 Duties and responsibilities:

Job Summary: You will help contribute to the implementation of the World Bank Sponsored Sudan Enhancing Community Resilience Project AFII policies and procedures in compliance with CRS’ established accounting standards. You will be responsible for project grants to the Small and Medium Enterprises (SMEs), Farmers’ Producers’ Organizations (FPO) and Consumer Organizations (COs), ensuring solicitation, application process and due diligence for all grant recipients are compliant with donor requirements and policies.  You will be validating the agreement packages, and maintaining the data and documentation required for processing financial transactions for assigned accounts in CRS financial accounting package. You will record delegated financial transactions following appropriate authorizations.  You will also support local implementing partners on reporting and compliance

 

Roles and Key Responsibilities:

  1. Conduct and support implementation, and monitor the grant management process, including assessments of SMEs, FPOs, COs and local partners for project grants. 
  2. Support solicitation, application, technical assistance to the grant applicants. 
  3. Lead and support Due diligence, documentation, packaging and review of agreements/contracts related to the SME, FPOs and CO grants. 
  4. Set and monitor sound financial reporting procedures for grants. 
  5. Assess, evaluate, and monitor subrecipient financial management processes in accordance with policy and strengthen the capacity of partners in financial accounting and transactions.
  6. Monitor disbursement/receipt schedules, alert relevant project/grant staff of due payments/liquidations, and maintain appropriate communication and follow-up to facilitate timeliness of financial resource management and compliance with set deadlines.
  7. Prepare various periodic and ad hoc financial reports and perform variance analysis to assist project/grant staff with decision-making. Assist with budget maintenance for proper management of financial resources.
  8. Provide information to project/grant staff, subrecipients, and partners on financial accounting policies and procedural compliance issues and deliver training and other capacity building activities.
  9. Overseeing monitoring and technical assistance for recipients and overseeing grant closeout processes in line with CRS grant management guidance a donor rules and regulations.
  10. Ensure timely and complaint reporting as per Donor requirements. 

 
 Minimum Qualification, Skills and Experience Required:

Basic Qualifications: 

  • B.A. degree in Accounting, Finance, or a qualification in accounting (CPA/ACCA or equivalent).
  • Minimum of three years’ experience in a position with similar responsibilities, preferably with an international or local NGO, or a financial/banking institution.
  • Experience working with SME related projects and knowledge of financial rules and regulations, including fiscal controls and fund accounting procedures.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
  • Experience in high quality assessments, monitoring projects and collecting relevant data.
  • Experience in managing relations with multiple stakeholders would be a plus. 

 

Required Languages - Fluent written and spoken Arabic and professional level of written and spoken English required.

 

Travel - In the proposed locations (Red Sea, Northern State, River Nile) subject to Donor approval. Must be willing and able to travel up to 70% to project areas in East Sudan.

Preferred Qualifications – (If applicable) 

  • Knowledge of the relevant public donor regulations is preferred.
  • Proficient in MS Office packages (Excel, Word, PowerPoint, Visio), Web Conferencing Applications.
  • Knowledge of Insight financial accounting package or similar financial reporting software preferred. 
  • Experience in project grants management, including assessments, preferably for grants from multiple public donors, including international donors.
