MSF-Swiss is seeking to employ 1 (one) qualified candidate in the Khartoum Project for the position of Health Promotion and Community Engagement (HPCE) Manager.



 
 Duties and responsibilities:

Main Purpose of the position:

To coordinate and support Health Promotion and Community Engagement activities across the mission, ensuring that patients and communities are treated as active partners in MSF health interventions. The role strengthens dialogue, feedback, and community trust so that MSF services are accessible, acceptable, and well used, particularly during outbreaks and emergencies.

 

Responsibilities

HPCE strategy, activities and monitoring

  • Responsible for the design/development of a regular updated HPCE strategy, activities, tools and monitoring system. 
  • Follow up and support the HP supervisor on the implementation of the HPCE strategy. 
  • Ensure participatory approaches and patient/community consultation before and during implementation of the HPCE strategy.
  • Ensuring that the right process is followed for the design the health education materials and participatory methods. 
  • Provide technical input and support to situation analysis (Rapid assessments/surveys / rumor-feedback monitoring) and ensure final reporting and information sharing with the project team.
  • Supervision of the implementation of community-based surveillance. 
  • Support the HP supervisors on the organization of community meetings. 
  • Contribute to the updated community mapping (community mapping, stakeholders, GIS etc.)
  • Ensure and regularly sharing with Project Coordinator and medical team on updates regarding community mapping. 
  • Capitalization: document on lessons learned and capitalize on experiences.
  • Ensure regular collaboration with other supervisors/managers.

HP capacity building and supervision

  • Responsible for the development plan for the HP team, based on the needs assessment.  
  • Managing and supervision of the quality of the HPCE activities done by the HPCE team at field level.
  • Responsible for the evaluation process for HP profiles (in collaboration with HR department).

Outbreak Preparedness & Response

  • Support mission‑wide HP/CE coordination during outbreaks and public health emergencies, in collaboration with Medical, WASH, IPC, and Epidemiology teams.
  • Ensure communities receive clear and understandable information on: Disease risks and danger signs, Preventive measures, Where and how to access treatment.
  • Monitor community perceptions during outbreaks and contribute to risk communication adaptation.

Support to Medical Activities

  • Nutrition: Support community acceptability of screening and treatment for acute malnutrition through dialogue with caregivers.
  • Sexual & Reproductive Health (SRH): Support respectful, indirect awareness of SRH and sexual violence survivor services in coordination with Medical and Mental Health teams.
  • Infection Prevention & Facility Education: Support patient and caretaker education on hygiene, infection prevention, waste management, and patient pathways.

Tools, Materials & Guidance

  • Support the development and adaptation of health promotion and IEC materials to local language, literacy levels, and cultural context.
  • Ensure HP teams use simple guidance and tools for community dialogue and feedback documentation.
  • Contribute local insights to improve the quality and relevance of HP/CE approaches.
  • Strengthen the collaboration with Mental Health Activities through all the mission projects.

Coordination & Reporting

  • Participate in medical coordination meeting at mission and project level as requested.
  • Share brief, practical summaries of key community issues and actions taken.
  • Coordinate with MoH counterparts and partners to support aligned and acceptable messaging, while maintaining MSF’s accountability to communities.

 
 Minimum Qualification, Skills and Experience Required:

Qualifications and requirements

Education: 

  • Essential: Bachelor’s degree in social sciences, behavioural sciences, public health, orientation health promotion / community health (or nursing diploma in community health). 
  • Desirable: Master’s degree in any social sciences.

Experience: 

  • Essential: 2 years’ working experience in related jobs (managing health promotion programs) inside or outside your country or within MSF or NGO.
  • Desirable: Experience in MSF or other NGOs.
  • Experience in health promotion or community engagement, preferably in humanitarian or emergency settings.
  • Experience in emergency response is an asset.
  • Good understanding of local culture, languages, and community dynamics.
  • Experience working with government health staff or community structures

 

Language: Essential: Fluent Arabic (oral and written), working knowledge of English.

 

Knowledge: 

  • Basic windows environment is a must. 
  • Knowledge of qualitative data treatment software like NVivo, graphics editing software (like photoshop) and/or others software’s, (such as KOBO Collect, OsMand, QGIS) is an added value.
