SIHA was founded in 1995 by a collection of women\'s groups with the view of strengthening the capacities of women organizations in the Horn of Africa countries. SIHA advocates for social change and gender equality for men and women in the Horn region and works specifically on: gender equality, women rights activism, women economic empowerment, eliminating violence against women and girls, promoting human rights, peace building and conflict transformation, enhancing women’s leadership and political participation and the production and dissemination of knowledge.  Background:

The Human Resource Officer will support and manage the full employee lifecycle for SIHA’s Sudan country program. This includes recruitment, onboarding, performance management, contracts and payroll, staff development, welfare, and compliance with Sudan labor laws. The role requires a strong understanding of HR practices within the Sudan context and the ability to deliver efficient and people-centered HR services while maintaining high standards of confidentiality, professionalism, and gender sensitivity. 

 

The HR Officer plays a key role in supporting SIHA’s mission by fostering a safe, inclusive, and empowering work environment that aligns with feminist principles and strengthens the organization's ability to advance women's rights across Sudan. 



 
 Duties and responsibilities:

Recruitment & Onboarding:

  • Lead end-to-end recruitment processes, including job posting, shortlisting, interviewing, reference checks, and offer preparation. 
  • Ensure timely preparation of employment contracts in alignment with SIHA policies and Sudan labor laws. 
  • Conduct comprehensive onboarding and orientation sessions to integrate new staff into SIHA’s culture and operational systems. 

 Employee Experience & HR Administration 

  • Maintain complete and updated HR personnel files (hard and soft copies), personnel records, and HR databases. 
  • Manage staff timesheets, leave tracking, and monthly attendance records. 
  • Ensure consistent communication of HR policies and updates to staff across all field locations. 
  • Support the implementation of a positive, inclusive, and gender-sensitive work environment. 

Performance Management & Staff Development 

  • Coordinate the performance appraisal cycle, ensuring timely goal setting, mid-term reviews, and annual evaluations. 
  • Support line managers in addressing performance issues and providing coaching or improvement plans where necessary. 
  • Assist in identifying training needs and coordinating staff learning and development initiatives. 

Payroll Processing & Compensation Management 

  • Prepare monthly payroll inputs including allowances, deductions, overtime, and leave balances. 
  • Collaborate with finance to ensure accurate and timely salary processing. 
  • Ensure compliance with statutory deductions in alignment with Sudanese labor legislation. 

Compliance, Policies & Labor Law 

  • Ensure all HR practices comply with Sudan labor laws, organizational policies, and donor requirements. 
  • Monitor contract renewals, probation evaluations, and documentation for staff movements. 
  • Support policy development, staff sensitization, and implementation of HR-related SOPs. 

Staff Relations, Wellbeing & Offboarding 

  • Serve as a focal point for staff HR inquiries, welfare concerns, and conflict resolution in consultation with the Operations Manager. 
  • Promote a respectful and safe work environment aligned with SIHA’s feminist values. 
  • Lead offboarding processes including exit interviews, clearance, and final payments. 
  • Monitor workplace grievances and ensure timely, confidential handling in line with SIHA guidelines. 

 
 Minimum Qualification, Skills and Experience Required:

Education 

  • Bachelor’s degree in Human Resource Management, Business Administration, Organizational Development, or a related field. 
  • Professional HR certification is an added advantage. 

Experience 

  • Minimum 3–5 years of progressive HR experience, preferably with an INGO or civil society organization in Sudan. 
  • Strong understanding of Sudan labor laws and HR practices within the local humanitarian/development sector. 
  • Prior experience working with organizations focused on women’s rights, empowerment, or gender justice is a strong advantage. 

Technical Skills 

  • Proven ability to manage end-to-end HR processes (recruitment to exit). 
  • Strong understanding of payroll processing, timesheet systems, and HR documentation. 
  • Familiarity with performance management systems and staff development frameworks. 
  • Proficiency in MS Office and HR information management tools. 

Soft Skills 

  • Strong communication, interpersonal, and problem-solving abilities. 
  • High integrity, confidentiality, and professionalism. 
  • Ability to work in a multicultural team and in a fast-paced, evolving environment. 
  • Demonstrated sensitivity to gender, diversity, and power dynamics.

  • Communication & Adaptability: Clear communication in English and Arabic and strong ability to manage competing priorities
