Duties and responsibilities:
Accountabilities - Contribute to the Sudan Emergency Pool by maintaining readiness for rapid deployment to any location in Sudan, including exploratory missions and first phase emergency responses.
- Lead the rapid set up of essential logistical systems during SEP interventions, including initial transport arrangements, site accessibility, communications, power generation and basic facility establishment to allow medical teams to start activities safely and quickly.
- Conduct logistical components of exploratory missions by assessing access routes, security constraints, road conditions, water availability, fuel access, cold chain feasibility and the suitability of sites for short term or mobile operations.
- Establish temporary or mobile logistics platforms adapted to unstable environments, ensuring basic water and sanitation arrangements, safe waste zones, emergency shelter, lighting and secure storage where required.
- Ensure immediate availability of transport solutions during SEP deployments, including vehicle allocation, rapid movement planning, basic fleet management and support to medical evacuation arrangements when relevant.
- Support emergency supply chain operations by facilitating rapid reception, storage and dispatch of essential drugs, medical kits, consumables and equipment during early phases of intervention, including temporary warehouse set ups when needed.
- Provide technical guidance to SEP teams on the safe use and quick installation of generators, solar systems, communication tools, IT equipment and basic WATSAN hardware adapted to field conditions.
- Implement basic site safety and risk reduction measures during SEP operations, including identification of safe areas, perimeter layout, fire safety basics, radio communication protocols and immediate mitigations suited to volatile environments.
- Support the coordination of logistics during outbreak response, including isolation site preparation when feasible, safe waste handling arrangements and reinforcement of water and hygiene measures to reduce transmission.
- Contribute to analytical updates by providing situational summaries on access, infrastructure conditions, equipment gaps, energy reliability and operational risks requiring attention from coordination.
- When not deployed, support SEP preparedness by maintaining an updated physical access map (according to seasons), equipment readiness, strengthening logistical contingency plans, improving rapid deployment systems and ensuring that essential materials and tools are prepositioned or organised for immediate use.
- Develop and implement training plans for logistic staff regularly mobilized for emergency response (drivers, logistic team members in other projects, in coordination etc.).
- Assist the SEP Coordinator or Logistics Coordinator in the definition and follow-up of logistics activities in the project, in conjunction with other medical project managers in order to identify and give a response to the needs of the targeted population.
- Ensuring and monitoring the implementation of logistics/technical activities in the project including the following:
- Logistics: (construction, transport of goods and staff, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, communications, installation and maintenance of functional office space(s) and lodging facilities for international staff in adequate living conditions)
- WHS: implementation of water, health and sanitation activities
- Supply: implementation and maintenance of an appropriate supply chain for the project
- Implement all administrative related activities linked to logistics (orders, insurances, vehicle contracts, etc.).
- Participate in the planning and implementation, together with the Logistics Coordinator, the Project Coordinator and the HR Coordinator, the HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the logistics staff in the project in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities.
- Ensure technical reference for all logistics/technical issues in the project and providing coaching to logistics staff under his/her responsibility. Ensure all staff in the Project is properly briefed about use of communication tools.
- Define and monitor technical aspects of the project risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the project security policy and guidelines, evacuation plan and contingency plan, performing day-to day monitoring of the application of security rules and reporting to the Project Coordinator any problem that may arise. For this purpose, the Project Logistics Manager will have to create an appropriate environment to facilitate security exchange of information.
