 Background:

1.General Objective:

 

As Cash Based Voucher (CBT) Supervisor , you will be the focal person and you will play a leading role in setting up and implementing Cash based Interventions (CBIs) for WHH in Kassala State.

You will lead in conducting market assessments, cash-based transfer modalities, participants’ targeting, and implementation. Specifically:

  • Participating in the Cash Based Interventions (CBIs) Feasibility and Risk Assessment
  • Undertaking the CBI Delivery Mechanism Assessment, providing recommendations and contingency planning to support the scale-up of cash transfer programming.
  • Supporting program management to ensure that cash assistance compliments and enhances the recovery and strengthening of local markets.


 
 Duties and responsibilities:

Job Description:

The role will also involve coordination with the wider community and with the State level Cash Working Group on the delivery mechanisms, transfer values, and targeting of CBIs. In addition, the incumbent will have the overall responsibility of enhancing the capacity-building efforts in cash programming, within WHH Kassala State Field Office.

Key Job Responsibilities: 

  • Ensure that Cash Based Programming projects are designed to meet or exceed WHH, donor, and sector standards and guidelines.
  • Provide technical support to WHH Kassala cash programming including cash feasibility assessments, market assessments, determination of response options, delivery mechanisms, and appropriate modalities to be implemented.
  • Identify, establish, or strengthen relationships with local partners to scale up cash and voucher projects across different sectors.
  • Support field teams to set up Cash Based Interventions (CBI).
  • Provide orientation during the startup workshop.
  • Support with project participants’ digital registration and data management.
  • Ensure that monthly and regular reports are submitted timely ( Cash Transfer monthly report - CTMR, donor reports, etc).
  • Coordinate networking initiatives on CVP for WHH Kassala State with the Cash Working Group, NGOs, and other stakeholders.  
  • Support with proposal development incorporating Cash Based Interventions.  
  • With the support of Country Global Technical Advisor, lead CBI capacity assessment and capacity-building initiatives for WHH Kassala State staff and partners. 
  • Liaise with the Head of Project and Finance Officer in budget preparation for CBI projects.
  • Support with the setting up of Cash Based Interventions’ monitoring, accountability, and learning systems and address findings and recommendations regularly.
  • Design and facilitate market assessments and document lessons for sharing internally and with key partners/stakeholders.
  • Ensure regular program reports are generated and shared internally.

 
 Minimum Qualification, Skills and Experience Required:

Qualification:

  • Bachelor's degree in the fields of Social Science, Agriculture, Economics, Statistics, or related fields.
  • At least 4 years of experience in Cash and voucher Programming including conducting Cash Feasibility Assessments, Market Assessments, Designing Projects, and implementing CVP programs. 
  • Experience in WFP cash-based programming an added advantage.
  • Experience in designing, implementing, and analyzing market assessments and familiarity with market analysis tools.
  • Experience in Cash/Food Assistance Programming
  • Previous experience with a range of cash transfer mechanisms.
  • Strong evidence of good interpersonal and communication skills.
