The Humanitarian Portfolio Manager provides technical leadership, strategic oversight, and operational coordination of all humanitarian emergency interventions by SOS CV Sudan. These include nutrition, emergency healthcare, non-food items (NFIs), WASH, child protection, cash-based assistance, and disaster preparedness.
The role also ensures effective liaison with internal and external donors, humanitarian clusters, UN agencies, government counterparts, and local NGOs to optimize emergency programming outcomes and resource mobilization.
Key Responsibilities
Program Leadership & Coordination
Design, implement, and monitor emergency response strategies and action plans aligned with national needs.
Set-up a humanitarian response unit in SOS Sudan and design multi-year humanitarian strategy includes locations and sectoral interventions.
Support SOS CV Sudan's humanitarian response teams across all operational areas.
Coordinate closely with SOS CV Regional and International Offices (IO/IOR-ESAF) to provide situational updates, technical input, and operational reports.
Project Implementation & Technical Oversight
Oversee the end-to-end execution of humanitarian programs ensuring quality, relevance, and impact.
Ensure robust targeting modalities to reach the most vulnerable groups (displaced populations, children, women, etc.).
Lead on remote monitoring, contingency planning, risk management, and donor compliance.
Develop holistic risk management register in coordination with managements.
Stakeholder Engagement & Representation
Represent SOS CV Sudan at humanitarian coordination forums (e.g., Health Cluster, Strategic Advisory Group).
Establish and maintain relationships with UN agencies, NGOs, donors, and government entities.
Advocate for emergency funding and support fundraising efforts by preparing concept notes and project proposals.
Accountability & Quality Assurance
Ensure compliance with humanitarian standards, child safeguarding, and donor guidelines.
Develop/review policies and tools related to humanitarian response to enhance effectiveness.
Build capacity of local partners, communities, and staff through training, mentoring, and coaching.
Information Management & Reporting
Develop and maintain effective data collection, analysis, and reporting systems.
Lead rapid assessments and needs analyses.
Submit timely reports (internal and external) on program performance, budget utilization, and emerging needs.
