 Background:

The Partnerships Manager is a key position supporting the oPt to develop and manage strong partnerships with a wide variety of partners in line with ACF’s Partnership policy and donor regulations.

They will lead the overall capacity assessment process, as well as capacity building plans, ensuring partners have the tools and support to deliver on projects, strategies, and services.



 
 Duties and responsibilities:

  • Objective 1: Partnership Management Tasks: Support the partnership management process; from identification, development, risk management, project and agreement development, sub-award management, monitoring, and accountability, through to closure – ensuring cross-collaboration with the partnerships team and all program, operations, and finance components. Conduct & co-lead Partner Due Diligence processes, including completion of the report, the capacity analysis processes, including contributing to and facilitating the collaborative risk analysis and management. Review Partners’ submitted proposals and budgets and support key technical and finance staff in this task before the project proposal. Coordinate with project leads to agree/review appropriate partnership agreement type and draft agreement, taking into account the due diligence outcomes and specific project and donor requirements. Liaising with HQ for approvals and/or review of documents and agreements. Support and co-lead Partnership Kick-Off Meeting, Review, and Closing Meetings, together with the relevant team members. Coordinate and participate in timely and effective partner program, finance, and compliance monitoring, and work with the technical leads and finance staff to address any project performance issues. Work collaboratively with partners and ACF staff to constructively resolve any issues that may arise. Support in providing coaching and training for partners and/or coordinate providing training and support to partners staff as per the identified support plan. Coordinate narrative reporting processes and liaise with finance on finance reporting processes, including review and feedback. Coordinate any partner support/capacity development as identified during the PCA or implementation. Coordinate with Finance to ensure timely transfer of payments to partners. Draft and process sub-award modifications in a timely manner ensuring that the relevant ACF departments (in-country and at the HQ) provide their inputs and approve the modification. Maintain complete and organized partnership files for each partner. Maintain up to date Partnership Tracker/Monitoring Schedule. Support the Grant Coordinator with partnership agreement closeout processes.
  • Objective 2: Partnership Strategy and Program Approach Tasks: Support the coordination of the ACF’s external engagement with NGO, INGO and UN actors in Sudan with respect to local partnerships to establish and maintain strategic partnership relationships. Ensure that Partners are adhering to ACF Policies and International Strategic Priorities (ISP 3) Collaborate with the Grant Coordinator and program leads to proactively identify potential partnerships with NGOs and local organizations, including deliberate pursuit of partner entities that are led by women and serve women and girls.
  • Objective 3: Promote an effective and respectful Localization Strategy Tasks:RRHH Promote and apply the ACF’s Localization Strategy Contribute to build a strong understanding of ACF’s Localization Strategy throughout the country program team, and to ensuring that ACF’s partnership principles, skills and approaches are applied by staff across programs and projects with partners. Support in building a culture of effective and respectful partnerships. Foster and promote attitudes and values conducive to collaborative partnerships across the field staff and among partners based on a clear and shared understanding of ACF’s strategy, role and approach, and ACF’s core partnership principles. Facilitate systematic partner feedback on ACF’s management of the partnership relationship, including documentation of and response to partner feedback. Support the Grant Coordinator in representing the ACF’s partnerships effort in Sudan through maintaining effective communication with other INGO, NGO, local organizations, and partners

 
 Minimum Qualification, Skills and Experience Required:

  • Minimum of 5 years of experience in NGO, including at least 2 years of partnership experience in the field, and experience with international public donors
  •  Humanitarian sector knowledge and experience with macro grants, institutional donors, and large-scale partnerships Action Against Hunger Knowledge and its operation department areas of work.
  • Knowledge in humanitarian project management. Knowledge/Studies in International Cooperation/development; Specific technical knowledge of institutional donors, partners, consortiums and technical knowledge in micro-grants and large contracts compliance aspects; strategic and operational planning, Project Cycle Management; Risk mapping and analysis; data analysis and reporting Representation skills, Previous experience
  • Required Languages: Fluent written and oral English and Arabic
  • Windows domain (Excel, Power Point, Word)
  • Mobility: Based in Port Sudan, with frequent trips to areas of intervention in Central Darfur, South Kordofan, White Nile and Blue Nile states.
