SIHA was founded in 1995 by a collection of women\'s groups with the view of strengthening the capacities of women organizations in the Horn of Africa countries. SIHA advocates for social change and gender equality for men and women in the Horn region and works specifically on: gender equality, women rights activism, women economic empowerment, eliminating violence against women and girls, promoting human rights, peace building and conflict transformation, enhancing women’s leadership and political participation and the production and dissemination of knowledge. About the role

SIHA Network is seeking an experienced, principled, and resilient Operations Manager to lead and coordinate its Sudan operations in a highly dynamic and high-risk context. This is a senior leadership role requiring strong operational acumen, strategic coordination skills, and a deep commitment to feminist values and women’s rights.

The Operations Manager will oversee programme implementation support, administration, finance coordination, compliance, security, and partner management across Sudan and the Regional Secretariate. The position holder will play a critical role in ensuring safe, efficient, and accountable operations while supporting teams to deliver high-quality, women-centred programmes.

 Duties and responsibilities:

Key Responsibilities:

Programme Implementation & Management

  • Coordinate the day-to-day operational implementation of SIHA’s programmes in Sudan, ensuring quality delivery in line with approved work plans, budgets, and donor requirements, in close collaboration with the Sudan Country Coordinator.
  • Work with project teams to ensure all partners and third parties undergo required legal, compliance, and due diligence processes prior to accessing SIHA systems or commencing implementation.
  • Ensure donor requirements, compliance standards, and reporting obligations are clearly communicated to and understood by implementing partners.
  • Ensure all programme activities and partnerships align with SIHA’s operational, safeguarding, and accountability frameworks.
  • Support effective partnership management, including sub-granting, partner monitoring, and capacity-strengthening initiatives.

Operations, Administration & Compliance

  • Oversee administrative, logistical, and operational management of SIHA’s Sudan office(s) in accordance with organizational and donor policies.
  • Supervise procurement, asset management, and financial coordination processes in collaboration with relevant teams.
  • Oversee recruitment, onboarding, and day-to-day management of in-country staff, ensuring compliance with SIHA HR policies and procedures.
  • Ensure functional office systems, IT infrastructure, and internal communication mechanisms are in place and responsive to the operational context.
  • Regularly review and adapt operational procedures in response to Sudan’s evolving political and security environment.

Security & Risk Management

  • Serve as SIHA Sudan’s primary Security Focal Point and liaise closely with regional security leadership.
  • Develop, update, and enforce security plans, movement protocols, and contingency measures.
  • Monitor security developments and advise management on risk mitigation strategies and duty-of-care obligations.
  • Coordinate staff training on safety, incident reporting, and emergency response procedures.

Coordination & Representation

  • Represent SIHA in national and sub-national coordination platforms (including WPS, GBV, Protection Clusters, and NGO forums), as delegated and in coordination with the Sudan Country Coordinator.
  • Maintain strong working relationships with UN agencies, donors, civil society actors, and, where feasible, relevant local authorities.
  • Engage closely with women’s rights organizations, feminist collectives, and grassroots partners.
  • Facilitate donor, senior management, and evaluator field visits as required.
  • Provide regular contextual, operational, and programme updates to regional leadership.

Budget Monitoring & Financial Coordination

  • Monitor operational budgets and expenditure in close coordination with the Sudan Country Coordinator and finance team.
  • Review monthly financial reports and supporting documentation prior to submission.
  • Flag budget variances, support corrective actions, and contribute to financial forecasting and planning.

Communication & Reporting

  • Consolidate field data, narrative reports, and lessons learned for submission to the Sudan Country Coordinator.
  • Produce regular operational and security updates.
  • Ensure timely submission of partner reports and required documentation.
  • Contribute to advocacy and communications outputs that amplify women’s voices and programme impact.

 
 Minimum Qualification, Skills and Experience Required:

Qualifications & Competencies

    Education & Experience

  • Bachelor’s or Master’s degree in Development Studies, Gender Studies, Public Administration, or related field.
  • Minimum 8 years’ experience in programme operations, humanitarian coordination, or project management in fragile/conflict settings.
  • Strong understanding of Sudan’s socio-political and humanitarian landscape.
  • Proven experience managing teams, budgets, and operational systems.
  • Experience working with civil society, donors, and multi-stakeholder initiatives.
