 Background:

Participates in defining, planning and monitoring medical activities and programs in the project in accordance with MSF's protocols as well as coordinates human and material related resources needed in order to ensure the quality of care provided by MSF 

The position is part of the Sudan Emergency Pool, which is the mission’s first responder for acute crises throughout Sudan. The SEP provides rapid and mobile support wherever serious medical or humanitarian emergencies occur. The Project Medical Referent must therefore be ready to deploy at short notice, move within Sudan as needed and provide medical leadership in both assessed and exploratory settings, guiding safe clinical action during the first phases of emergency response.



 
 Duties and responsibilities:

Accountabilities

  • In collaboration with the Project Coordinator and the rest of team, the Medical Coordinator and MoH partners, defines, implements and monitors medical activities, according to MSF project plans, standards and protocols. Participates in exploratory missions, situation assessments (defining medical operational priorities when needed) and the development of the project policy, annual plan, budget review and project proposal and reports to donors. Ensures regular contact with MoH and other local medical actors
  • Is responsible for the medical data collection, analysis and reporting to the Medical Coordination in the capital in order to ensure a proper monitoring of the program 
  • Provides technical support to medical personnel in the field through self-knowledge and policies, ensuring compliance with the protocols of MSF medical activities. 
  • Coordinates, supervises, coaches, supports and evaluates the medical team members’ performance to improve the medical components of the project and ensure compliance with MSF protocols and standards as well as MoH protocols. 
  • Plans and supervises, in close coordination with the Project Coordinator, the associated processes (recruitment, training, induction, performance evaluation, development and internal / external communication) of the medical staff of the project in order to ensure both the sizing and the amount of knowledge required and improve staff capabilities. 
  • Supervises an efficient management of the MSF SEP pharmacy and medical equipment, in collaboration with the Logistics department and project biomedical service and in consideration of program directions and protocol changes. Monitors consumption and preparation of medical orders to provide drugs, medical materials, medical devices and consumables at all circumstances and avoid stock shortage.
  • Implements the health policy for international and national staff, providing all prophylactic and preventive necessary measures, structures and emergency plans, managing any medical evacuation in order to ensure MSF staff health.
  • Contribute to the Sudan Emergency Pool by maintaining readiness for rapid deployment to any location in Sudan, including exploratory missions, rapid assessments and first phase emergency responses.
  • Provide medical leadership during SEP interventions by guiding case management priorities, defining immediate clinical needs and ensuring that essential medical activities can function safely in unstable or hard to reach settings.
  • Participates in exploratory/situation assessments – defining medical operational priorities when needed and development of the intervention proposal and reports
  • Participate in the set up of medical services during new SEP interventions by establishing basic clinical pathways, patient flow, triage arrangements and minimum standards for emergency and primary care adapted to context realities.
  • Ensure that clinical practices during SEP deployments follow MSF protocols and safe care principles, while supporting the adaptation of protocols to field constraints in close coordination with the Medical Coordinator.
  • Supervise and support medical staff during SEP deployments by providing direct bedside guidance, targeted coaching and short focused trainings on emergency care, trauma response, outbreak case management and safe medical practices under pressure.
  • Support medical surveillance during SEP operations by validating key indicators, identifying abnormal trends and ensuring timely communication of critical medical information to coordination.
  • Contribute to outbreak response in SEP supported areas by overseeing early case detection, isolation arrangements when feasible, clinical management priorities and immediate infection prevention measures.
  • Coordinate closely with the pharmacy and logistics teams during deployments to ensure availability and safe use of drugs, medical material, equipment and consumables in fast changing environments.
  • Maintain regular communication with local health authorities, health facilities and community structures during SEP interventions to support coordination, referral pathways and the safe continuation of essential medical services.
  • Produce short analytical updates that summarise medical needs, caseload evolution, mortality trends, capacity gaps and clinical risks requiring attention from coordination.
  • In collaboration with medical coordinators in the other projects, with the country medical coordinator and the human resources coordinator, ensure identification of medical and paramedical personnel who can be mobilized on emergency response. 
  • Follow-up the staff health policy implementation for the SEP team. In intervention, act as the staff health referent in the project.

 
 Minimum Qualification, Skills and Experience Required:

Experience

Essential 2 years clinical experience. Previous experience with MSF, an asset. Essential previous experience in a managerial position.

 

Languages

Arabic. Fluent in English. Other language, an asset. 

 

Knowledge

Computer literacy.
