 Background:

JASMAR Human Security Organization is a national, non-governmental, non-profit organization founded in 2001 and formally registered with the Humanitarian Aid Commission (HAC) in Sudan. Originally established to address landmine challenges and the risks posed by explosive remnants of war (ERW), JASMAR’s initial focus was on humanitarian mine action and community safety.
 

Over more than two decades, JASMAR has evolved into a multi-sector humanitarian and development organization, responding to complex and interconnected human security needs of conflict-affected and vulnerable communities across Sudan. Building on its early expertise in mine action, the organization has progressively expanded its programs to include protection and human rights, disability inclusion, DDR, HIV/AIDS prevention, food security and livelihoods, support to refugees and internally displaced persons, WASH, health and nutrition, education, peacebuilding, women’s empowerment, and community resilience.
 

JASMAR operates through a decentralized model, with its headquarters in Khartoum (recently relocated to Red Sea State) and state-level offices and field teams across multiple regions. During its lifespan, JASMAR has reached all Sudanese states (East Sudan, Darfur, Blue Nile, Kordofan, White Nile, Central & North Sudan) and is currently active in 10 states: Kassala, Gedaref, Red Sea, River Nile, Northern, Blue Nile, White Nile, Gezira, South Kordofan, and Khartoum. This structure ensures proximity to affected populations and enables timely, context-responsive interventions, especially in emergency and hard-to-reach settings.
 

Partnership and coordination are central to JASMAR’s approach. The organization maintains longterm collaborations with UN agencies, international and national NGOs, government institutions, civil society organizations, and community-based actors, and actively participates in coordination platforms and cluster mechanisms at state and national levels. This has established JASMAR as a reliable partner meeting donor compliance, accountability, and quality standards.


 

Job Purpose

The Procurement Officer is responsible for leading and managing the organization’s procurement function in accordance with JASMAR policies, donor regulations, and applicable local laws. The role ensures transparent, cost-effective, timely, and compliant procurement of goods, services, and works to support program implementation.

The Procurement Officer supervises the Procurement Assistant and ensures effective coordination with programs, finance, administration, and warehouse units.



 
 Duties and responsibilities:

  • Develop and implement procurement plans in coordination with program, Administration, and finance teams.
  • Consolidate annual and project-based procurement plans.
  • Ensure alignment of procurement activities with donor budgets and timelines.
  • Provide procurement advice to program teams during proposal development and budgeting.
  • Ensure completeness and compliance of the purchase requests (PRs) that submitted for procurement action.
  • Determine appropriate procurement methods (RFQ, ITB, RFP, direct procurement, etc.).
  • Oversee preparation of solicitation documents and ensure quality and compliance.
  • Lead tendering processes, including bid openings and evaluation committees.
  • Review and approve bid analysis summaries and recommendation memos.
  • Negotiate prices, terms, and conditions with suppliers when required.
  • Prepare and/or review contracts and purchase orders before issuance.
  • Ensure all procurement files are complete, accurate, and audit-ready.
  • Ensure full compliance with organizational policies and donor regulations.
  • Supervise and guide the Procurement Assistant in daily tasks.
  • Provide on-the-job training and capacity building on procurement aspects.
  • Monitor workload distribution and ensure timely processing.
  • Oversee vendor prequalification and evaluation processes.
  • Ensure proper vendor vetting and due diligence.
  • Maintain a transparent and updated vendor database.
  • Build and maintain strategic relationships with reliable suppliers.
  • Address and resolve supplier disputes or major performance issues.
  • Ensure adherence to donor procurement rules and thresholds.
  • Identify and mitigate procurement risks.
  • Ensure segregation of duties and internal control measures.
  • Prepare procurement documentation for internal and external audits.
  • Respond to audit findings related to procurement.
  • Prepare monthly procurement reports for management.
  • Provide procurement status updates to program teams.
  • Monitor procurement KPIs (lead time, compliance rate, savings, etc.).
  • Coordinate closely with finance on payment processes and coordinate with program for budget monitoring.
  • Coordinate with warehouse/admin to ensure proper receipt and documentation (GRNs).
  • Contribute to development and revision of procurement policies and SOPs.
  • Recommend improvements to procurement systems and tracking tools.
  • Support digitalization and strengthening of procurement controls.

 
 Minimum Qualification, Skills and Experience Required:

Qualifications & Experience

 

Education

  • Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or related field.
  • Professional certification (CIPS or equivalent) is an added advantage.

 

Experience:

  • Minimum 4–6 years of progressive experience in procurement.
  • At least 2 years in a supervisory role.
  • Experience in nonprofit or donor-funded organizations is required.
  • Strong knowledge of donor procurement regulations (e.g., UN, USAID, EU, etc.) is an asset.

 

Languages:

  • Fluency in Arabic (written and spoken).
  • Strong working knowledge of English.
  • Ability to draft procurement correspondence and tender documents in English.
