 Background:

SOS Children’s Villages is a global humanitarian and development organization working in over 130 countries to meet the needs and protect the rights of orphaned, abandoned, and vulnerable children. In Sudan, we have been delivering vital programs in child protection, education, WASH, and emergency response for decades.

As humanitarian needs escalate in Sudan due to protracted conflict and displacement, SOS CV Sudan is scaling up its emergency interventions. 



 
 Duties and responsibilities:

The Humanitarian Finance and Operations Manager plays a key role in ensuring sound financial management, accountability, and operational efficiency for SOS Children’s Villages Sudan’s humanitarian response and scale-up interventions
The position oversees financial reporting, procurement, logistics, and compliance functions to ensure that all humanitarian operations are implemented efficiently, transparently, and in line with SOS CVI policies, donor requirements, and national regulations.
Key Responsibilities
Financial Management and Compliance
• Design, implement, and monitor emergency response financial and operation processes and policies. 
• Review SOS CV Sudan finance and operation policies and lead the update of such document per the context.
• Develop financial contingency plan and cash/transfer policy.
Procurement, Logistics, and Asset Management
• Oversee procurement of goods and services for humanitarian activities, ensuring transparency, value for money, and compliance with SOS and donor procedures.
• Develop and enforce emergency procurement protocols and framework agreements with suppliers.
• Coordinate with safety and security teams for secure transport and delivery of materials in volatile areas.
• Design mechanism for remote monitoring, contingency planning, and risk management.
Operational Systems and Processes
• Strengthen internal operational systems to support rapid and accountable humanitarian response.
• Lead the development of Finance and Operations SOPs, particularly those addressing emergency procedures, fast-track approvals, and donor compliance.
• Support capacity building for field and partner finance teams on financial management, reporting, and compliance.
• Liaise with HR and Admin to ensure efficient support functions for humanitarian operations.
• Establish and maintain relationships with UN agencies, NGOs, donors, and government entities.
• Advocate for emergency funding and support fundraising efforts by preparing concept notes and project proposals with the program team.
• Support in the development of the SOS Sudan risk register
 


 
 Minimum Qualification, Skills and Experience Required:

• University degree in Finance, Accounting, Business Administration, or related field (master’s preferred). Recognized professional certification (CPA, ACCA, or equivalent) is an advantage.
• Essential: Minimum 10 years of progressive experience in finance and operations management, preferably in humanitarian or emergency settings.
• Proven experience managing donor-funded projects (ECHO, UNICEF, UNHCR, USAID, etc.).
• Demonstrated experience in procurement, logistics, HR, and financial systems strengthening.
• Demonstrated experience in policy development.
• Excellent communication and coordination abilities for multiple location operations.
• Strong knowledge of financial software and advanced Excel skills. Knowledge of D365/NAVISION or similar ERP systems is an asset.
• Familiarity with Sudanese tax, labour, and procurement regulations.
• Fluency in English (spoken and written) is essential.
