 Background:

The Mission delegate ad hoc operational responsibilities to the Flying Deputy Project Coordinator according to objective criteria taking into consideration sustainability in the treatment of the different dossiers. In general terms, the Flying Deputy Project Coordinator will assist the mission in either:

  1. Filling deputy PC or PC gaps, and support directly the regular projects when needed for planning project’s objectives and priorities, by identifying the population’s health needs, analyzing the context, risks and constraints, and by calculating human and financial resources needed. He/she will contribute to the supervision, monitoring and follow-up together with the PC of all aspects of the projects in order to ensure its efficient and smooth functioning. He/she will replace the Project Coordinator in his/her absence.
  2. Conducting exploratory mission and rapid health needs assessments. 
  3. Responding to short term emergency intervention following the project management cycle. 
  4. Supporting Ad hoc mission files, such as specific review, research, analysis, development of tools, protocols, SOPs, project document, specific engagement, etc.


 
 Duties and responsibilities:

  • Contribute to the analysis of the political, humanitarian, economic and social context in project area in order ensure that MSF's charter, policies and image are respected with regards to national employees, populations, authorities and partners. 
  • Contributes to the planning, supervision, monitoring and follow-up, of all aspects of a project or intervention or response, according to the plan, MSF operational policy and main strategic lines. 
  • Participate in the security management of the mission, and of the project and/or intervention, updating the security guidelines. 
  • Upon request, represents MSF within the project/intervention/ad hoc files limits (local authorities, media, governmental and non-governmental bodies, etc.) and negotiates collaboration agreements. Legal representation is not delegable unless legally backed up (powers of attorney, etc.) 
  • Support the mission in planning and organizing project’s human resources, participate in their day-to-day management, in the induction of new staff, undertake evaluation of staff under his/her direct supervision and define training needs accordingly. 
  • Participate in exploratory missions and rapid heath assessment, in order to better comprehend context, priorities, constraints and population needs.
  • In the case of a project specific gap fill or in the management of an intervention/emergency response : 
  • Evaluate on a regular basis the context, and its environment, and implement the project security guidelines, as well as report immediately security incidents to the Project Coordinator.
  • File and update field contacts and correspondence (with other NGOs, UN agencies, local authorities, media, etc.) in order to ensure information sources accuracy and its availability on regular basis
  • Assist in the drafting of correspondences with authorities and counterparts (government officials, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows
  • Ensures the continuity of relations with key actors and keeps updated the list of contacts
  • Ensure, in cooperation with the Logistics Team Leader, that all clinic staff has the material and technical logistics support needed in order to ensure the quality of medical activities planned. When applicable, the Deputy PC supervises the Log Manager and BOF.
  • Contribute to define, plan and organize the set-up, sizing and budget for all activities in order to efficiently maintain the continuity of quality of healthcare needed in the project area. In close collaboration with the project coordinator, supervise the budget execution at PHCC level, in order to early detect potential deviations, reporting them to the line managers, and propose appropriate alternatives.
  • Plan and supervise the human resources processes (recruitment, training, performance evaluation, holidays, development and internal communication) of the services of the project area in order to ensure both the appropriate sizing and the amount of knowledge required, and improve people capabilities, contribution and active participation. In close collaboration with the Fin/HR Manager (HR), implement the National Staff rules and regulations. When applicable, the Deputy PC supervises the Cashier
  • Gather relevant data and statistics of the different teams/activities, and participates in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc)
  • Evaluate on a regular basis the pertinence and interaction of the medical activities in its context, in view of the continuous analysis of the environment.
  • Prepare and follow the monthly cash request according to the needs of the medical and Logistic, ensures proper justification for all types of expenditures, ensures compliance with MSF financial procedures and guidelines, ensures proper use of MSF financial means. In line with the authorization table, checks and approves expenses related to the medical activities. When applicable, the Deputy PC supervises the Fin/HR Assistant.
  • Maintain a good relation with Health Authorities. Represent MSF on behalf of the PC for all meeting requesting MSF presence.
  • Preparing and conducting context, cultural and security briefings on the project context to new employees (national and international) in order to facilitate their integration and within the project environment. Ensuring regular security briefings/trainings of assessment team, drivers, and guards in consultation with the Project Coordinator.
  • Develop new intervention/emergency response proposals. 
  • Work on ad hoc mission files, such as analysis, review, research, etc.
  • Able to travel a lot, either in project location to fill gaps or to new areas for assessment or emergency response, therefore, we expect the person to accept being mobile from 60% to 90% of the time, while a minimum of 10% can be coordination-base. 
  • Wiling to work in challenging condition, such as insecurity and limited access to services in case of deployment for an initial phase of emergency.
  • Perform any other relevant tasks assigned by his/her supervisors as necessary

 
 Minimum Qualification, Skills and Experience Required:

Education           •university-level studies.

Experience:                        Essential previous experience of at least two years required in the field of humanitarian aid with MSF or other NGOs in project management.

Essential working experience in developing countries.

 

Languages          Mission language essential.

Knowledge         Essential computer literacy (word, excel and internet)
