Background: The Procurement & Logistics Officer supports MedGlobal Sudan’s operations across all projects by ensuring efficient, transparent, and timely procurement and logistics processes. The role involves managing supplies, assets, and documentation in compliance with MedGlobal and donor procedures while facilitating smooth coordination with suppliers, government authorities, and partners.

Duties and responsibilities:
1. Procurement: - Receive and review Purchase Requisitions (PRs) for completeness and accuracy before processing.
- Prepare and issue Requests for Quotations (RFQs), collect bids, and conduct bid analysis in line with MedGlobal’s procurement policy.
- Ensure transparent and competitive supplier selection, with proper documentation for all stages.
- Prepare Purchase Orders (POs) and Procurement Agreements, ensuring compliance with MedGlobal and donor requirements.
- Maintain updated procurement trackers, contract trackers, and supplier databases.
- Support supplier vetting and pre-qualification processes, maintaining a reliable vendor list.
- Conduct supplier performance evaluations and share feedback with management for quality improvement.
- Ensure proper filing (physical and digital) of all procurement documentation for audit readiness.
- Provide regular procurement status updates and reports to the Senior Procurement & Logistics Officer and relevant project leads.
2. Logistics and Supply Chain - Manage inventory and ensure accurate documentation of goods received, stored, and dispatched.
- Maintain stock cards, bin cards, and monthly inventory reports to ensure accountability.
- Support distribution planning and ensure all logistics transactions comply with MedGlobal policies.
- Oversee transport and delivery of materials to field locations safely and efficiently.
- Ensure visibility and branding materials are procured and distributed according to donor requirements.
- Support office logistics, fleet management, and movement coordination when required.
- Track and update all logistics and procurement sheets, ensuring timely information sharing with project and operations teams.
3. Liaison and Administration - Coordinate with local authorities (e.g., HAC, MoH) to obtain permits, customs clearances, and other required approvals.
- Facilitate staff travel logistics including transport, accommodation, and movement permits.
- Maintain updated contact lists for suppliers, partners, and authorities.
- Draft and track MoUs with government counterparts and local partners as guided by management.
- Provide weekly updates to the Senior Procurement & Logistics Officer and the Country Office on local
- security, supply routes, and market conditions affecting operations.
4. Compliance and Accountability - Ensure all procurement and logistics activities comply with MedGlobal and donor policies.
- Maintain confidentiality and uphold ethical procurement standards at all times.
- Support internal and external audits by ensuring complete documentation and traceability.
- Promote value-for-money, efficiency, and environmental sustainability in procurement decisions.

Minimum Qualification, Skills and Experience Required:
- Bachelor's degree in business administration, Logistics, Supply Chain Management.
- Minimum 3 years of experience in procurement and logistics with an INGO, UN agency, or humanitarian organization.
- Proven experience managing procurement under donor-funded projects (e.g., UN, USAID, ECHO, CBPF).
- Strong understanding of procurement and logistics systems in Sudan, including market and customs procedures.
- Excellent organizational and time management skills.
- Strong negotiation, communication, and recordkeeping abilities.
- Proficient in MS Office (Excel, Word, Outlook) and procurement tracking tools.
- Fluent in Arabic and English.
- High integrity, attention to detail, and ability to work under pressure.
- All procurement actions completed in compliance with policy and within timelines.
- Updated procurement and contract trackers shared monthly.
- Complete and auditable documentation for all procurements.
- Accurate and timely stock and logistics reports.
