 Background:

The Health Coordinator contributes to the mission of Medical Teams International by providing technical leadership, and quality assurance for all health programs in Sudan. The role ensures that MTI’s interventions across refugee, host, and internally displaced communities are technically sound, evidence-based, and aligned with national and global standards.

 

Reporting to the Health Advisor/Program Director, the Health Coordinator provides ongoing  technical support to field Health Managers, contributes to program design and proposal development, represents MTI in national & sub-national coordination forums, and ensures readiness and effective response to health emergencies and outbreaks.



 
 Duties and responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES 

  1. Contribute to Strategic and Technical Leadership
  • Ensure all health programs and projects align with MTI’s country strategy, core service package, and international health standards.
  • Work closely with the Program Director, Program Manager, Head of MEAL, Nutrition Advisor, senior management, field teams and HQ Health Advisor to identify strategic health needs in targeted communities or gaps in country-level health response.
  • Support translation of identified health needs and assessments into strategic program priorities, objectives, and resource plans.
  • Contribute to adapting health interventions in line with evolving humanitarian and epidemiological contexts.
  • Promote integration across Health, Nutrition, WASH, and Protection sectors to strengthen holistic community health outcomes
  1. Representation and Coordination
  • Represent MTI at Health Cluster, technical working groups, and relevant coordination forums at national and state levels.
  • Serve as the primary focal point for technical engagement with the Ministry of Health, WHO, UN agencies, and other health partners.
  • Strengthening coordination and collaboration with State health authorities and other humanitarian actors to ensure complementarity of interventions.
  • Communicate technical updates, coordination outcomes, and policy developments to field teams and HQ technical advisors.

 

  1. Program Quality and Technical Oversight

 

  • Provide technical supervision and mentoring to field Health Managers, health Officers and clinic staff to ensure quality, consistency, and compliance across all health facilities and community programs.
  • Ensure health protocols, treatment guidelines, SOPs, IEC materials, and job aids are developed, adapted, disseminated, and properly utilized.
  • Ensure adherence to national policies, donor, WHO standards, and MTI technical guidance in all program interventions.
  • Support clinical governance, infection prevention and control, and patient safety initiatives.
  • Conduct regular quality monitoring visits, identify gaps, and recommend corrective measures.
  • Collaborate with logistics and pharmacy teams to ensure efficient pharmaceutical supply management, including forecasting and rational medicine use.
  • Work closely with MEAL teams to ensure that health data are accurately collected, analyzed, and used to inform programming and learning.
  1. Program Development & Needs Assessment
  • Lead or support health needs assessments, facility assessments, and community health analyses to identify gaps and priorities.
  • Synthesize assessment findings into actionable recommendations for program design and donor engagement.
  • Contribute to development of high-quality concept notes and proposals, ensuring technical accuracy and alignment with donor and cluster priorities.
  • Maintain situational awareness of disease trends, humanitarian developments, and emerging health needs in Sudan.
  1. Outbreak Preparedness and Emergency Response
  • Ensure MTI maintains robust preparedness plans for disease outbreaks and other public health emergencies.
  • Lead technical aspects of outbreak response, including surveillance, investigation, case management, and reporting.
  • Support the setup and supervision of new emergency health responses and facilities as required.
  • Contribute to after-action reviews and ensure learning is documented and shared.

 

  1. Monitoring, Reporting, and Compliance
  • Contribute to the preparation of donor and internal reports, ensuring technical accuracy, quality, and timeliness.
  • Participate in program cycle management (PCM) reviews and grant meetings to ensure effective technical and operational coordination.
  • Monitor program indicators and guide teams on appropriate corrective or preventive measures.
  • Ensure compliance with MTI, donor, and national standards, including medical ethics and accountability frameworks.
  1. Safeguarding and Ethical Standards
  • Promote a culture of safety, inclusion, and accountability by upholding MTI’s safeguarding and Code of Conduct policies.
  • Ensure staff awareness of and adherence to Protection from Sexual Exploitation and Abuse (PSEA), child and vulnerable adult protection, and harassment-free workplace policies.
  • Model integrity, compassion, and respect in all professional relationships.

OTHER DUTIES: 

  • Additional duties as assigned. 

 
 Minimum Qualification, Skills and Experience Required:

  • Essential: Doctor of medicine (MD) or other relevant clinical degree is required   
  • Preferably: Master’s degree such as MPH or related.
  • Registered with relevant Medical Council in Sudan.

Experiences:

  • Minimum 3 years of progressively responsible experience in humanitarian or development health programming, including coordination or advisory roles.
  • Proven experience supporting multiple health facilities in resource-limited or emergency contexts.
  • Demonstrated expertise in needs assessments, protocol and guideline development, outbreak response, and health systems strengthening.
  • Experience engaging with Health Cluster coordination, Ministry of Health structures, and donor technical teams.
  • Experience in proposal writing, donor reporting, and staff capacity development.
