 Background:

CHILD SAFEGUARDING: 

 

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

 

As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis. The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.

 

OLE PURPOSE: 

 

Under the overall guidance and direct supervision of Child Protection Manager for Greater Darfur, the Case Management Coordinator (CM Coordinator) will be responsible for providing technical leadership in the implementation of Save the Children’s case management, family tracing and reunification (FTR), and alternative care services in Darfur States. 

 

The primary objective of this role is to support the design, development, and execution of case management under programs operations aimed at preventing and responding to protection needs of individual children who are either at risk, unaccompanied/ separated children, or those at alternative care arrangements.

 

The CM Coordinator will focus on ensuring quality and consistency in case management procedures, interim care arrangements, FTR processes, and referral mechanisms. Working closely with the Child Protection Manager and the Head of Child Protection, the CM Coordinator will contribute to needs assessments, reporting, and the contextual adaptation of technical tools related to case management and alternative care.

Reporting directly to the Head of Child Protection, the CM Coordinator will have a dotted-line technical oversight of the CPIMS+ Information Management officers and assistants in the field office, ensuring that case files are completed and stored in accordance with quality standards, and that data is prepared for analysis and reporting. While the CM Coordinator does not hold direct line management responsibilities, s/he will provide strong technical support to Case Management Supervisors at field bases, ensuring adherence to quality standards across all case management and alternative care activities.

The CM Coordinator will offer technical guidance and supervision to Case Management Supervisors and Caseworkers, ensuring timely follow-up and management of complex and high-risk cases. They will also mentor Case Management supervisors and Caseworkers, and when working through partners, coordinate and oversee collaboration with local organizations and national stakeholders.

 

In the event of a major humanitarian emergency or when managing urgent high-risk cases, the CM Coordinator may be required to work beyond standard job expectations and adjust working hours accordingly. The role demands a proactive leadership approach, with significant time spent in the field providing hands-on support to the case management team and ensuring effective response to child protection needs.

Collaborate with the CPIMS Coordinator to generate trend analysis reports using CPIMS or Primero. Utilize these insights to inform strategic decision-making and proactively address performance gaps across operational areas.

 Duties and responsibilities:

MAIN RESPONSIBILITIES

 

Development and technical supervision of case management 

  • With the support of CP Manager, Case Management and FTR specialist at PQI and DDPOs/HPIs at zonal areas, have a technical leading role in the design of Save the Children’s Case Management, FTR and Alternative Care Programs.
  • Ensure the case management, FTR and alternative care implemented by SCI is aligned with local systems where possible and adheres to the inter-agency and SCI specific Standard Operating Procedures (SOPs), minimum standards and technical guidelines.
  • Ensure staff gaps and training needs do not result in gaps in support to individuals in case management and address such issues with senior management. Provide training and on the job mentoring and technical guidance to the CM Supervisors and teams across the field locations.     
  • In collaboration with the MEAL department and with support of the Child Protection Manager, facilitate the participation and feedback of children and families assisted through case management, FTR and alternative care activities.
  • Inform the Child Protection Manager about any challenges, difficulties and concerns in the implementation of activities or issues in the social context.
  • In coordination with the Child Protection Manager/Coordinators and the inter-agency CP sub sector, ensure that service mappings and referral pathways are updated at field level, and understood and followed by the wider Case Management team, including the Case workers
  • Support individual cases where required (complex and high-risk cases) and provide regular monitoring of all aspects of case management services. 
  • Provide technical advice on cases and supervision to CM Assistants and Caseworkers. Ensure that complex cases are followed up in the agreed time frame and ensure that case conferences are called involving the appropriate actors when making long term solutions or decisions in complex cases that involves services from other actors.
  • Schedule and supervise case management meetings at least every two weeks. Share minutes of case management meetings with team and senior CP management.
  • Monitor the documentation of cases through review of files and databases.  Ensure confidentiality and that data protection and Information-Sharing Protocols (SOP) are respected. Review and analyse trends in the caseload to inform programming. 
  • Provide briefings on child safeguarding and appropriate behaviour with children to all case management staff.  Ensure any concerns are reported and addressed immediately.
  • Monitor timescales for response, services follow-up and review of cases.  Ensure cases are receiving appropriate support.
  • Hands-on support the CM Assistants and Caseworkers in all aspects of their work. The CM Coordinator is expected to spend at least 60% of her/his time in the field locations together with the CM team, including direct support to assessments and other steps in complex and high-risk cases.
  • Collaborate with the CPIMS Coordinator at the CO to generate trend analysis reports using CPIMS or Primero. And utilize these insights to inform strategic decision-making and proactively address performance gaps across operational areas.
  • Support in ensuring accountability on Case management supervisors through checking the implementation of case management quality standards and guidelines, process and steps are implemented based on quality check being conducted at field office

Human resource management

  • Responsible for mentoring, coaching and capacity building of the staff leading cases management at the field office.
  • Lead the recruitment of case management team with support from CP Managers and provide capacity building for CM team members as appropriate.
  • In coordination with the CM supervisors, organize technical team meetings and cases conferences as needed.
  • Ensure regular feedback from case management staff in terms of work performances that are related to case management when needed.
  • Support disciplinary measures application if needed.

 

Coordination and representation

  • Coordinate with other SCI sectors and departments as necessary for referral and support
  • Liaise with humanitarian actors, authorities and community to increase case-management service provision and disseminate information to ensure participation & access of children to CM services. 
  • Represent SCI case management in internal or external visits and calls where needed. 
  • Participate in fora and meetings held at field level in her/his field of expertise whenever pertinent and necessary
  • Represent Save the Children in relevant area level case management taskforce coordination meetings at field location

Other

  • Ensure a strict adherence to the principles of child protection and child safeguarding at all times, including respect for confidentiality and always acting in the best interests of the child.
  • Comply with Save the Children policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

 Minimum Qualification, Skills and Experience Required:

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in social sciences, psychology or another relevant field, or equivalent experience from working directly with children. 
  • Experience and/or excellent understanding of child right’s, child protection case management, child and youth resilience and empowerment, Caring of Child Survivors of SGBV. 
  • Background experience in MHPSS approaches (Team-Up, Child and Youth Resilience, Girls Decide, or We Thrive) or Mental Health Psychosocial Support (MHPSS) guidelines is plus 
  • Strong interpersonal, communication and presentation skills and capacity to maintain relations with government officials, community leaders, children and youth.
  • At least three years of experience in case management including supervision of case work staff. 
  • Proficiency in computer use including Microsoft Office and excel.
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches and child safeguarding policies and procedures.
  • Flexibility and willingness to change work practices and hours and spend time in the field, sometimes in difficult conditions and with limited resources, and with remote management.
  • The successful candidates must know and understand the local context including child development in the context; relationship dynamics within the community; and cultural practices impacting on child welfare.
  • The ability to manage complex and diverse workload and to work with tight deadlines
  • Ability to contribute to a large group of CM team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary.
  • Good understanding of English and Arabic
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • In the event of a major humanitarian emergency, or if high-risk cases needs urgent actions, the role holder will be expected to work outside the normal job description and be able to vary working hours accordingly.
