Purpose of the Role

The Resource Mobilisation Specialist will focus on increasing grant acquisition in line with Plan International Sudan Country Strategic Plan (CSP) and Emergency Response Plan (ERP) and program priorities, raising the country program funding portfolio, while supporting the country to enhance its positioning as a strategic partner among donors and National Offices. The Resource Mobilisation Specialist is responsible to write quality and successful grant proposals in close coordination with program and support team and strengthening systems and processes for effective grant management and compliance

The role holder will collaborate with team members to assist preparation and production of winning proposals, using agile team collaboration tools. The person will also provide specialist guidance, mentoring and support on grants coordination and grant management; represent Plan at national stakeholder forums/networks, consultative sessions, or conferences on resource mobilization initiatives; and contribute to the BD department functions in coordination, and administrative tasks as required.

Internal 

  • Plan International Sudan inter-departmental and project teams and country office thematic managers.
  • Plan Sudan and teams in field locations such as sub-office, and others as necessary.
  • Plan International Sudan finance team.
  • Plan International National offices.

 

External

  • Active engagement with Plan International Sudan in-country donors.
  • Active participant in Sudan NGO forum and Government representation on all issues related to Labor law/Social security etc

 

Level of contact with children

  • Low contact: very low frequency of interaction 

Physical Environment

  • The position is typical office environment with 30% travel in Plan International’s programming areas.


 
 Duties and responsibilities:

Accountabilities and MAIN WORK ACTIVITIES

Fundraising Strategy 

  • The incumbent will be responsible for supporting the development of a resource mobilization and donor engagement strategy to expand and diversify the institutional donor portfolio as well as the corporate donor base to meet the program targets 
  • Ensure a clear focus on gender across all fundraising activities in line with Plan International’s Global Strategy.
  • Actively identify grant opportunities and coordinate the development of grant proposals in line with agreed organizational procedures and in close coordination with Program Quality & Delivery unit, Program Areas and other relevant departments (i.e. Finance, People and Culture, Supply Chain, etc.) as well as National offices. 
  • Develop new and maintain existing links with institutional donors and UN agencies, ensuring that Plan International is recognised as a go-to agency for gender equity programming in both humanitarian crises and development programming
  • Proactively work with National Organisations (NOs) counterparts to identify and win appropriate grant opportunities in line with organisational targets. 

Maintaining data on opportunities, submissions, and ongoing projects 

  • Track funding opportunities, submission deadlines and financing available – both for institutional donor funding as well as funding from public appeals and donations. 
  • Ensure a strong pipeline of funding opportunities. 
  • Monitor the proposal pipeline and ensure that updated trackers are available to facilitate project planning at all times. 
  • Ensure all appropriate donor and Plan internal proposal formats are available and being used. 
  • Maintain a reporting calendar and work closely with country teams to ensure deadlines are met, and high-quality reports are submitted in line with donor requirements.

 Coordinate proposal development

  • Lead the development of proposals and concept notes providing support and coordination to the proposal development teams. Where applicable, ensure the proposal development team includes active and meaningful partner participation and that any additional time and resources required to facilitate this are identified and secured. 
  • Ensure concept notes and proposals align closely with the Emergency Response Fund (internal Plan emergency response funding) (thematic and geographic), the response master budget, Monitoring, Evaluation, Research and Learning (MERL) frameworks and Country Management Team decisions. 
  • Ensure Plan’s cost recovery policy is adhered to in the proposal development process and that the maximum viable amount of apportioned costs is funded by the donor as possible.
  • Formally capture and disseminate learnings from successful and unsuccessful proposal submissions to help strengthen proposal development capacity in the country team and with implementing partners. 
  • Leads on the integration of key humanitarian standards in all funding submissions (eg Sphere, Core Humanitarian Standard etc).

 Donor & Organisational Compliance 

  • Ensure compliance with Plan’s Emergency Response Manual and its localisation position paper. 
  • Ensure Funding Approval Document procedures are complied with in accordance with policy. 
  • Ensure all concept notes, proposals, Funding Approval Documents, and other relevant contract documents are referenced, filed and where applicable archived during deployment. 
  • Ensure full adherence to all system requirements in Plan’s ERP when creating and setting up new grants and projects. 

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) Commitment.

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies.

 Minimum Qualification, Skills and Experience Required:

Technical Expertise, Knowledge and Skills Required to Achieve Role’s Objectives: 

 

Knowledge;

  • A degree in Development Studies, Business Studies, Finance, Social Sciences, Economics or related discipline 
  • A minimum of 5 years’ experience in a similar role in the NGO sector or with Multi-lateral/ Bi-lateral funding organizations.
  • Extensive and proven experience in writing successful donor proposals.
  • Extensive humanitarian fundraising and networking experience.
  • Experience in coordinating successful proposals with meaningful participation and inputs from implementing partner organisations.
  • Experience in establishing and managing consortium bids, with both national and international NGOs.
  • Demonstrable knowledge of donor funding requirements and policies and their practical application.
  • Knowledge of key humanitarian principles and programme areas including, child protection in emergencies, education in emergencies, and cash and voucher assistance.
  • Knowledge of and experience in project cycle management.
  • Experience of on-the-job knowledge and skills transfer to team members.
