 Background:

CARE International is a global confederation that is working in 104 countries around the world to save lives, end poverty and fight social injustice. CARE has been operating in Sudan since 1979, implementing humanitarian and development programs particularly focused on women’s and girls’ empowerment, gender justice, humanitarian action, and resilience building. Since the beginning of the conflict CARE Sudan maintained its operations in East Darfur, South Darfur, Red Sea, Kassala, Gedaref, and South Kordofan. CARE Sudan currently works in partnership with over 15 national NGOs and several consortia and strategic alliances. CARE Sudan’s donors include the EU, ECHO, USAID, BHA, the Dutch Ministry of Foreign Affairs, the German Ministry of Foreign Affairs, Global Affairs Canada, the Luxembourg Ministry of Foreign Affairs as well as multilateral UN funding.

 

Recently CARE received funding from the European Union-EU to implement a “SAFER” Sudan consortium project, an integrated, multi-sectoral approach that combines strengthening sustainable livelihoods, economic empowerment, access to basic services, promoting adaptive capacity, protection and conflict mitigation in the current context. The main goal is to enhance socio-economic integration of children and young people and protection of the human rights of groups at risk in displacement affected communities in Sudan. In doing so, it will promote greater inclusion of women, youth, people with disabilities, and other marginalized groups in individual project activities, especially in the highly affected areas such as Darfur and Khartoum. The project is implemented in partnership with two INGO and several local partners with CARE International as a consortium leader. CARE is therefore looking for a qualified Monitoring, Evaluation and Learning Coordinator, will lead MEAL at a cross-consortium level for the 4 year European Union funded project. 

 

The Consortium MEAL Coordinator will develop and oversee the implementation of the consortium’s Activity Monitoring, Evaluation, and Learning Plan (AMEALP). The incumbent will jointly develop a clear MEAL workplan for the ‘’SAFER’’-specific components, stemming from the overall consortium level AMEALP. S/He will supervise the Consortium MEAL team, ensure appropriate staffing levels, and support the team and partners MEAL staff with adequate professional development opportunities such as training on MEAL and MEAL technologies. The Consortium MEAL Coordinator is also responsible for leading the harmonized MEAL systems, strategy, and tools.

 

As part of ‘SAFER’ consortium management team, the MEAL Coordinator will lead on ensuring that data is available at key decision-making meetings, and will promote use of the data for learning and adaptive management practices at all levels of decision making. The MEAL Coordinator will be responsible in ensuring data privacy, data security and data quality requirements are met for MEAL data, overseeing DQAs and making appropriate systemic adjustments as needed. The MEAL Coordinator will identify opportunities for deeper learning, and working closely with the program team, initiate evaluations, documentation, case studies and other forms of documentation to support knowledge generation and sharing. Lastly, the Consortium MEAL Coordinator will co-represent the needs and priorities of MEAL alongside the MEAL focal points at consortium coordination meetings and Consortium MEAL working groups. The position will report to Consortium Program Manager.



 
 Duties and responsibilities:

Strategy & Vision

  • Work with the ‘SAFER’ MEAL and Program teams in setting the vision and MEAL strategy for the Consortium Program.
  • Lead and coordinate the development of ‘SAFER’ Consortium MEAL Plan and SoP using existing CARE  and partners resources and developing new ones, that include clear step by step guidance, processes, roles and responsibilities on all relevant MEAL activities. 
  • Work with the Country MEAL Manager & Consortium Manager to establish and develop appropriate data and information management systems for program data. Ensure appropriate data flows from consortium partners.
  • Work with the Consortium Program  Manager and consortium members in the creation of the ‘SAFER’ Consortium Learning Agenda and action plan for carrying out that agenda.

Managing the Consortium MEAL System

  • Build a MEAL team capable of building, operating, and maintaining a high-volume and high-quality MEAL system that is aligned with European Union MEAL standards and coordinated with consortium partners.
  • Ensure the ‘SAFER’ consortium MEAL system produces high quality outputs including timely and accessible indicator results, and useful analysis for program teammates and senior leaders
  • Simple and quality MEAL inputs for reporting, processes and events for broad engagement with indicator and analysis results for adaptive management across program stakeholders.
  • Ensure quality remote monitoring practices are used in instances where in-person monitoring is not possible for consortium partners or enumerators.
  • Ensure the SAFER program adheres to European Union  MEAL best practices, including adherence to the MEAL policy standards

Team Management

  • Set up systems and lead approach to hiring, orienting, supervising, and building skills of Consortium MEAL, Data Analysis and Automation, and Learning teammates in a way that supports both quality MEAL results and career development for MEAL teammates.
  • Oversee designing and delivering MEAL Tech training for teammates and enumerators, and consortium partners on Data management system and PowerBI
  • Assist consortium MEAL team members with information, tools, and resources to improve performance & reach team, response, and global objectives.
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews with direct reports.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence and feel comfortable in their roles and in sharing their opinions on progress, improvement, and concerns.
  • Proactively ensure that team members operate in a secure environment and are aware of all relevant CARE & Donor policies.

 Minimum Qualification, Skills and Experience Required:

Knowledge and Experience

Required:

  • BA/S or equivalent in development studies, research methods, statistics, economics, social sciences, monitoring and evaluation, project management, engineering or other relevant field.
  • 7+ years of experience building or operating MEAL systems in humanitarian programs, including 3+ of those years in a management role
  • Experience working with European Union projects and other development donors
  • Experience working with MEAL for protection and livlihoods programming
  • Experience with remote monitoring
  • Proven use of technology for MEAL functions
  • Demonstrated experience in engaging cross-sectoral/response leadership in the use of data for performance measurement, decision-making, adaptive management, and advocacy
  • Demonstrated understanding of intermediate statistics and ability to summarize and make predictions from multiple data sets.
  • High degree of computer literacy; Excel, Word, and PowerPoint or equivalent skills are essential.
  • Excellent oral and written English skills
  • Preferred:
  • MA/S in relevant field strongly preferred.
  • Experience working in a Consortium
  • Experience with theoretical and practical background in M&E and skilled in participatory qualitative and quantitative M&E methodologies and techniques
  • Knowledge of Core Humanitarian Standards and Experience applying them in MEAL work.
  • Proficiency in English Languages
