 Duties and responsibilities:

Job Summary

You will partner with the Country Program (CP) Head of HR to provide overall strategic Human Resources (HR) direction for the Thabat Project in support of high-quality programs serving the poor and vulnerable. You will analyze and anticipate HR programs, Services, and Operations needs and challenges in the areas of recruitment, orientation/onboarding, project insight (Human capital Oracle System), and staff data management to introduce improved HR Services.

 

Roles and Key Responsibilities:

 

  • Support the HR Manager in overseeing day-to-day HR operations, which includes providing support to CP leadership and staff in terms of employee relations, interpretation and compliance with the Personnel Manual, company policies, and local labor law. 
  • Support Thabat Project of HR processes and activities to ensure they meet the latest agency, donor, and local legal requirements and standards and reflect best practices. Collect and organize input on HR processes and policies and participate in the review and update of various systems, manuals, guidelines, and tools.
  • Support Thabat Project Management project leads, HR Officer in job design, JDs development, and job mapping. Perform job analysis and advice on job description development, Hiring Managers in reviewing and ensure that all phases of staff recruitment are conducted in an efficient manner and in accordance with CRS policies
  • Support the HR Manager in ensuring staff retention strategies reflect competitive and equitable compensation and benefits, and a work environment that fosters staff engagement, empowerment through proper supervision, and personal and professional growth. 
  • Support the HR Manager in managing talents and team dynamics and staff well-being. Partner with the HR Manager in providing coaching, development plans, and complete performance management for direct reports. 
  • Responsible for the training and development needs assessment and analysis and help ensure the provision of precise development programs for CRS staff and partners. 
  • Assess service needs and provide quality process services and advice to support managers in their daily staff management responsibilities. 
  • Plan, implement, monitor and evaluate programs related to staff health and wellness, to include physical, mental, social, and spiritual dimensions.
  • Together with or as alternate to the HR Manager, may represent CRS Sudan on all HR-related matter.  Represent the organization in forums related to HR management issues to stay abreast of standards, local laws, and industry best practices and to maintain peer contact. 
  • Monitor the culture to ensure staff actions reflect CRS guiding principles, where dignity, diversity, community, and rights and responsibilities of all staff are valued. May serve as the CP focal point for Code of Conduct & Ethics and contribute to ensuring adherence and accountability to Safeguarding policies. Works with HR Manager on Safeguarding Cases.
  • Provides support to the HR Manager in developing, assessing, and implementing plans and activities related to workforce strategy.
  • Support Hiring Managers in sourcing & engaging talented candidates who fit CRS values & culture through applying effective recruitment strategies & implementing safe recruitment procedures.
  • Oversee the inclusion of a diversified pool of candidates in the recruitment process to ensure Equal Employment Opportunity is in place.
  • Organize periodic onboarding/ orientation to new employees to enable new employees to learn CRS core values & cultures to ensure that staff understands, appreciate, and follow the CRS Code of Conduct, Protection Policy, and Harassment Policy, and that staff is aware of available reporting mechanisms.
  • Oversee the employee data are created, updated, or deleted required from insight based on authorized and approved documents submitted by the Project Team/ and Senior Management. 
  • Coordinate & facilitate training to staff that helps to accesses HR insight system to fill Timesheet online, request & approve leave, and accesses staff records allowed versions of information. 
  • Liaise with Insight team with the Regional HR Management team for troubleshooting & resolving insight Human Resources Issues.
  • Provide professional HR advice and coaching to managers, staff, and partners on daily HR issues, especially regarding recruitment, new employee onboarding, Project Insight issues & HR information system. 

Prepare and present analytical reports on HR-related data, metrics, and trends to support decision-making, workforce planning, and development


 
 Minimum Qualification, Skills and Experience Required:

Basic Qualifications

  • Bachelor’s degree in Human Resources Management or Business Administration required. 
  • Minimum of two-five years work experience in HR, preferably with an International or local NGO with at least three (3) years coordinating an HR function and a strong knowledge of HR best practices and standards.

 

Preferred Qualifications

  • HR certification or courses

 

Knowledge, Skills and Abilities 

  • Knowledge of employment laws, regulations, policies, principles, concepts, and practices. Good understanding of the local labor law. 
  • Proficient in using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, HRIS.
  • Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
  • Strong customer service ethic and abilities 
  • Very good planning, coordinating, and organizing skills
  • Able to maintain confidential information
  • Proactive, resourceful, solutions-oriented and results-oriented
  • Excellent communication and interpersonal skills

 

Required Languages: List languages required to perform the job 

Travel: Must be willing and able to travel up to 20-30%.

Key Working Relationships: 

Supervisory: HR Officer.

Internal: CP Head of HR, Thabat Project Deputy OPS, and Department managers,

External: Partner staff, auditors, vendors, local legal counsel, peers from other NGOs in country
