 Background:

To assist the Finance Coordinator in carrying out all finance-related tasks at coordination level, ensuring MSF Belgium (OCB) standards, policies, and procedures are properly implemented. This includes daily payment processing, maintaining the bank register, supporting monthly closing, and ensuring compliance with internal controls.



 
 Duties and responsibilities:

Accountabilities

 

 

1. Payment Processing

  • Ensure all daily payments (suppliers, staff advances, reimbursements, services) are processed timely and in line with MSF OCB financial procedures.
  • Prepare and process bank payments, ensuring required approvals and documentation are complete before submission.
  • Follow up on pending payments and communicate any issues to the FinCo.

2. Bank Register and Reconciliation

  • Maintain and update the bank register daily with all incoming and outgoing transactions.
  • Support the preparation of monthly bank reconciliations, ensuring accuracy and timely submission.
  • Liaise with the bank for any issues related to transfers, account statements, or banking errors.

3. Monthly Closing

  • Support the FinCo in the monthly accountancy closing: reviewing documents, ensuring completeness, and checking supporting documents.
  • Assist in preparing and sending the monthly closure package to HQ on time, following OCB guidelines.
  • Ensure proper filing (physical and electronic) of financial documentation for audits and reporting.

4. Treasury and Cash Management

  • Assist in monitoring cash and bank balances and preparing cash requests to HQ.
  • Support proper handling, storage, and security of cash and payment instruments in line with OCB finance protocols.
  • Participate in cash counts and follow treasury procedures as instructed by the FinCo.

5. Budget Monitoring and Financial Reporting

  • Help update and monitor the budget follow-up (BFU) tools in collaboration with the FinCo and project teams.
  • Flag budget over/under-spending and assist in preparing financial analysis or forecasts when needed.
  • Support preparation of internal and donor financial reports as required.

6. Support to Coordination and Field Teams

  • Act as a link between coordination finance and field admins for any document clarification or payment follow-up.
  • Assist in training and onboarding new finance staff or field admins on MSF OCB financial tools and procedures.
  • Promote financial accountability and compliance throughout the mission.

 
 Minimum Qualification, Skills and Experience Required:

Requirements

 

Education

Degree or diploma in Finance, Accounting, or Business Administration.

 

Experience

Minimum 1–2 years of experience in finance, accounting, or administration (experience with NGOs is an advantage). Experience in bank payments, reconciliations, and basic financial reporting.

 

Languages

Essential English and Arabic desirable 

 

 

Knowledge

  • Computer literacy, especially Excel and advance accounting software (e.g., UniField or similar).
  • High sense of responsibility, confidentiality, and accuracy.
