Within Sudan, RI is currently active in seven states (North Darfur, Blue Nile, Sennar, Al Jazirah, Gedaref, Red Sea, and Khartoum) covering Health, Nutrition, WASH, Protection and FSL. Position Summary The Community Health Officer will oversee the smooth implementation of all community health activities, including Integrated Community Case Management (iCCM), health promotion, and community-based disease surveillance. The officer will focus on capacity building for Community Health Workers (CHWs), strengthening referral pathways, integrating health services with other sectors (nutrition, protection, WASH, and FSL), and ensuring effective community engagement. The officer will collaborate with national partners and stakeholders to ensure coordinated and high-quality service delivery at the community level. |

Duties and responsibilities: Key Responsibilities 1. Implementation Lead the planning, coordination, and implementation of community health programs, including iCCM and health education activities. Ensure effective referral pathways are established and maintained between CHWs, health facilities, and other sectors, including nutrition, protection, and WASH services. Collaborate with CHWs to identify and refer severe cases, such as malnutrition, GBV survivors, or emergency obstetric care, to appropriate services or facilities. Strengthen the integration of health services with nutrition, protection, WASH, and food security and livelihoods (FSL) initiatives for a holistic approach to community well-being. Coordinate awareness-raising sessions with CHWs to educate communities on health, hygiene, nutrition, child protection, and other key topics. Facilitate community outreach campaigns for vaccination, nutrition screening, and maternal and child health (MCH) services. Support CHWs to conduct disease surveillance and report outbreaks promptly to health authorities. Monitor the availability and use of community health supplies, ensuring timely restocking to prevent disruptions in service delivery. 2. Monitoring, Evaluation, Accountability, and Learning (MEAL) Collect, compile, and analyze community health data to track progress toward program objectives. Monitor CHW performance through regular supervision visits, checklists, and feedback sessions. Ensure referral pathways are functional and monitor the outcomes of referred cases. Prepare and submit accurate and timely reports on community health activities, outcomes, and challenges. Document lessons learned and best practices to inform program improvements. Actively engage with beneficiaries to gather feedback and use it to enhance program quality and accountability. 3. Quality Assurance Ensure CHWs follow MOH guidelines and protocols for iCCM and other community health activities. Conduct regular quality checks on CHW activities, including case management, referrals, and health education sessions. Provide on-the-job training and mentorship to CHWs to enhance their technical knowledge and skills. Develop and enforce standard operating procedures (SOPs) for community health service delivery. Collaborate with health facility staff to ensure a seamless connection between community and facility-based services. Identify gaps in CHW training and coordinate capacity-building initiatives to address them. 4. Safeguarding Promote a culture of safeguarding within community health programs to protect the rights and dignity of all beneficiaries. Train CHWs on safeguarding principles, particularly in handling sensitive cases such as GBV and child protection. Monitor community health activities for potential safeguarding risks and report concerns promptly. Uphold RI’s Code of Conduct and P4 safeguarding principles in all community health activities. 5. Coordination Act as a focal point for RI’s community health activities, coordinating with national partners, local government authorities, and other stakeholders. Collaborate with organizations implementing complementary programs in the community, ensuring synergy and avoiding duplication of efforts. Facilitate regular communication between CHWs and partners to ensure consistent and effective implementation of programs. |

Minimum Qualification, Skills and Experience Required: Qualifications and Requirements Minimum Qualifications Bachelor’s degree in Community Health, Public Health, or a related field. At least 3 years of experience in implementing community health programs, including iCCM. Minimum 1 year of experience working with international organizations. Proficiency in MS Office applications (Word, Excel, PowerPoint, Outlook). Strong knowledge of English, with the ability to communicate in Arabic or other local languages. Strong interpersonal, communication, and coordination skills. Preferred Skills and Experience Background in community-based healthcare delivery, including experience working with CHWs. Proven experience in developing and managing referral pathways for community-level services. Strong understanding of MOH and WHO guidelines for iCCM and community health programming. Demonstrated ability to integrate health services with nutrition, protection, WASH, and FSL programs. Proven experience in capacity building, including training and mentoring CHWs. Ability to analyze and use community health data to inform decision-making. Flexibility, adaptability, and resilience to work under challenging conditions. Demonstrated ability to work effectively in culturally diverse and rural settings |
