 Background:

General responsibility:

Under the supervision of the Deputy WASH manager, the WASH and Infrastructure Engineer will be responsible for the designing and supervision of all WASH Infrastructure Components of the assigned WASH Project/s. This includes technical design and development of design drawings and BoQs, tender support documents and supervision of the actual construction works on site. The Engineer may be called upon to offer technical support and oversight on other infrastructure projects implemented by other sectors within mission with consultation from his/her manager. 

 

The position doesn’t require management of the financial resources, however review of tendering documents are key tasks under the program and reporting periodically to supervisor. In the course of undertaking tasks, she/he represents Triangle on the field with professionalism, honesty and commitment.

 



 
 Duties and responsibilities:

1. Responsibilities and related tasks: 

  • Oversee the implementation of the WASH project, design, planning, implementation, monitoring, and supervision of TGH Water, sanitation and other infrastructures in area of intervention to ensure the program is implemented according to schedule, BOQs, designs, local and international standards.

 

  • Supervise partner organizations according to TGH partnership agreements or MoU whenever necessary and in coordination with his/her line manager

 

  1. Management, monitoring and continuous improvement of WASH and infrastructure activties

 

  • Plan WASH and infrastructure activities in coordination with the deputy WASH PM and WASH team on monthly basis and weekly according to priority.
  • Re-design, or design the water system layout, Prepare BoQ, drawings using AutoCAD, and optimized design for water supply infrastructures: Pipe layout, electro mechanical equipment, and storage tanks  in coordination with the deputy WASH manager.
  • Supervise all engineering works related to water and sanitation and ensure good-quality work is done.
  • Prepare monthly progress reports according to TGH standards and template, internal reports and M & E report for concerned sectors 
  • Preparation of tender documents, technical specifications, TORs, design drawings and BoQs.
  • Provide overall construction site management in strict adherence to the approved designs, from inception to commissioning and site hand over.
  • Facilitate timely and quality implementation of all Infrastructure works for the project.
  • Ensure that standards and guidelines related to WASH and Construction initiatives are effectively applied in project implementation.
  • Facilitate field monitoring visits with line Government Engineers to inspect progress of works and ensure quality assurance is maintained.
  • Supervise quality of construction works, and installation for all WASH and infrastructure facilities 
  • Prepare construction and rehabilitation work plans
  • Monitor the purchase and use of materials, equipment and supplies; 
  • Conduct regular water system operation and management training for the staff on design and BOQ generations. 
  • Ensure that WASH strategy and global plan are implemented under the supervision of PM & HoP-WASH
  • Carry out continuous needs and technical assessment in all the bases for the WASH infrastructures. 
  • Contribute in the development of proposals, through preparation of BOQs and submission of updated facilities designs/drawings, budgets and concept notes in coordination with the WASH team for proposal development; 
  • Supervision of contractors during implementation to ensure quality workmanship, safety and value for money is achieved within schedule.
  • Preparation of payment and completion certificates for construction works to facilitate payment.
  • Ensure that contractors maintain an updated Site Instructions book (in triplicate) for all construction works and maintain a file for the Engineer’s copy at the office.
  • Guide communities to identify viable WASH and construction projects and ensure that proposed infrastructure is established in Government or community land and not in private property.
  • Ensure cross cutting themes are integrated into the WASH project
  • Provide program updates as needed to key staff.
  • Assist in drafting, monitoring implementation, reporting and signing of technical agreements with line ministries and other Government agencies.
  • Maintain proper documentation and reporting including success stories
  • Participate in joint planning and monitoring in close consultation with FSL, WASH, CP and other sectors.
  • Submit weekly written reports and prepare weekly plan of actions.
  • \Work closely with M & E and AAP to develop and strengthen planning, monitoring, inspection and proper response to community feedbacks in regards to the project implementation.
  • Any other duties as assigned by the supervisor to enable and develop TGH programs
  • Replace the WASH Manager in case of absence.

 

  1. Coordination and Relations with local partners
  • Ensure coordination on all base levels and participate in TGH internal meetings.
  • Provide collaboration and integration with other sectors to maximize the impact of interventions.
  • Attend coordination meetings with external partners, locality and/or HAC at base level 
  • Attend meeting with community leaders (Sheikhs, Sheikhas) periodically to ensure that our intervention is beneficiary-focused and is sustainable.
  • Give the communities a sense of responsibility and ensure the handover of activities to the communities   in accordance with the aims and objectives of WASH projects

 

  1. Reporting
  • Ensure timely submission of monthly follow up reports to the concerned persons and ensure the accuracy and timeliness of the reporting.
  • Present periodical WASH reports with help of WASH team at base level depending on the activities carried out and on Coordination Team requirements.
  • Provide construction report when required

 

  1. PSEA & SAFEGUARDING:
  • Assist in the management of skilled and basic workers of the team.
  • Support and monitor that TGH staff respect the PSEA and Child Safeguarding guidelines.
  • Ensures that TGH staff and partners respect and implement the Child Safeguarding Policy

 

 

 

  1. Personal & staff capacity-building:
  • Participate actively in the training courses recommended by TGH, and share new skills and knowledge with his/ her team or colleagues and TGH partners (WES, water committees, and any other).
  • Take a proactive stance to identify areas requiring development and tailor training as appropriate
  • Through supervision and training, enable TGH staff to take on greater role in the performance of their tasks throughout the programme
  • Ensure that capacity-building activities for WASH team are implemented properly at field level, with a special attention but not limited to their technical skills, knowledge and expertise on water, sanitation and hygiene promotion relevant to the TGH programme 
  • Together with the Deputy WASH Manger, evaluate and conduct on site training of WASH team based on training needs.

 


 
 Minimum Qualification, Skills and Experience Required:

 

2. Required knowledge and Skills:

  • University degree in Civil Engineering, other related Water resources engineering.
  • Highest proficiency in Computer Aided Design software (AutoCAD, Civil 3D, Hydraulics soft wares Epanet, WaterCAD, and GPS).
  • three years’ work experience in WASH for Degree, or four years for post graduate preferably in a humanitarian setting (refugee camps, rural development, or emergency response)
  • Competent in using Windows, and Excel sheet.
  • Knowledge of SPHERE standards in emergency contexts
  • Ability to practically and professionally generate BOQs and drawings using CADs.
  • Knowledge and experience in construction, rehabilitation & maintenance of all WASH infrastructures. 
  • Strong computer skills; good knowledge of the Microsoft office pack 
  • Ability to write and speak fluent English and Arabic
  • Excellent program management and planning skills
  • Good leadership/team management skills
  • Excellent communication and reporting skills

Net Salary: 1,174 USD.
