Background: CHILD SAFEGUARDING: Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff. ROLE PURPOSE: The Food Security and Livelihoods (FSL) Manager will report to Greater Darfur Deputy Director Program Operation and is responsible for coordinating, planning, implementing of high quality FSL/CVA activities in line with SCI’s programmatic requirement in upholding CVA SoP, child participation, gender equity, safeguarding, Quality Benchmarks, accountability to affected people and ensuring these standards are fully integrated throughout the project cycle. The postholder is also expected to produce high quality project reports, support PDM and document lessons learned, best practices, and help evidence generation through project implementation to strengthen advocacy and influence policy for greater impact on children’s lives. In addition, the FSL Manager will provide technical, administrative, financial, and human resource oversight in line with Save the Children’s policies and donor compliance requirements. S/he will also ensure effective communication, coordination, and visibility of the program with partners, local authorities, and other stakeholders.

Duties and responsibilities:
Project Management (60%) - Work closely with the Food Security and Livelihoods Technical Advisor in the design, planning, implementation and monitoring of food security and livelihood and CVA projects
- Establish weekly, monthly and quarterly DIP and coordinate the implementation according to approved project objectives, activities and budget.
- and budget on a regular basis to reflect any changes that need to be incorporated into the project activities.
- Lead the process of identifying project target communities and beneficiary selection in collaboration with key stakeholders and based on agreed selection criteria.
- Compile, update and keep project activities implementation records (such as beneficiary’s selection process and lists, distribution lists, and beneficiary’s profiles).
- Ensure that lessons learnt are documented, shared, and applied during the project life and feed into future proposal designs.
- Monitor the progress of project implementation including the preparation of different internal and donor reports according to SCI, donors and government reporting standards and agreed timelines.
- Work closely with the M&E team to ensure key components of accountability (such as information sharing, beneficiary feedback mechanism, and participation of beneficiaries) is in-place and adequately practiced and documented.
- Support the FSL TA in strategic engagement with relevant ministry to align program intervention with local priorities.
- Regular coordination with PDQ to ensure Quality Benchmarks, SoPs and other standards are adhered to in the implementation.
- Support FSL TA in the development of new projects with contextual updates
- Support MSNA aimed at determining community needs for emergencies, early recovery, and resilience program interventions.
- Coordinate closely with the other thematic of PDQ and program operations to ensure integrations and complementarities with FSL programming at operational level
- Support overall risk mitigation plans, as needed and directed.
Monitoring & Evaluation and Reporting (20%) - Facilitate baseline surveys to establish benchmark values for measuring performance of project indicators and PDM for beneficiary satisfaction.
- Work closely with MEAL and FSL TA to ensure quality benchmarks are established and conduct various monitoring activities to measure the quality benchmarks.
- Support and consolidate the state project coordinators in producing high quality project reports that meet the requirements of Save the Children and Donors.
- Ensure that lessons learned are properly documented, effectively disseminated and, where appropriate, incorporated into wider advocacy initiatives.
- Support national partners in reporting their tasks and follow them ensuring they are providing weekly, monthly, quarterly and annual reports as per the agreed reporting formats.
- Maintain proper documentations of implementing activities, including success story writing and conduction of interviews with beneficiaries
Staff management and capacity building (10%) - Supervise and manage the performance of Project staff under your management
- Provide technical support to SCI Sudan Program staff, partner organization and staff of line ministries in project implementation.
- Ensure that project staff get on the job coaching on project field activities.
- Support project staff hiring, as directed.
- Liaise with staff of the Programme Operations department and the field offices (through regular field visits) to identify technical support needs of projects and staff, and jointly agree on specific and time bound support needs in relevant technical areas
- Provide technical supportive supervision and monitoring of projects on a regular basis making sure that activities are implemented keeping quality as per the minimum standards and timeliness
- In collaboration with area HPI, support staff retention and capacity development
- Participate actively and support own and other team members capacity building plans implementation
- Lead and support implementation of activities assigned to the national partners and give necessary technical and other guidance to partners
Financial Management and Compliance (5%) - Monitor monthly expenditures in consultation with line manager and the Finance Coordinator and take timely corrective actions -if any- and ensure that project expenditures are within budget.
- Ensure SCI and the agreed donor’s financial systems and policies are adhered to.
- Ensure compliance to internal SCI Sudan and donor regulations in the implementation of the project, including the management of funds sub-granted to local NGOs.
- Ensure timely submission of budget variance explanations to finance team and other relevant stakeholders.
- Work closely with finance team to ensure appropriate record keeping is maintained on all donor related financial documents to facilitate the timely reconciliation and liquidation
Coordination and Networking (5%) - Participate at all FSL coordination meetings/events at field and national level and use these events to negotiate on strategic and advocacy positions of Save the Children in the FSL programming
- Represent and support SCI Sudan, government, and local partner NGO joint project monitoring meetings at field level
- Ensure active community involvement and participation in project implementation.
- Ensure the donor visibility is included in all implemented activities.
- Act as focal person in representing the project towards local governmental bodies, donors and other institution at field level.
- Prepare and submit project updates activity Info and ensure timely submission with Data management coordinator
- Document internal/external meetings and disseminate to relevant state and national staff.
- Coordinate with FSL TA in the development of new projects with contextual updates.

Minimum Qualification, Skills and Experience Required:
- University/College BA or BSc Degree and/or Advanced Degree in related field (e.g Rural Livelihoods, Agriculture/Animal Science, Agricultural Economics, Rural Development, Development Studies, or other relevant fields of study)
- At least four years of work experience in managing FSL projects; CVA, Agriculture, IGA, SME, Youth
- Familiar with key approaches on FSP mapping, Rapid Market analysis, PDM tools, MERSs, LEGS in Sudan Context.
- Practical understanding of the challenges and opportunities in realizing children’s rights in Sudan, in relation to thematic area.
- Demonstrated experience and knowledge of FSL sub-themes including CVA, Livelihoods, Livestock development, smallholder farmers, IGA, SME, youth programming, natural resource management, disaster risk management.
- Experience in working with government counterparts and other partners at various levels - national to county; these includes technical support, capacity-building and coordination.
- Excellent Report Writing and English proficiency skills.
- Strong analysis of food security data and ability to summarize and communicate this to a range of audiences.
- Willingness and ability to travel to all project areas, within approved security frameworks
- Good presentation, training and facilitation skills
- Proven conceptual skills and an ability to think and plan strategically
