ROLE PURPOSE: The Health Information System (HIS) Officer ensures timely, accurate, and consistent data management from all supported health facilities in assigned areas. The HIS Officer will lead data collection, entry, verification, and analysis processes using standardized MoH and RI tools and platforms. The role will also ensure high-quality reporting to support performance monitoring, donor compliance, and decision-making. SCOPE OF ROLE: Technical and Administrative Reporting to: HIS Officer Staff reporting to this position: N/A Budget Responsibilities: N/A Working Relationships: The HIS Assistant will work closely with MEAL and Health teams in Project / State.



 
 Duties and responsibilities:

KEY AREAS OF ACCOUNTABILITY: 

Data Management  Coordinate the timely and complete submission of weekly and monthly health data from health facility focal points.  Enter collected data into RI’s digital data management system (LogAlto) on a weekly basis.  Verify accuracy and consistency of reported data in collaboration with the MEAL team; Conduct regular cross-checks to ensure data integrity and resolve discrepancies with facility staff.  Ensure means of verification are reviewed regularly and stored in an organized manner.  Maintain a well-organized, secure, and up-to-date database, including both electronic and hard-copy archives.  Provide timely feedback to facility-level staff on data quality and submission status.  Support the MEAL team in analysis and visualization of data for internal use, donor reporting, and decision-making. Assessments and Evaluations  Assist in designing data collection tools for assessments, surveys, and evaluations.  Support data entry, cleaning, and analysis for field assessments using software such as Excel, SPSS, Epi Info, or Stata.  Participate in baseline studies, end line evaluations, and other program learning events Other Tasks  Collaborate closely with health, MEAL, and operations teams to support integrated program delivery.  Perform any other duties assigned by the Health Officer, MEAL Officer/Coordinator or Area Manager.


 
 Minimum Qualification, Skills and Experience Required:

QUALIFICATIONS AND EXPERIENCE  

Bachelors’ Degree in Public Health, Statistics, Information Technology or other related field  At-least 2 years of experience in health data management and information systems preferably with INGOs; Knowledge of MOH reporting standards.  Proficiency n Microsoft Excel. Experience with statistical/data management software (e.g., SPSS, Epi Info) and/or analytics and visualization platforms (PBI, Tableau etc.) is advantageous.  Willingness and capacity to be flexible and accommodating during difficult working conditions  Ability and willingness to frequently travel at the health facilities and communities and examine data collected.  Honest, encourages openness and transparency; demonstrates highest levels of integrity  Excellent communication and coordination skills  Strong attention to detail and commitment to data quality.  Fluency in written and spoken English and Arabic
