 Background:

Background of this role:

To support the Humanitarian, Access, Safety and Security (HASS) department and country office to reduce the risks posed to the programmes, personnel and assets. Working with the HASS Director, this role will assist in the management of Safety and Security in the Country, Area and Field Offices. The role will provide safety and security advice, coordination and support to all tiers of the hierarchy with particular emphasis on HASS Department, Heads of Programme Implementation (HPI) and field-based staff.



 
 Duties and responsibilities:

Purpose of Consultancy: 

The purpose of this consultancy is to strengthen the integration, accessibility, staff capacity building and operationalization of safety and security policies and procedures across Country and Field Offices, enhance the capacity and effectiveness of Security Staff Focal Points (SSFPs), and ensure that safety and security management systems are contextualized, coherent, and aligned with organizational and country-level risk management frameworks.

Scope of role: 

1. Integration and Accessibility of Policies and Procedures
The consultant will review existing safety and security policies, procedures, and guidance documents and support their systematic integration into day-to-day operations. This will include embedding policies and procedures into onboarding processes, routine operational planning, and decision-making structures. The consultant will design and implement regular staff orientations and refresher sessions to reinforce understanding and compliance, and ensure that all relevant policies, procedures, and tools are easily accessible to staff through appropriate platforms (e.g. shared drives, intranet, or field-friendly formats).

 

2. Country Office and Area/Field Office Engagement
The consultant will support improved coordination and clarity between the Country Office and Area/Field Offices by reviewing and documenting roles, responsibilities, and accountability lines related to safety and security management. This will include clarifying the division of responsibilities between Safety and Security Focal Points (SSFPs) and the Humanitarian Access and Safety and Security (HASS) Department in Port Sudan through updated Terms of Reference or an accountability matrix. The consultant will also ensure that safety and security procedures and documentation are contextualized to local operational realities, incorporating meaningful field-level input during review and development processes.

 

3. Safety  and Security Focal Point (SSFP) Support and Capacity Building
The consultant will develop and support the implementation of a structured SSFP capacity-building programme focused on field-level security management, contextual risk assessment, and incident response. This will include establishing a mentoring or peer-support mechanism that links experienced SSFPs with newer or less experienced counterparts to facilitate on-the-job learning and knowledge sharing. The consultant will also support the development of tools and processes to monitor and evaluate SSFP performance and capacity through periodic assessments, with the aim of identifying gaps and informing ongoing training and technical support needs.

4. Assessment, Analysis, and Risk Management Support
The consultant will review safety and security management plans and procedures for all operational locations to ensure they are current, context-appropriate, and aligned with organizational standards and practices. This will include harmonizing procedures and tools across locations and supporting updates where gaps or inconsistencies are identified. The consultant will further support the HASS Department in strengthening security risk identification, analysis, and mitigation measures, ensuring alignment with the organizational risk management framework and the Country Risk Management Plan.

 

5. Training and Technical Support
The consultant will provide targeted technical support to the HASS Department and field teams in the design and delivery of safety and security training and required safety drills. This may include developing or refining training materials, facilitate workshops or simulations, and advise on sustainable approaches for ongoing staff capacity development. Training support will focus on practical application, consistency of messaging, and reinforcement of organizational duty-of-care standards.

  • Updated and harmonized safety and security policies, procedures, SOPs, and guidance tools, with clear integration into onboarding processes, operational planning, and management decision‑making.
  • Centralized and field‑accessible system for safety and security documentation, including user‑friendly and field‑appropriate formats.

Country Office and Area/Field Office Engagement

  • Updated Terms of Reference and/or accountability matrix clarifying roles, responsibilities, and coordination mechanisms between Safety and Security Focal Points (SSFPs), the HASS Department, and Country and Field Offices.
  • Contextualized safety and security procedures and documentation reflecting field‑level operational realities, informed by Area and Field Office input.

Safety and Security Focal Point (SSFP) Support and Capacity Building

  • Structured SSFP training and mentoring framework, including training materials and peer‑support mechanisms to strengthen field‑level security management capacity.
  • SSFP capacity and performance assessment tools, with summary findings to inform ongoing training and technical support needs.

Assessment, Analysis, and Risk Management Support

  • Reviewed and updated Safety and Security Management Plans and standard operating procedures for all operational locations, harmonized and aligned with organizational standards and the Country Risk Management Plan.
  • Field Offices Safety and Security Assessment Report, including prioritized and time‑bound action plans to address identified risks and gaps.

Training and Technical Support

  • Updated safety and security training and drills plan, including records of all trainings and drills conducted and participant lists.
  • Targeted technical support to the HASS Department and field teams through the development and refinement of training materials and practical guidance to strengthen duty‑of‑care implementation.

 
 Minimum Qualification, Skills and Experience Required:

 

Required Skills & Qualification

 

  • Proven experience (7+ years) in safety and security management within humanitarian or development operations, including work in complex and high-risk environments.
  • Demonstrated experience reviewing, harmonizing, and operationalizing safety and security policies, procedures, and guidance documents.
  • Strong understanding of organizational risk management frameworks, security risk assessments, and mitigation planning at country and field levels.
  • Experience supporting or advising Country Offices and Field/Area Offices, including clarifying roles, responsibilities, and accountability structures.
  • Proven capacity to design and implement training programmes, staff orientations, refresher sessions, and practical security drills.
  • Experience developing tools, SOPs, Terms of Reference, accountability matrices, and performance monitoring mechanisms.
  • Strong analytical skills with the ability to assess gaps, identify trends, and translate analysis into practical, field-ready solutions.
  • Ability to simplify complex security concepts and embed them into day-to-day operational planning and decision-making.
  • Excellent interpersonal and coordination skills, with the ability to work effectively across departments and between headquarters, country, and field offices.
  • High level of professionalism, discretion, and integrity. Proven experience working or understanding Sudan context is an additional asset.

CHILD SAFEGUARDING: 

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff
