2. Purpose of the Role
The Donor Compliance, and Partnership Manager plays a critical role in ensuring organizational accountability by: - Leading the internal and External audit functions - Overseeing donor compliance across all grants - Managing due diligence, compliance, Reporting and capacity building of partner organizations This role contributes to risk mitigation, improved internal controls, and sustained funding relationships through transparency and compliance.

We specialize in fragile settings, responding to natural disasters, humanitarian crises, and chronic poverty. RI combines humanitarian and development approaches to provide immediate services while laying the groundwork for long-term impact and resilience. We focus primarily on health/nutrition as well as education, economic opportunity, and water, sanitation, hygiene (WASH) programming while integrating protection, environment/climate change, and conflict mitigation in partnership with the communities we serve. We empower communities to find, design and implement the solutions that work best for them. RI includes the three corporate members of the RI Alliance: RI-US, RI-UK, and MRI-France. Under our alliance agreement, we operate as a single, shared management structure.
4. About our Programs
RI is active in 14 countries around the world, including some of the most fragile: Türkiye, Syria, Lebanon, Afghanistan, Iran, Gaza, Myanmar, Pakistan, Philippines, South Sudan, Sudan, Chad, Yemen and Jordan. Often, RI is the only organization providing assistance to highly vulnerable communities. Our team consists of approximately 5,900 staff members and volunteers, 97% of whom are local nationals, partnered with communities affected by conflict, climate change and disaster to provide 9.7 million people with vital services, build greater resilience, and promote long-term health and wellbeing. RI receives funding from a broad range of donors including institutional donors – US, UK, Europe, and the UN, as well as private funders including individual, corporate partners and foundations - to deliver lifesaving and resilience-building programming with communities and local and international partners. RI supports solutions that reinforce and improve upon existing in-country systems. Where such systems do not exist or are chronically underperforming, RI’s crisis response lays the foundation for long-term, sustainable change. |

Duties and responsibilities: 1. Job Profile
The Donor Compliance and Partnerships Manager play a critical role in strengthening organizational accountability by: Leading both internal and external audit processes Ensuring donor compliance across all grants Overseeing partner due diligence, compliance, reporting, and capacity building This role directly contributes to effective risk mitigation, enhanced internal controls, and sustained donor relationships through transparency and strict adherence to compliance standards.
4. Key Responsibilities
a) Internal Audit (30%):
Develop and implement a monthly internal audit plan Conduct risk-based audits across departments and programs Evaluate the effectiveness of internal control systems Prepare comprehensive audit reports with actionable recommendations for the Senior Management Team (SMT) Track and monitor the implementation of audit findings and agreed management actions
b) External Audit (10%) Review all supporting documents for completeness, accuracy, and compliance prior to submission Serve as the primary liaison with external auditors, ensuring timely responses to audit queries Organize and facilitate audit planning and kick-off meetings with relevant stakeholders Ensure timely availability of financial and non-financial records, including partner and sub-grant documentation Track audit timelines and deliverables to ensure adherence to audit schedules Consolidate management responses to audit findings and coordinate with departments for resolution Support the implementation and follow-up of external audit recommendations Maintain an organized and secure archive of all audit-related documents for reference and future audits Collaborate with finance and program teams to address audit risks and improve readiness
c) Donor- Compliance 30% Promote a culture of shared responsibility for donor contracts, ensuring end-to-end compliance across the organization Ensure adherence to donor regulations (e.g., USAID, EU, UN) and internal organizational policies and procedures Review grant agreements and amendments to identify and mitigate compliance risks Conduct periodic internal reviews of donor-funded projects to assess both financial and programmatic compliance Support pre-award assessments, project start-up, implementation monitoring, and close-out processes Develop and deliver training sessions for staff on donor-specific compliance requirements and best practices Collaborate with program, finance, and grants teams to provide technical guidance on donor compliance throughout the project lifecycle Monitor changes in donor regulations and update internal stakeholders accordingly Maintain a donor compliance tracker and ensure timely follow-up on compliance-related issues
d) D. Partnerships Management (30%) Lead the due diligence process for selecting and onboarding new local and national partners Monitor partner compliance with grant agreements, donor requirements, and organizational policies Identify and address compliance risks through regular reviews and partner support visits Provide capacity-building and technical support to partners on financial management, compliance, and narrative/financial reporting Review and verify all partner financial reports and supporting documentation for accuracy, completeness, and compliance Ensure timely entry of partner transactions into the accounting system and upload all supporting documentation accordingly Track and follow up on partner budget utilization, reporting timelines, and audit requirements Collaborate with program, grants, and finance teams to strengthen partner accountability and performance Contribute to the development and refinement of tools, templates, and guidelines for effective partner management Role requirements. Minimum Qualification, Skills and Experience Required: Experience Bachelor’s degree in finance, Accounting, Audit, Business Administration, or related field (master’s preferred) Professional certification (e.g., CPA, ACCA, CIA) is strongly preferred At least 7 years of relevant experience in audit, compliance, or grants management Experience working with donor-funded NGOs and partnerships Strong knowledge of donor regulations (e.g., USAID, ECHO, DFID, GIZ, UN Agengies) Experience in risk assessment and internal control frameworks Excellent report writing, analytical, and communication
skills Strong training/facilitation skills for staff and partners Skills Ability to design and implement efficient and effective workflow processes and procedures, Demonstrated negotiation skills and ability to make good decisions and apply creative problem solving. Excellent communication skills, including written and oral communication, and the ability to communicate effectively in a variety of situations. Ability to express ideas and concepts clearly and convincingly with internal and external stakeholders; Ability to work under pressure in a fast-paced team environment. Strong computer skills and experience with Microsoft Office applications, particularly Word, Excel and Outlook. Fluency in English is required.
