agreements approval process and report in case of significant delays
5.Partners Evaluation, Monitoring and Documentation.
Follow up and monitor partners’ performance at quarterly base.
Coordinate the partner performance evaluation once the project or the grant ended, share and document the evaluation reports and action point results for further action.
Coordinate and Support in projects start up and present the necessary partnership documents and tools for the partners before sign the agreement
6.Staff Management and Capacity Building
Coordinate and work closely with concerned operations team and provide the necessary support to achieve their duties.
Provide the necessary capacity to the team to accomplish the assigned tasks.
Minimum Qualification, Skills and Experience Required:
Required Professional Experience
Bachelor’s degree in social sciences, Community Development, Administration or any related degrees from accredited university.
Minimum of 5 years’ experience in Project Management preferably in large grants
Experience in working on major donor budget preparation and management.
Capacity building experience in project design, implementation and reporting.
Experience working with local partners and building their capacities.
Required Education, training, license, registration, and certification
Computer competency including MS Word and Excel, and email systems
Ability to work in and contribute to team building environment.
Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.
