ROLE PURPOSE: The MEAL Officer will ensure implementation of all budgeted MEAL activities for the project(s) he/she is assigned to, and ensuring RI Sudan MEAL standards are incorporated into the activities. They are responsible for ensuring effective data management of the project(s) assigned. SCOPE OF ROLE: Reports to: MEAL Coordinator; Staff reporting to this position: MEAL Assistant(s). Dotted line management of HIS Officers/Assistants and/or Nutrition Data Officers/Assistants where relevant. Budget Responsibilities: N/A; The MEAL Officer will work closely with the technical and project staff and partner staff based within the State, specifically Health Information System (HIS) Officers and Nutrition Data Officers where available.



 
 Duties and responsibilities:

KEY AREAS OF ACCOUNTABILITY:

Design and Planning:  Support the MEAL Coordinator in designing assessments, project proposals and/or logframes, and MEAL budgets for the State and projects implemented within the State. Data Management  Enable and organize staff to collect routine monitoring data for project(s) assigned.  Support the coordination and implementation of assessments, evaluations, baselines, post distribution monitoring and other surveys technically and logistically.  Support the development of training material and the training of enumerators for evaluations and other assessments.  Participate in project(s) data review, and undertake routine data quality assurance processes in health facilities and communities where projects are implemented; ensure means of verification are established on a regular basis to establish data accuracy and quality.  Support the Project team and/or MEAL Coordinator in developing reports and analysis pieces as and when required, and when contributing to project progress and other reports.  Work closely with HIS and Nutrition Data Officers to ensure that technical data management is undertaken effectively for the project indicators; indicator definitions, calculation formulas and latest tools are available and understood.  Recommend improvements for data management processes within the project and/or state to the MEAL Coordinator and the PS MEAL team.  Work closely with Partner program and MEAL staff to ensure MEAL requirements are undertaken. Provide formal/informal trainings as required. Accountability  Ensure accountability systems and processes are adequately established in project locations and determined sites. Ensure communities and health facilities receive appropriate awareness and trainings.  Ensure sufficient visibility materials are produced and delivered on time in collaboration with supply chain teams.  Train Accountability Assistants on FCRMs and processes and ensure data is collected and reported as per standards. Ensure relevant tools and reports are completed and submitted for ensuring accountability to beneficiaries.  Ensure Partner FCRMs where available are integrated, meeting confidentiality requirements and other standards. Learning  Plan and undertake project review meetings at state level to understand trends in data; facilitate the use dashboards among project teams.  Support the establishment of documentation on learnings on a regular basis that can feed into progress reports and proposal development. Other Tasks  Attend relevant state level internal and external meetings and represent the MEAL unit within the state as required by MEAL Coordinator.

 Minimum Qualification, Skills and Experience Required:

QUALIFICATIONS AND EXPERIENCE 

 Bachelors’ Degree in Public Health, Statistics, Information Technology or other related field  At-least 3 years of experience in MEAL for humanitarian or development settings; experience in data management, developing indicators, logical frameworks, and establishing systems and processes for accountability.  Experience in conducting assessments and evaluations.  Experience of working with local partners and building capacity  Willingness and capacity to be flexible and accommodating during difficult working conditions  Ability and willingness to frequently travel at the health facilities and communities and examine data collected.  Computer literacy and proficiency in MS Word and Excel spreadsheets; experience in other analytics platforms and software is preferred.  Honest, encourages openness and transparency; demonstrates highest levels of integrity  Fluency in written and spoken English and Arabic
