 Duties and responsibilities:

Position Summary: 

Under the direct supervision of the Supply Chain and Operations Coordinator, the Procurement Officer will be responsible for procurement activities in Mellit the office that supports program operations needs of the most vulnerable populations. The Procurement Officer is part of the procurement team responsible for procurement functions for the Mellit office. The role procures supplies (goods, services, and works), ensuring transparency, value for money, and strict compliance with RI and donor policies. This is an individual contributor position with no supervisory responsibilities. 

 

ESSENTIAL JOB FUNCTIONS: 

Essential Position Responsibilities and Duties 

Procurement execution

 - Responsible for the timely completion of procurement which are directly related to program needs in country. 

- Support the development of procurement specifications with Program teams. Assist staff with information to develop      product or service specification; advising on type of equipment needed, what is available, rough costing etc.

 - Process approved PRs and ensure accuracy of data entry.

 - Initiate and process RFQs/RFPs; convene procurement committees and record proceedings.

 - Prepare CBAs/Competitive bids analysis and procurement documents for approvals. 

- Conduct transparent negotiations with suppliers and document outcomes.

 - Process the procurement requests in accordance with RI and Donor policies and procedures, in a transparent, accountable, efficient and cost-effective manner. 

- Assist with ensuring that all procurement are managed, tracked and recorded. 

- Carry out a transparent and efficient bidding (quotation) process as outlined in the RI Procurement Procedures Manual 

- Update the Procurement Tracker report on daily basis and Shared with the SCO Coordinator on daily basis while referring to the box. 

- Make every effort to obtain the lowest price and highest quality of items for RI programs 

- Acknowledge orders received and where possible provide initial feedback on costing estimates and delivery times. 

- Ensure complete, audit-ready files that meet RI and donor requirements.

 - Review procurement documents for accuracy before taking payment for approval. 

- Conduct local market surveys; gain knowledge and understanding of the availability of supplies and services and price of local items. 

- Develop a clear knowledge and understanding of RI procurement procedures and ensure that all purchases are fully compliant with RI and donor rules and standard procurement regulations. 

- Ensure prompt payment of suppliers and that the finance department receives all the necessary documentation. 

- Advise field sites on procurement system, availability of goods etc. 

- Under the supervision of the SCO Coordinator and with guidance from the SCO Manager, collaborate with all departments, coordinating with finance, grants, and program teams to ensure smooth and timely procurement.

 

 Contract Management 

- Draft and execute contracts/POs using RI templates. 

- Monitor supplier compliance with contractual terms and escalate deviations. 

- Track local Master Agreements and flag renewals in advance to avoid gaps. 

 

Supplier Management & Due Diligence 

- Maintain an updated supplier list with audit-ready files. 

- Carry out supplier vetting: sanctions screening, CSI checks, references, site visits, etc. 

- Monitor and evaluate supplier performance and maintain supplier scorecards. 

 

Compliance, Risk & Ethics

  - Apply RI procurement policies and donor-specific regulations. 

- Identify and report procurement red flags or irregularities. 

- Support corrective actions arising from internal or external audits. 

 

Documentation & Systems 

- Keep procurement the tracker up to date to facilitate reconciliation with programs and finance. 

- Ensure accuracy of data and documents in procurement folders on SharePoint.

- Provide regular updates to the line manager on procurement progress. 

 

 


 
 Minimum Qualification, Skills and Experience Required:

QUALIFICATIONS AND EXPERIENCE: 

 

- A Bachelor’s degree is required, and Master degree will be plus in related field, preferably Business Administration/Supply Chain Management. 

- 5-8 years’ experience with an international NGO in similar position. 

- Significant political and cultural awareness and experience of working in settings where insecurity is a major issue.

 - Market analysis, negotiation and contract management skills.

 - Ability to prepare clear procurement justifications in English. 

- Strong organizational and prioritization skills. 

- Fluent in English and in Arabic oral and written.

 - Computer skills and office management skills. 

- Honest, trustworthy and integrity.

- Human Relation skills, including integrity and ability to work with minimum supervision and under pressure preferred
