Background: ROLE PURPOSE: Efficient and effective oversee of the implementation of construction works in North Kordofan state. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. Role Dimensions: Save the Children International in Sudan is working across Sudan, e.g., Khartoum, South, West, and North Kordofan, North, West & Central Darfur States, and the Red Sea State in Sudan. Our thematic coverage includes child rights governance, child protection, education, health, nutrition, WASH, livelihoods, and humanitarian emergencies. We maintain diversified sources of funding, including SIDA, BHA, DFATD, GSK, EU/ECHO, etc. This is a challenging role in a complex environment. It requires a dedicated, experienced, and highly motivated individual who can manage the difficulties of living and working in such an environment and still be fundamental in helping to drive forward our programs and our ambitions.

Duties and responsibilities:
KEY AREAS OF ACCOUNTABILITY: Construction work management - Work closely with program staff and ensure implementation plans are realistic.
- Provide technical guidelines to the program staff, procurement, supply, and logistics staff on construction-related matters.
- Accomplishes construction works by drafting specifications, sketches, recommending suppliers/contractors, scheduling, communicating job expectations, planning, and monitoring in accordance with SCI policies and procedures.
- Technically manages contractors by locating, evaluating, and is involved in selecting subcontractors; monitoring and controlling performance. Build up materials and labor estimation costs in accordance with budgets, procurement, and other criteria to accomplish project results; identifying technical specifications, accurate quantities, connecting variances, and implementing corrective actions
Ensure Construction Technical specification and standards. - Meets operational standards by contributing construction information to strategic plans and reviews; implementing quality and beneficiary/partner-service standards; resolving problems; and identifying construction management system improvements.
- Approves construction projects by conducting inspections at critical phases; obtaining approvals from beneficiaries before taking over from contractors/suppliers
- Maintains a safe, secure, and healthy work environment by following and enforcing standards and procedures; complying with legal regulations at local and national levels.
Contractors and Suppliers Management - Identify and allocate possible available resources; scheduling and coordinating staff and contractors, evaluating milestone assumptions and conclusions, resolving design problems
Safe Programing - Enhances organization reputation by accepting ownership for accomplishing high-standard jobs; exploring opportunities to add value to job accomplishments.
- Ensure all construction works meet the SCI standards and guidelines on safety and security of the beneficiaries, and specifically children.
Monitoring, Follow-up & Reporting - Frequently visit and monitor all construction works within the different sectors.
- Maintain frequent updates and reports on work progress or delays in the implementation schedule.
Capacity Building - Updates job knowledge by tracking and understanding emerging construction practices and standards; participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional discussions.
Child Safeguarding - Act as an ambassador for child safeguarding in both your professional and personal life. Never abuse your position of trust and authority.
- Keeping the children we work with safe from deliberate harm/risk or inadvertent harm/risk. This is a top organizational and personal commitment, and the standards of behavior towards children expected by the organization should be reflected both in your personal and professional life.
- Behave towards children in a way that reflects the Code of Conduct, CSG Code of Conduct, and Child Safeguarding Policy.
Report any CSG issues or concerns in a timely way according to the Country reporting system and procedures. (At least two reports per year). Ask if unclear on anything to do with child safeguarding, such as which concerns should be reported, how to report concerns, and how to respond to them.

Minimum Qualification, Skills and Experience Required:
QUALIFICATIONS - BSc in civil engineering or higher with a minimum field experience of 3 years,
- Experience in project control and development, site planning, building design, construction methods, construction materials, value analysis, cost estimating, scheduling, contract administration, building codes and standards, inspection procedures, as well as computer literacy
- Excellent coordination and analytical skills, ability to solve problems, as well as the capability to comprehend engineering, architectural, and other construction diagrams/drawings
- Ability to make quick decisions, even when presented with several options
- Good communication skills- Good standard of spoken and written English. Knowledge of Arabic and the local language is advantageous
- A working knowledge of the Sudan context in relation to construction.
- Mature, responsible, and with Cultural sensitivity
- Ability and willingness to travel regularly
- Team-building skills
- Commitment to SC Child Protection Policy.
Desirable - Willingness to learn and share information
- Ability to work under pressure and in a team.
- Good computer skills in MS packages (Computer Applications; Word, Excel, PowerPoint, etc.)
