 Background:

A Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer contributes to the calling of Medical Teams International by assist the Snr MEAL Officer and MEAL Coordinator  in implementing a Monitoring, Evaluation, Accountability, and Learning System for Medical Teams international and donor. This position will implement the Monitoring, Evaluation, Accountability and Learning (M&E) System at Medical Teams’ respective field office and ensure the reporting processes and end products are at high quality. The role will facilitate accountability to clients, partners, and donors while Implementing MEAL system and approaches in the respective field office and foster learning within the team.



 
 Duties and responsibilities:

Accountability and Monitoring Systems

  • Develop and/or update M&E tools, databases, and monthly reporting formats in close collaboration with the MEAL Coordinator / sectoral managers or focal points.
  • Ensure MEAL activities for the specific field office are planned on monthly basis and the activity plan is shared with MEAL Manager and Snr. MEAL Coordinator to track the progress.
  • Support the staff in mobile data collection; using Kobo Collect, CommCare and the IRC apps to collect and analyze data.
  • Provide regular performance and quality monitoring of implemented project(s) within assigned state, share findings/gaps from field monitoring visits with project respective staff and agree and document actions for improvement.
  • Work with project staff to monthly update the project Indicator Performance Tracking Table (IPTT) and Project Indicator Dashboard (PID) and summary of project monthly achievements/gaps and help identify and alert critical gaps in a timely manner.
  • Conduct data audits and analysis to ensure high quality data, compile a report with relevant indicator data per grant, showing targets versus actuals and an action plan and send this to the Field Coordinator, MEAL Manager, Snr. MEAL Coordinator and Technical Managers and Coordinators monthly.
  • Beneficiary counting: a quarterly gender and age dis-aggregated overview per grant per sector should be provided.
  • Advise staff on data management and storage to field staff, in collaboration with IT.
  • Manage the development of effective and sustainable feedback mechanisms to IRC from program beneficiaries/stakeholders.
  • Contribute to the rollout of IRC global strategic initiatives related to measurement and accountability and enable reporting against IRC global standards and requirements.

Assessment, Learning, and Documentation

  • Ensure relevant, timely, and quality support to the field office on assessments and evaluations, i.e., support in developing the survey tools, data analysis and report writing.
  • Attend and participate in semi-annual meetings with other MEAL Officers, and the MEAL Manager on project monitoring and learning updates, achievements, challenges.
  • Provide documentation and dissemination of key findings stemming from monitoring, assessment, and other learning activities.
  • Track and ensure organized, comprehensive electronic filing of documented findings/analyses.
  • When appropriate/applicable, facilitate and participate in information sharing opportunities among IRC offices/partners/donors under the supervision of MEAL manger.

Leadership and Partnership

  • Support all technical aspects and actions of MEAL in respond to program needs; foster high standards and practices for quality data collection, analysis, and reports. Enable accountability to clients, partners, and donors.
  • Implement and support MEAL system and approaches in your areas of expertise and foster learning. 
  • Represent MTI at technical meetings, forums, and other events & build partnerships within MTI and area of expertise. 
  • Champion access and use of data for shared learning, sound decision-making, and data-informed programmatic adaptations. 

Technical Oversight 

  • Running the MEAL system and processes for Gadaref  and Aljazeera state in harmony with the MEAL Country and Global Strategies throughout the project cycle which include:
  • Collaborate with MEAL and non-MEAL staff to ensure that data is collected, compiled, checked for its quality and completeness in compliance with MTI and donors’ standards for data quality; 
  • Document and share learning, evidence, and data from previous projects to inform project proposal design;
  • Implement MEAL plans, revise (digital) data collection tools, follow-up on processes for online data management, quality checks, and audits, and updating of data visualization;
  • Undertake regular analysis of monitoring data and work closely with program officers and managers to facilitate decision-making for real-time program adaptation.
  • Produce quality reports and updating dashboards with key findings that foster learning and decision-making and share in project cycle management meetings and team meetings;
  • Identify, document, and share client feedback to improve services and results for our clients.
  • Support deployment of surveys such as baseline and end line, and the commission of evaluations in coordination with colleagues and partners;
  • Support the use of standard mobile data technology and online dashboard to enhance timeliness and quality of data collection, analysis and visualization;
  • Join and contribute to MTI’s effort in meeting its internal and external accountability commitments through the implementation of sound accountability, client feedback, and response mechanisms. 

Human Resources  

  • Coordinate, lead, mentor MEAL team in Gadref Accountability & Communication Assistant, Health Information Led and Nutrition Data Management ; foster timely and high-quality achievement, and an inclusive and respectful team climate.
  • Promote the growth and development of others in MTI teams and partners: present high-quality technical training and learning material for partners, colleagues, and junior staff; 
  • Participate in the recruitment and onboarding of MEAL: MEAL Officer, Accountability & Communication Assistant, Health Information Led and Nutrition Data Management, field incentive workers and enumerators.

Deployment of technologies for data collection

  • Contribute to technology needs assessments for MTI programs. 
  • Support designing and implementing project plans for countries/programs transitioning to new data collection tools
  • Configuration of non-standard project/program indicators in data collection tools. 
  • Ensuring data validation is well embedded in the structure of data collection tools.
  • Collaborating with program, MEAL Technology  and supply chain teams to plan purchase of MEAL related devices.
  • System training and ongoing end-user support for IRC staff and partners

 Supporting data management, analysis, and visualization

  • Working from standard XLSX and PBIX templates, setting up indicator database and dashboard for visualizing M&E data.
  • Providing training to M&E staff on indicator databases and dashboards
  • Undertaking data quality assessments for current databases 
  • Migration or transformation of existing project or country level data in to standard data structures

Reporting: 

  • Assist in preparing and submitting reports on project progress, impact, and outcomes, and sharing these reports with project stakeholders.
  • Develop indicator tracking tools and generate indicator reports aligned with internal and donor requirements to demonstrate the effectiveness of project interventions and ensure compliance with project plans.
  • EWARS 
  • Donor Weekly and Biweekly report and Highlight. 

 Understanding user needs and ensuring these needs are well understood throughout the team.

  • Gathering user feedback on data tools during and after deployment
  • Participating in requirements capturing and user acceptance testing (UAT) for new tools
  • Sharing user feedback with colleagues in IT and other team feedback

Other Duties:

  • Utilize volunteers when appropriate.

 Minimum Qualification, Skills and Experience Required:

Required:

  • Bachelor’s degree or equivalent in Statistics, Demography, Development Studies, Project Management, Monitoring and Evaluation, Public health, CS, and related field.

Preferred:

  • Post-graduate training in monitoring and evaluation or related field 

Experiences:

  • At least two years of experience in monitoring and evaluation, with experience in formulation of M&E frameworks, tracking project milestones, data collection and analysis.
  • At Least one year of experience in program implementation for Health, Nutrition, MHPSS, Protection & Community Health. 
  • Familiar with DHIS, IRHIS, and other data tools
  • Experience with data analysis software e.g., SPSS, 
  • Possess basic technical knowledge of MEAL approaches and techniques required.
