PRESENTATION OF THE ORGANIZATION 

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures. 

Solidarités International (SI) is determined to prevent and fight all type of abuse – all act of exploitation, abuse and/or sexual harassment (SEAH) against members of beneficiary communities or collaborators, fraud, corruption, violation of persons and/or property, funding of activities harmful to human rights – that could be perpetrated in the frame of its interventions. MISSION  

Goals / aims:

Under the supervision of the ERM Manager, the ERM Activity Manager monitors the context, assesses needs, leads and evaluates all the intervention linked to the emergency response as defined in the operation proposals

He/she is responsible for the supervision of the operational teams assigned to the emergency response activities.

He/she must ensure that the emergency activities are well executed and deliver quality results, for the activities directly implemented by Solidarites International and implemented by operational partners. When appropriate, S/he proposes adjustments or developments to ensure relevance.

S/he will ensure that Solidarités International (SI) technical standards and procedures are followed.



 
 Duties and responsibilities:

LIST OF MAIN TASKS

Needs assessment and intervention design (ERM)

  • When emergency arises, supervises the needs identification of the population affected in terms of Wash/NFI/shelters/food assistance 
  • Ensures that communities are involved in the design of their needs by organizing Key Informant Interviews (KII) and Focus Group (FG) during the assessment
  • Analyzes the needs assessment and selects the most appropriate modality of Emergency Response (in kind distribution or cash transfer)
  • Proposes to the ERM PM the design and financial dimension of the human and logistical programs to implement (WATSAN emergency facilities design, cash transfer facilities mapping, analysis of local markets availability)

 

Implementation and operational follow-up

  • Ensures that emergency interventions are well implemented according to the results of the needs assessment and SI methodology/tools validated by the ERM PM. 
  • Supervises the activity(ies) planning and implementation with the support department (Administration, logistics) and MEAL department according to the set objectives
  • Follows closely the local partners’ activities, and supports them when needed
  • Validates the weekly/monthly activity planning for his/her team (Emergency Response Team) and the activity planning in case of emergency
  • Monitors the implementation progress of assessment, intervention 
  • Refines and adjusts project activities according to new IDPs arrivals, new needs after ERM PM approval
  • Reports back on any problems and constraints encountered during project implementation and suggest appropriate solutions
  • Evaluates project results and impacts, make sure projects indicators are tracked – Prepare the monthly Indicator Trucking Tables
  • Identifies needs and gaps in the field, proposes new projects if relevant and draft new proposals upon request
  • Liaises with M&E department for monitoring of the activities and data entry

 

Training and capacity buildings of local partners/stakeholders

  • Ensure the accuracy of the methodology and curriculum of the trainings (partners, beneficiaries, groups, local NGOs…) according to the results of the needs assessment
  • In close collaboration with the ERM Supervisors, ensure that training tools are adapted and based on the requirements of training sessions and/or evaluation results
  • In close collaboration with ERM Supervisors, ensure that all the trainings are conducted timely
  • Monitors and evaluates progress of the training
  • Creates and elaborates strategy to organize the capacity building of local partners/stakeholders

HRM        

  • Recruits the national technical staff for his/her activities
  • With the administrative department, define the prerequisites for the vacant positions and, if necessary, adapt the referent job profile.
  • Welcome and briefs new employees or volunteers working under his/her responsibility
  • Implements training activities in accordance with operational requirements and the identified training needs, involving the local partner organization
  • Liaise with the other department managers 
  • Manages and supports the team under his/her responsibility
  • Conducts workshops and regular or ad hoc meetings, particularly with the local partner organization
  • Evaluates the performance of the members of his/her team(s) 
  • Identifies team members’ potential for advancement and communicates this information to his supervisor and to the administrative department
  • Ensures that his/her team(s) knows and follows the security rules as defined by SI

Logistics and Administration

  • Ensures the follow-up of SI administrative and logistics procedures
  • In cooperation with the administrative department, propose budgets for his/her activities, ensures the monthly budget follow up for the activities under his responsibility
  • Prepare the Procurement Request (through specific software) and follow orders in LINK with the logistics service, ensure quality control of the purchases under his responsibility
  • Liaise with Logistics department for stock management update and inventory reports.

Reporting/communication/representation 

  • Shares with the appropriate authority any information on the security context and any event which may have consequences on SI activities and team safety
  • Maintains a local operational communication network and positive relations with the local/governmental authorities, donor representatives, UN and other humanitarian agencies under delegation of his line manager
  • Represents SI in the field and during inter-agencies meeting if requested, upon delegation of his line manager
  • Writes weekly progress reports and other reports in English as necessary
  • Prepares reports and annexes concerning his/her activities for donor reports and/or amendment, ensure compliance with donor’s guidelines 
  • Participate in the weekly internal program meeting 
  • Take part in coordination meetings and workshop related to assigned activities upon delegation of the ERM PM
  • Elaborate and/or control the emergency intervention reports from SI and any implementation partners
  • Write the administrative documents to be signed (MoU, handover…) jointly with governmental authorities, communities or partners
  • If necessary and upon request of the DFC, participates punctually in others SI program activities to support the team (community mobilization, etc.)

Capitalization 

  • Writes the capitalization documents in accordance with SI tools
  • Prepares handover reports before the end of his/her employment contract and forward them to concerned parties in the mission 

 


 
 Minimum Qualification, Skills and Experience Required:

PROFILE REQUIREMENTS

 

Studies / Education

  • HND / B.Eng in Civil Engineering, Water and Sanitation Engineering, Environmental / Water resources Development or in one of the Civil Engineering disciplines of water supply and/or Hydrology, Hydrogeology.

Experience and Skills

  • Experience: 3 years’ relevant experience in Deep borehole drilling and development, good knowledge of the project cycle, projects implementation and project follow-up.
  • Interpersonal skills, reliable, honest, accountable, resistance to stress, team player, good prioritization of task, Management skills, Planning skills
  • Ability to operate safely and effectively in a security sensitive environment
  • Languages: Fluency in English (Speaking, Writing, Listening) is a must

IT Skill

  • IT: Good knowledge of office / CAD software; Auto CAD, EPANET, Excel, Word, Outlook, GIS
