 Duties and responsibilities:

Major Functions/ Responsibilities:

The Enterprise Development Officer will work in collaboration with the project team and will be responsible for the day-to-day management of the enterprise development activities delivering with HOPE’s projects, coordinate enterprise development activities including business development, promotion of local businesses led by women and local entrepreneurs, innovation, and financial education and inclusion.

 

Specific technical responsibilities include the following:

  • Analyze existing markets and potential for business development considering Sudan situation through desk review, stakeholder meetings and field visits.
  • Identify entrepreneurs for business development training and grants; innovative entrepreneurs, and determine the multiplier effects on the local economy.
  • Promote the concept of innovation in businesses and support innovative entrepreneurs by identifying and organizing appropriate skills training.
  • Coordinate and liaise with relevant finance institutions, Government departments and NGOs for extending the availability of micro-finance, financial education and inclusion.
  • Liaise with relevant actors for the financial inclusion of beneficiaries, linking them with the markets and finance institutions and training as relevant.
  • Advocate and create awareness amongst the local regarding the use of micro-finance and using banks for various business transactions.
  • Promote local businesses led by women and local entrepreneurs through close coordination with HOPE partners, social welfare department and local authorities.
  • Responsible for smooth implementation of the activities and for providing the required relevant information to the MEAL unit for the effective compilation of results;
  • Ensures effective and timely coordination with Government stakeholders and project partners to ensure smooth implementation of project activities.
  • Lead the planning and implementation of the enterprise development component considering development of Employment, Decent Work, apprenticeship, and in the-job-training
  • Develop operational guidelines, beneficiaries’ selection criteria, and tools for identifying and supporting micro, small and medium enterprises (MSMEs) with a focus on those contributing to local economic recovery.
  • Identify and support MSMEs with potential to create or sustain employment, through technical assistance, training, and access to services and inputs.
  • Oversee the delivery of entrepreneurship training programs (e.g. GET Ahead, COOPs) and coordinate post-training support including coaching, mentoring, and market linkage.
  • Work with partners and stockholders to ensure that business support services are inclusive and aligned with decent work principles and social safeguards.
  • Coordinate with stockholders, community leaders, and local business networks to ensure contextually appropriate interventions.
  • Engage with UN, NGOs and other humanitarian and development actors to promote synergies, reduce duplication, and contribute to joint outcomes.
  • Contribute to project monitoring and reporting, including data collection on supported enterprises, job outcomes, and challenges.
  • Document good practices, lessons learned, and approaches that strengthen peacebuilding, resilience, or social cohesion through enterprise support.
  • Apply a conflict-sensitive and “do no harm” approach to all interventions, and ensure activities are informed by local context analysis.
  • Contribute to HOPE’s visibility and engagement within the partners in the Sudan, particularly in areas related to economic recovery and livelihoods.

Project supervision:

  • Support, train and supervisor Sector/ Project Officers to coordinate, supervise and delivering results and implementing all projects activities described in project documents in daily based at the field.
  • Responsible of communication with Sector/ Project Officers, and ensure their complaints are response with required standards.
  • Hold weekly meeting with the Sector/ Project Officer, and Field Coordinator at the field to make weekly action plan and discuss weekly reports.
  • Participate in internal HOPE weekly meetings and external meeting with partners include donors, stockholders, and sectors. 

Design and Implementation of project objectives:

  • Support, train and supervisor Sector/ Project Officers and Field Coordinator to Oversee the outcomes and the impacts of the interventions made to the community.
  • Developing of Technical Standard of Operations (SoPs) for related sectors and its activities and train the technical staff.

Monitoring & Evaluation (M&E) and Reporting 

  • Analyzing and interpreting data collected through monitoring activities, and preparing reports to communicate findings and recommendations.
  • Monitor and evaluate the effectiveness of interventions, collecting and analyzing data to inform programmatic decisions.
  • Check field ongoing activities, check activities report submitted by the Sector/ Project Officers.
  • Attend Sector meetings, as well as make and submit the 5Ws to the sectors.
  • Support Sector/ Project Officers and Field Coordinator to close the projects, handover, make the internal 4Ws, compile in the internal data base. 

Others:

  • Apply and maintain the projects documentation system at state level.
  • Prepares contract of service providers such as trainers and contractors.
  • Any other task or responsibility determined by management of HOPE.

 
 Minimum Qualification, Skills and Experience Required:

  1. At least 3 years of professional experience in enterprise development, entrepreneurship promotion, MSMEs support, or related economic recovery programming.
  2. University degree in economics, agricultural, business administration, development studies or related field, Bachelor's Degree required; Master’s Degree preferred.
  3. Fluent written and oral communication skills in English Language and knowledge of local language(s) is a plus.
  4. Experience working with vulnerable groups (e.g. women, youth, displaced populations) in fragile or crisis-affected context is strongly desirable.
  5. Prior experience with ILO tools such as COOP and/ or GET Ahead for women in enterprise is an asset.
  6. Experience in the work with cooperatives, and financial education initiatives is desirable.
  7. Political awareness and understanding of socio-economic factors.
  8. Experience in community engagement and working with government, community stakeholders, market and financial institutions; 
  9. Good analytical and report writing skills.
  10. Ability to work independently and manage multiple tasks effectively.
  11. Ability to work under pressure in an insecure environment.
  12. Computer skills with proficiency in Microsoft Office Suite.
  13. Excellent survey/ assessment skills and knowledge to write quality reports, and
  14. The position requires flexibility, adaptability, and a commitment to the project objectives.
