Background: CHILD SAFEGUARDING: Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff. ROLE PURPOSE: Under the general direction and guidance of WASH Specialist and Head of Program Implementation, the WASH Coordinator will be responsible of supporting planning and implementation of WASH project activites, The WASH Coordinator will be based at field level to support medium or large-scale emergency response. Alternatively, may also be asked to gap fill a field level technical coordinator role in a longer-term humanitarian country programme. The WASH Coordinator will be expected to lead on sectoral assessment, project planning, coordination, and support fundraising, recruitment and procurement, usually at a Provincial or sub-national level. In most circumstances, the post holder will be expected to mentor and/or capacity building for WASH programme staff. The post is expected to help build a high performing CP implementing team and partners mentoring and coaching staff under the assigned project that implemented in six stats across the country. Duties and responsibilities:
MAIN RESPONSIBILITIES - Lead WASH aspects of technical assessments in coordination with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
- With support from the Country WASH Sector Specialist and/or other senior programme staff, develop project plans and budgets, contributing towards an overall thematic programme plan and master budget.
- With support from the Country WASH Sector Specialist and/or other senior programme staff, support fundraising for your area, including contributing to the development of high-quality concept notes and proposals.
- Prepare and oversee project implementation to ensure timely delivery of project activities (for example, monitoring against log frames, individual performance management work plans).
- With support from the Lead Technical Specialist and/or other senior programme staff, prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
- With support from the Country WASH Technical Specialist and/or other senior programme staff, with the HR team, identify technical staffing needs for emergency programmes, and support rapid recruitment, induction and training of new staff.
- With support from the Country WASH Technical Specialist and/or other senior programme staff, identify WASH programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
- With support from the MEAL team put in place MEAL plan for your project, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
- With support from the Accountability lead put in place accountability activities for your project, ensuring that feedback from children and their families is considered in project design.
- To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
Capacity Building: - Identify learning and training opportunities for project staff and work as a mentor and role model for less experienced staff.
Representation & Advocacy & Organisational Learning: - Ensure that Save the Children's WASH work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums, advocating for the specific needs of children. This may involve attending coordination working groups or leading such groups at sub national level.
- With support from the Lead Technical Adviser and/or other senior programme staff, assist in advocacy activities that target decision-makers in-country.
- Contribute to WASH communications and media work as required.

Minimum Qualification, Skills and Experience Required:
EXPERIENCE AND SKILLS NEEDED Essential - Significant experience at least 5 working with INGOs or UN Agencies in an emergency response context or fragile situation
- Previous experience of managing a WASH team
- Previous experience of WASH project management, implementing WASH projects within agreed timescales and budget limitations
- Experience of and commitment to working through systems of community participation and accountability in a WASH context
- Knowledge of monitoring and evaluation
- Experience of training and capacity building WASH staff
- Some experience of representation and ability to represent SC effectively in external forums.
- Knowledge of institutional donors and experience of developing proposals
- Ability to write clear and well-argued assessment and project reports.
- Excellent communication skills
- Strong influencing skills
- Politically and culturally sensitive with qualities of patience, tact, and diplomacy
