Background: CARE International is a global confederation that is working in 104 countries around the world to save lives, end poverty and fight social injustice. CARE has been operating in Sudan since 1979, implementing humanitarian and development programs particularly focused on women’s and girls’ empowerment, gender justice, humanitarian action, and resilience building. Since the beginning of the conflict CARE Sudan maintained its operations in East Darfur, South Darfur, Red Sea, Kassala, Gedaref, and South Kordofan. CARE Sudan currently works in partnership with over 15 national NGOs and several consortia and strategic alliances. CARE Sudan’s donors include the EU, ECHO, USAID, BHA, the Dutch Ministry of Foreign Affairs, the German Ministry of Foreign Affairs, Global Affairs Canada, the Luxembourg Ministry of Foreign Affairs as well as multilateral UN funding.
Recently CARE received funding from the European Union-EU to implement a “SAFER” Sudan consortium project, an integrated, multi-sectoral approach that combines strengthening sustainable livelihoods, economic empowerment, access to basic services, promoting adaptive capacity, protection and conflict mitigation in the current context. The main goal is to enhance socio-economic integration of children and young people and protection of the human rights of groups at risk in displacement affected communities in Sudan. In doing so, it will promote greater inclusion of women, youth, people with disabilities, and other marginalized groups in individual project activities, especially in the highly affected areas such as Darfur and Khartoum. The project is implemented in partnership with two INGO and several local partners with CARE International as a consortium leader. CARE is therefore looking for a qualified Monitoring, Evaluation and Learning Coordinator, will lead MEAL at a cross-consortium level for the 4 year European Union funded project.
The Consortium MEAL Coordinator will develop and oversee the implementation of the consortium’s Activity Monitoring, Evaluation, and Learning Plan (AMEALP). The incumbent will jointly develop a clear MEAL workplan for the ‘’SAFER’’-specific components, stemming from the overall consortium level AMEALP. S/He will supervise the Consortium MEAL team, ensure appropriate staffing levels, and support the team and partners MEAL staff with adequate professional development opportunities such as training on MEAL and MEAL technologies. The Consortium MEAL Coordinator is also responsible for leading the harmonized MEAL systems, strategy, and tools.
As part of ‘SAFER’ consortium management team, the MEAL Coordinator will lead on ensuring that data is available at key decision-making meetings, and will promote use of the data for learning and adaptive management practices at all levels of decision making. The MEAL Coordinator will be responsible in ensuring data privacy, data security and data quality requirements are met for MEAL data, overseeing DQAs and making appropriate systemic adjustments as needed. The MEAL Coordinator will identify opportunities for deeper learning, and working closely with the program team, initiate evaluations, documentation, case studies and other forms of documentation to support knowledge generation and sharing. Lastly, the Consortium MEAL Coordinator will co-represent the needs and priorities of MEAL alongside the MEAL focal points at consortium coordination meetings and Consortium MEAL working groups. The position will report to Consortium Program Manager. |
