 Background:

The Sudanese Red Crescent Society (SRCS), established in 1956, is mandated to provide humanitarian assistance in accordance with the Geneva Conventions of 1949 and the Fundamental Principles of the Red Cross and Red Crescent Movement. With 18 branches nationwide and a strong volunteer network, SRCS delivers emergency response, community health, resilience, and disaster preparedness interventions across Sudan.

To strengthen accountability, learning, and evidence-based decision-making, SRCS seeks a PMER Officer dedicated to supporting the Health and Disaster Risk Management (DRM) Technical Departments at HQ. The Officer will provide technical oversight and coordination for planning, monitoring, evaluation, reporting, and learning processes across all Health and DRM interventions, in close collaboration with the PMER/IM Section and relevant departments



 
 Duties and responsibilities:

1. Planning

  • Lead and coordinate planning processes for Health and DRM programs, ensuring alignment with SRCS strategies and annual operational plans.
  • Provide technical support to HQ departments and branches to prepare high-quality plans, intervention logic ( logical frameworks) and PMER plans.
  • Adapt and contextualize SOPs and guidelines for Health and DRM interventions.[DM1] [OS2] 
  • Review and validate project proposals from Health and DRM departments before submission to partners.

     2. Monitoring

  • Support Health and DRM programs to develop and maintain Monitoring & Evaluation Plans, indicator tracking tables (ITTs), and harmonized data collection tools.
  • Develop qualitative and quantitative data collection tools such as household surveys, KIIs, FGDs, PDMs, etc., 
  • Train SRCS staff/ volunteers on data collection methods. 
  • Lead and coordinate field monitoring missions for Health and DRM activities, ensuring consistent data collection and quality assurance.
  • Analyse (large) quantitative and qualitative data sets. 
  • Document key issues and lessons from monitoring and integrate them into periodic reports to enhance organizational learning.

 

3. Reporting

  • Support and maintain a reporting timetable for all Health and DRM projects, ensuring timely submission to internal and external stakeholders.
  • Coordinate with HQ departments and branches to consolidate high-quality periodic (monthly, quarterly, annual) reports.
  • Support the Health and DRM Department in compiling integrated NS-wide reports.

4. Evaluation & Learning

  • Organize and facilitate mid-term reviews, program reviews, and evaluation exercises for Health and DRM interventions.
  • Develop TORs for joint and external evaluations and coordinate the evaluation process, including committees and teams.
  • Document evaluation findings, prepare management action plans, and follow up on implementation.
  • Lead post-distribution monitoring for Health/DRM-related relief operations.
  • Facilitate communities of practice, wikis, and learning products for Health and DRM thematic areas.

5. Quality Assurance & CEA Integration

  • Ensure Health and DRM projects apply CEA approaches across the program cycle, including feedback mechanisms and satisfaction assessments.
  • Support integration of PGI standards and other quality tools relevant to Health and DRM programming.
  • Promote the use of digital tools and up-to-date technologies for data management, visualization, and reporting.

6. Additional Responsibilities

  • Provide regular performance reports to the Head of PMER/IM.
  • Support baseline, midterm, endline, and final evaluations for Health and DRM projects.
  • Perform other PMER-related duties as assigned.

 
 Minimum Qualification, Skills and Experience Required:

  • BCA or master’s degree in management, Public Health, Statistics, Disaster Management, Information Systems, or a related field.

 

Experience and Knowledge

  • Minimum 4 years of experience with humanitarian or development organizations, including at least 3 years in PMER roles.
  • Demonstrated experience supporting Health or DRM programs is an asset.
  • Strong skills in planning, monitoring, reporting, and evaluation.
  • Excellent communication, organizational, and facilitation skills.
  • Experience mentoring staff and working across cultures.
  • Strong computer skills (MS Office, data systems, online collaboration tools).
  • Ability to work remotely and under pressure when required.

 

Languages

  • Fluency in Arabic (spoken and written).
  • Fluency in English (spoken and written).
