 Background:

 Duties and responsibilities:

  • Receive procurement requests from different sections and prepare purchase plans with a view of ensuring cost effectiveness, timely procurement, and quality of goods.
  • Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and BFD standards.
  • Conduct all duties in a professional manner following BFD regulations, code of conducts.
  • Responsible for all logistic tasks related to BFD projects or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of materials.
  • Ensure donor procurement policies, guidelines, and specific requirements are considered.
  • Build and maintain ethical, professional relationships with suppliers; manage and update the prequalified vendor roster and conduct periodic performance reviews.
  • Review procurement plans to ensure that program activities are accomplished.
  • prepare specifications, tender documents, and requests of offers for the supply of goods and services to meet BFD project’s objectives.
  • Organize the planning of the purchases and define the priorities of the items needed by the applicants  
  • Ensure that the purchases meet the needs, cost, quality & delivery time requirements, having in mind quality and sustainability of the purchased items;
  • Ensure a regular and smooth communication with the administrative department to prepare the supplier payments, documents hand-over and expenses follow-up 
  • Initiate Invitations to collect quotations from suppliers as necessary.
  • Ensure regular follow up of all contracts and their renewal / extension signed on time
  • Prepare daily records of logistics, fleet management activities.
  • Supervise the general follow up of vehicles (consumption checks, movement planning, movement tracking, vehicle running logs, booking etc.)
  • Ensure all vehicles meet BFD requirements for safety,
  • Organize files and maintain them updated both manually and electronically.
  • Maintain project files Conduct all duties in a professional manner following BFD regulations, code of conducts and policies.     
  • This job description is not intended to be all inclusive and the employee will also perform any other related tasks related to Warehouses management, stock monitoring and supervision.
  • Provide full oversight of Procurement, Logistics, Warehousing, and related staff across all states and offices.
  • Set objectives and KPIs, allocate workloads, conduct performance appraisals, and deliver ongoing coaching and capacity building.
  • Monitor daily operations in all field/sub‑offices and ensure effective cross‑functional coordination with Programs, Finance, HR, Safety & Security.
  • Receive procurement requests (PRs) from programs/sections and prepare procurement plans ensuring value for money, quality, and timely delivery.
  • Prepare technical specifications, tender documents, and solicitation packages - organize bid opening, lead evaluation committees, and issue award recommendations.
  • Manage purchase orders (POs) and contracts, follow up on delivery and technical/financial acceptance.
  • Ensure adherence to donor procurement policies, guidelines, and project‑specific requirements, including supplier due diligence (KYC, sanctions checks, conflict‑of‑interest controls).
  • Build and maintain ethical, professional relationships with suppliers; manage and update the prequalified vendor roster and conduct periodic performance reviews.
  • Prioritize purchases based on program needs while balancing cost/quality/lead time and the sustainability of goods.
    • Coordinate closely with Finance to prepare supplier payments and complete three‑way matching.
    • Contribute to and implement logistics plans and SOPs in line with BFD standards.
  • Manage shipping, inland transport, , coordinating with logistics service providers.
  • Supervise warehouse operations and enforce proper receiving, storage, and issuance procedures and safety requirements.
  • Monitor stock levels and reorder points; minimize losses and expiries; ensure appropriate storage conditions.
  • Conduct cycle counts and periodic physical inventories; investigate and resolve variances and report findings.
  • Maintain accurate stock records (bin/stock cards) and use standardized documentation for dispatch and distributions.
  • Oversee assets registration in the system; ensure tagging, assignment to custodians, and routine status updates.
  • Lead periodic assets verification and reconcile records, addressing discrepancies promptly.
  • Conduct all duties professionally and in line with BFD regulations, Code of Conduct, anti‑fraud and safeguarding policies, and conflict‑of‑interest rules.
  • Ensure donor compliance and audit readiness; coordinate internal/external audits and implement corrective action plans.
  • Develop and maintain business continuity and contingency plans for supply chain during emergencies/disruptions.

 
 Minimum Qualification, Skills and Experience Required:

  • Hold Bachelor’s degree in any relevant fields
  • Has minimum 3 year of experience working on similar positions 
  • Ability to effectively communicate with the team 
  • Self-motivated, results-driven and excellent sense of organization
  • Good writing skills – ability to develop high quality reports and accurately analyze M&E data
  • Excellent interpersonal and negotiation skills
  • Ability to exercise sound judgment and make decisions quickly and independently
  • Extremely flexible, and have the ability to cope with stressful situations.
  • Ability to relate to and effectively motivate staff
  • Ability to represent the Agency in high level meetings with local government
  • Good in computer applications, especially with Word and Excel, PowerPoint a plus.
