 Background:

INTERSOS is an Italian humanitarian organization based in Rome that operates all over the world bringing assistance to populations in danger, victims of armed conflict and natural disasters. With its own humanitarian operators, INTERSOS intervenes to effectively meet the needs of people in crisis, by providing them with first aid, food and basic goods. It ensures that basic needs, as education, clean water and health, are met. 

 

INTERSOS’ mission is to intervene in emergency and crisis situations, to help people, families and communities whose lives are threatened by conflict, extreme exclusion, natural or manmade disasters. It does so by offering support during humanitarian emergencies, according to its operational and resources capacities. In all its work, INTERSOS staff are guided by the Organization’s Charter of Values, as well as by the humanitarian principles of humanity, neutrality, impartiality and independence.



 
 Duties and responsibilities:

Main Purpose The position is responsible for Production of BoQs, of infrastructures (WASH, Health etc…., Designs, supervision of all construction and rehabilitation activities in INTERSOS – including water supply systems, sanitation facilities and other 

 

Under the general guidance of the Project Manager, the Civil Engineer will undertake the following duties.

  • Conduct technical assessment of the premises to rehabilitate and provide a written report 
  • Ensure the development of accurate Bill of Quantities (BoQs) and detailed technical drawings for all the civil engineering interventions in liaison with relevant technical staff from the government authorities and implementing partners.
  • Supervise and be responsible for all the technical aspects for project implementation, make sure that contractors complete project work in a timely, efficient and accurate manner with respect to standard engineering.
  • Ensure community involvement at all phases of the project and the development of community ownership of the project.[FC1] 
  • Guarantee the respect of construction standards as well as the security practices at the project site.
  • Provide feedback to the monitoring and evaluation system to assess the effectiveness and the impact of the rehabilitation work and propose recommendations for improvement.
  • Contribute to the development of constructive solutions to challenges identified by the community and contractors.
  • Facilitate and maintain a good professional relationship between INTERSOS, communities and contractors.
  • Provide regular written and verbal reports to the Project Manager on the infrastructure’s development activities.
  • With the help of the contractor, develop and maintain weekly, monthly plans and written comprehensive records of engineering work undertaken in the project including site visits and reporting of work progress.
  • Adjust with local authorities and Health facilities focal point involvement in supervision the rehabilitation work

 
 Minimum Qualification, Skills and Experience Required:

  • A degree in civil engineering or other related discipline.
  • At least 2-3 years of experience in similar position/related/working in a construction company
  • Professional experience in community programs (Hard component) in displaced populations
  • Excellent program implementation skills
  • Good communication skills.
  • Fluency in spoken and written English and Arabic.
  • Understanding of local language is a plus 
  • Ability to use and analyze civil and water resources applications (EPANET, AutoCAD etc)
