Background: Background: The Sudanese American Physician Association (SAPA) is committed to improving the health and well-being of communities in Sudan through targeted interventions and sustainable programs. To ensure the effectiveness of its programs, SAPA is seeking a Monitoring and Evaluation (M&E) Officer to lead efforts in tracking the progress, evaluating the impact, and enhancing the accountability of its initiatives. The M&E Officer will play a key role in the organization by collecting, analyzing, and reporting data that informs strategic decision-making and program improvement. Purpose of the Position:
The M&E Officer will be responsible for developing and implementing the Monitoring and Evaluation framework for SAPA’s projects. This includes the collection, management, and analysis of data, as well as supporting program teams in understanding the impact of their interventions. The M&E Officer will ensure that SAPA’s programs are on track to achieve their goals and that lessons learned from implementation are applied to future activities.

Duties and responsibilities:
Key Responsibilities: - Monitoring and Data Collection:
- Design and maintain M&E systems for SAPA’s projects to track progress towards objectives and outcomes.
- Collect quantitative and qualitative data from field staff, beneficiaries, and other stakeholders to measure project performance.
- Conduct regular field visits across Sudan to monitor the implementation of SAPA’s programs, verify data, and assess progress.
- Ensure that accurate data is collected and entered into SAPA’s data management systems in a timely manner.
- Evaluation and Reporting:
- Lead the evaluation of SAPA’s programs, ensuring that evaluations meet both organizational and donor standards. o Analyze data collected to assess the efficiency, effectiveness, and impact of SAPA’s interventions.
- Draft clear, comprehensive M&E reports for internal use, as well as for SAPA donors and external partners.
- Contribute to donor reports by providing data on project outcomes and lessons learned.
- Capacity Building:
- Provide training and technical support to SAPA field teams on M&E concepts, tools, and methodologies.
- Build the capacity of staff to conduct M&E activities and improve data collection practices in the field.
- Learning and Knowledge Management:
- Facilitate the sharing of lessons learned from SAPA projects and integrate findings into future planning.
- Collaborate with SAPA program teams to ensure that data is used to improve program design and implementation.
- Develop materials to disseminate best practices from SAPA’s programs to the wider organization and stakeholders.
- Data Quality Assurance:
- Establish protocols for data quality assurance and regularly review data to ensure accuracy and completeness.
- Provide recommendations for improving data collection and monitoring processes to ensure they align with SAPA’s objectives.
- Stakeholder Engagement:
- Engage with SAPA partners, donors, and other stakeholders to coordinate M&E efforts, ensuring compliance with their reporting requirements.
- Share M&E results and insights with key partners, advocating for program improvements where necessary.

Minimum Qualification, Skills and Experience Required:
Qualifications and Experience:
- Bachelor’s degree in Social Sciences, Statistics, Development Studies, Public Health, or a related field. A Master’s degree is preferred.
- Minimum of 5 years of experience in M&E, ideally within humanitarian, health, or development sectors.
- Demonstrated experience in designing M&E frameworks, tools, and data collection systems.
- Proficiency in data analysis software (e.g., SPSS, STATA, Excel) and experience managing large datasets.
- Strong report-writing skills, with experience presenting findings to donors and senior management.
- Experience working with international NGOs, and familiarity with donor reporting requirements.
- Fluency in English and Arabic is an asset.
Skills and Competencies:- Strong analytical and strategic thinking skills.
- Excellent communication and interpersonal skills to work effectively with SAPA teams and external stakeholders.
- Ability to manage multiple tasks and deliver results within tight deadlines.
- Experience working in complex humanitarian contexts or fragile states, particularly in Sudan, is an advantage.
- Ability to travel within Sudan, including to remote or challenging areas, for field monitoring and data collection.
