Development and Facilitation of Curriculum Training of Trainers (ToT) for Civil Society Organizations on Protection
 

Locations: Kassala, Khartoum (in-person) | South Darfur State (SDS) (Remote)  and West Kordofan State (WKS) (Remote)

1. Background

In support of strengthening local capacities for civilian protection across Sudan, our organisation is implementing a Training of Trainers (ToT) for partner organisations operating in Kassala, Khartoum, South Darfur, and West Kordofan. The ToT aims to build the technical and facilitation skills of selected staff members so they can effectively cascade civilian protection awareness sessions at the community level.

To ensure high-quality delivery, we seek a qualified Facilitator to prepare, conduct, and evaluate a comprehensive 15-day ToT based on our existing needs and context-specific needs. The training should cover 5 days in Kassala and  5 days in Khartoum physically, and 5 days online for SDS and WKS partners.

2. Purpose of the Assignment

The Facilitator will be responsible for developing and delivering an intensive and interactive Training of Trainers (ToT) in each state, that strengthens partners' knowledge of civilian protection and enhances their ability to deliver protection programming safely and effectively. 

3. Objectives of the Training

Primary Objective

Strengthen community awareness of civilian protection principles by building the technical and facilitation capacity of partner organisations.

Specific Learning Objectives

The training will enable participants to:

  • Understand the foundational concepts of civilian protection.
  • Apply tools for protection analysis, data collection, and reporting.
  • Implement community-based protection (CBP) approaches, as provided by CIVIC.
  • Form and manage Community Protection Groups (CPGs), including developing group ToRs.
  • Integrate conflict sensitivity and Do No Harm (DNH) approaches in programming.
  • Address cultural norms, traditions, and problematic coping mechanisms affecting protection.
  • Strengthen safe coordination and engagement practices with armed actors.

     


 
 Duties and responsibilities:

4. Scope of Work and Responsibilities

The Facilitator will be expected to:

Training Preparation

  • Review and adapt the curriculum for a Training of Trainers format.
  • Prepare all training materials, including:
    • PowerPoint presentations
    • Trainee Handbook (scenarios, exercises, technical notes)
    • Trainer’s Handbook (facilitation methods, guidance notes)
    • Contextualised visual aids, videos, and role-play materials

Training Delivery

  • Conduct a 15 day (10-day, in-person, and 5 days remote online) training  from 9:00 AM – 5:00 PM daily
  • Facilitate using adult-learning and culturally sensitive methods, including group work, games, case studies, simulations, and role-plays.
  • Ensure full participation and practical learning throughout the training.

Assessment & Evaluation

  • Develop and administer pre-tests and post-tests.
  • Collect daily participant feedback and adjust approaches as needed.
  • Supervise group presentations and practical exercises.
  • Submit a final training report summarising:
    • Training delivery
    • Participant performance and progress
    • Key lessons learned
    • Recommendations for future capacity-building
    • Copies/samples of participant action plans

6. Training Modules

The Facilitator will cover the following curriculum modules:

  1. Civilian Protection: Main Concepts
  2. Protection Analysis & Reporting
  3. Community-Based Protection (CBP) Approach (as provided by CIVIC)
  4. Forming Community Protection Groups (CPGs) & Developing ToRs
  5. Do No Harm (DNH) & Conflict Sensitivity
  6. Protection of Civilians vs Cultural Norms & Traditions
  7. Problematic Coping Mechanisms
  8. CBP and CIVIC Efforts
  9. Success Stories & Lessons Learned
  10. Coordination Mechanisms with Armed Actors
  11. Active Engagement Methods with Armed Actors

7. Methodology

The ToT will apply interactive and inclusive approaches, including:

  • Participatory games and energisers
  • Videos and examples
  • Real-life protection scenarios
  • Group discussions, breakout sessions, and role-plays
  • Daily reflections and action planning
  • Participants will conclude the training with a practical Community Action Plan outlining how they will apply the training in their respective locations.


 

8. Deliverables

The Facilitator shall deliver:

  1. Training Agenda & Detailed Session Plan
  2. Complete Training Materials Package
  3. Assessment Tools: Pre-test, Post-test, daily evaluations
  4. Final Training Report, including:
    • Summary of sessions and methodologies
    • Evaluation results
    • Key observations and recommendations
    • Participant Community Action Plans

Please note that CIVIC will provide some of its key documents and approaches for the consultant to incorporate into their materials, covering a vast amount of the content for the training modules. CIVIC will also offer the support of its Program Officers to support you during your training. 


 
 Minimum Qualification, Skills and Experience Required:

 

9. Consultant Qualifications

  • Advanced experience in civilian protection, community-based protection, protection analysis, or related fields.
  • Demonstrated experience delivering Training of Trainers (ToT) in humanitarian or conflict-affected contexts.
  • Strong understanding of DNH, conflict sensitivity, and protection mainstreaming.
  • Experience working in Sudan or similar cultural contexts; ability to contextualise modules effectively.
  • Proven expertise in adult-learning methodologies and interactive facilitation.
  • Fluency in Arabic (required); English proficiency is an asset.

10. Timeframe and Level of Effort

  • Consultancy period: Late December 2025 – Mid January 2026
  • Training duration: 15 full training days

11. Management and Coordination

  • The Facilitator will report to the Senior Country Program Manager at CIVIC.
  • All logistical arrangements (venue, materials, refreshments, equipment) will be provided by CIVIC.
  • Travel to Kassala and Khartoum locations should be arranged by the consultant.
