Background: The MEAL Coordinator will lead and directly implement the Monitoring, Evaluation, Accountability, and Learning (MEAL) functions for MedGlobal’s programs in Sudan. This role is central to ensuring hands-on, high-quality program design, implementation, accountability, and evidence-based learning across all projects. The MEAL Coordinator will design, manage, implement, and continuously improve data management systems, monitoring frameworks, donor reporting processes, evaluations, and accountability mechanisms, while building the technical capacity of MEAL and program teams through direct coaching and field-based support. The MEAL Coordinator will serve as the primary technical focal point for donor compliance (including OCHA, UNICEF, WHO, and other international donors), ensuring timely, accurate, and high-quality reporting, from indicator design through final submission. This position requires strong hands-on technical expertise in survey design, data analysis, and data visualization, combined with effective leadership, coordination, and communication skills.

Duties and responsibilities:
1. MEAL System Development & Implementation - Lead and personally contribute to the design, rollout, and continuous refinement of MedGlobal’s Sudan MEAL framework, ensuring alignment with organizational standards, donor requirements, and humanitarian principles.
- Directly design, configure, and manage data collection, management, and reporting systems using digital platforms such as KoBoToolbox, CommCare, ODK, and Power BI, including form building, testing, deployment, and troubleshooting.
- Ensure consistent hands-on application and quality control of MEAL plans, logframes, indicator performance tracking tables (IPTT), monitoring tools, and reporting templates across all projects.
- Personally lead and technically manage needs assessments, baseline and endline surveys, feasibility studies, and evaluations, including methodology design, sampling, tool development, enumerator training, and data analysis.
- Ensure the practical integration of cross-cutting issues such as protection, gender, disability inclusion, and accountability into all MEAL tools, methodologies, and reporting processes.
2. Monitoring, Evaluation & Reporting - Plan, conduct, and participate in routine monitoring activities and field visits, including direct data verification, spot checks, and supervision of enumerators and field teams.
- Independently analyze project performance data on a regular basis, identify trends, gaps, and risks, and translate findings into clear, actionable recommendations for program improvement.
- Draft, review, and finalize high-quality narrative and quantitative reports for internal management and external donors, ensuring full compliance with OCHA, UNICEF, WHO, and other donor reporting standards.
- Provide hands-on technical support to program teams in developing evidence-based project proposals, logframes, indicators, targets, MEAL budgets, and risk mitigation measures.
- Lead internal evaluations and technically manage external evaluations, including TOR development, consultant supervision, data validation, and follow-up on recommendations.
3. Accountability & Learning - Design, establish, and directly monitor accountability mechanisms, including complaints and feedback systems (CFM/GRM), ensuring they are safe, confidential, accessible, and responsive to all population groups.
- Personally analyze accountability and feedback data, track response timelines, and ensure corrective actions are implemented and documented.
- Ensure accountability findings are clearly synthesized and presented to senior management and program teams, and actively integrated into operational and strategic decision-making.
- Facilitate and actively contribute to lessons learned workshops, after-action reviews, and learning events, ensuring practical recommendations are documented and followed up.
- Draft and curate best practices, success stories, case studies, and key learning products for donor reports, internal learning, and organizational knowledge management.
4. Information Management & Data Systems - Directly manage and maintain program databases, survey tools, and dashboards to ensure real-time access to accurate and reliable data.
- Conduct advanced quantitative and qualitative data analysis using tools such as Excel, Power BI, SPSS, or Stata, including trend analysis, disaggregation, and visualization.
- Design, build, and update interactive dashboards and visual products for senior management and donor reporting.
- Ensure strict adherence to data protection, confidentiality, and ethical standards, including secure data storage, access controls, and informed consent procedures.
5. Team Leadership & Capacity Building - Directly supervise, coach, and mentor the MEAL team in Sudan, providing continuous technical guidance, performance management, and hands-on problem solving.
- Design and deliver structured and ad-hoc training sessions for MEAL, program, and partner staff on MEAL methodologies, digital tools, accountability systems, data analysis, and reporting.
- Work closely with program teams to ensure MEAL data is actively used for adaptive management, strategic planning, and donor engagement.
- Represent MedGlobal in MEAL-related coordination forums, technical working groups, assessments, and donor meetings, contributing technically and strategically to inter-agency processes.

Minimum Qualification, Skills and Experience Required:
- Should have the following skills, education, and experience:
- Bachelor’s degree in Social Sciences, Computer Science, Statistics, Public Health, Humanitarian Studies, or a related field.
- Minimum of 4 years of progressive experience in Monitoring, Evaluation, Accountability, and Learning, with at least 2 years in a coordination/leadership role in humanitarian or development contexts.
- Experience in managing multi-sectoral projects (health, nutrition, and WASH).
- Proven experience with major donors such as OCHA, UNICEF, WHO, ECHO, and USAID.
- Strong expertise in survey design, data collection, and analysis (KoBoToolbox, CommCare, ODK, Excel, SPSS/Stata, Power-BI).
- Demonstrated ability to produce high-quality donor reports and evidence-based program documentation.
- Strong knowledge of accountability mechanisms, feedback systems, and safeguarding principles.
- Excellent written and spoken English and Arabic.
