About Sudan: 

 

RI currently operates in seven states (Blue Nile, Al Jazirah, Gadarif , Red Sea, Khartoum, Sennar and North Darfur) and soon expanding more states, with a focus on the four RI sector pillars: Health, WASH, Nutrition, and Protection.



 
 Duties and responsibilities:

 

ROLE PURPOSE: 

 

The Construction Officer will serve as the technical assistant to the WaSH Technical Coordinator (TC) and the National WaSH Technical Manager, providing technical support for all WASH and related construction activities across projects. The role is responsible for coordinating rehabilitation, construction, and development works, supporting field teams in developing BoQs, designs, specifications, drawings, and scopes of work, and ensuring compliance with local construction codes, standards, and laws. The Infrastructure Coordinator will also liaise with procurement, supply chain, and finance teams to ensure smooth planning, tendering, contracting, and payment processes for all infrastructure projects.

The infrastructures/construction supported include:

  • WASH systems (water points, water treatment, sanitation facilities)
  • Health Care Facility (HCF) blocks
  • Nutrition centers
  • Child-friendly spaces (CFS)
  • GBV safe corners
  • Civil structures and buildings
  • Sanitary systems and sewerage

Electricity, solarization, and HVAC systems

 

KEY AREAS OF ACCOUNTABILITY:

This post focuses on emergency/humanitarian programming, 

  1. Infrastructure Coordination & Technical Support:
    • Coordinate all infrastructure activities across all states in Sudan.
    • Provide technical assistance to the WaSH TC and National WaSH Manager in planning, designing, and implementing projects.
    • Support field teams in developing BoQs, detailed designs, specifications, drawings, and scopes of work for all infrastructure types listed above.
  2. Construction & Rehabilitation Oversight:
    • Oversee the development and execution of rehabilitation and construction works for community- and institution-level infrastructure.
    • Supervise contractors, masons, laborers, and technical staff to ensure quality and timely implementation.
    • Ensure all activities comply with local construction codes, standards, and laws.
  3. Technical Systems Management:
    • Provide guidance on installation, operation, and maintenance of civil structures, sanitary systems, electricity, solar systems, HVAC, and sewerage.
    • Ensure all technical systems meet quality standards, safety regulations, and donor or government requirements.
  4. Procurement & Contract Management Support:
    • Collaborate with the procurement team to develop call for tender documents, terms of contract, and other contractual documentation.
    • Review and validate the quality of materials before purchase and upon receipt.
    • Coordinate infrastructure payment schedules, tracking, and review processes with supply chain and finance teams.
  5. Monitoring, Reporting & Compliance:
    • Monitor and report on infrastructure activities, ensuring alignment with donor, government, and organizational standards.
    • Conduct regular field visits to monitor progress, quality, and adherence to approved designs, including rural and remote locations.
    • Assist in developing and applying standard operating procedures for infrastructure activities.
  6. Capacity Building & Community Engagement:
    • Provide technical guidance and training to field staff, local artisans, governmental technicians, and community members on infrastructure operations and maintenance.
    • Ensure community needs and feedback are incorporated into infrastructure planning and design.
  7. Other Duties:
    • Perform any other relevant tasks assigned by the WaSH TC or National WASH Manager.

 Minimum Qualification, Skills and Experience Required:

QUALIFICATIONS AND EXPERIENCE

  • University Degree in Civil/Structural Engineering, Water Resources/Hydraulic Engineering, Architecture, or related field.
  • Minimum 3-5 years of experience, including at least 2 year in WaSH emergency interventions with INGOs.
  • Demonstrated experience in WaSH facilities construction, rehabilitation, and coordination in complex humanitarian settings.
  • Proven ability to design, supervise, and implement water, sanitation, and hygiene infrastructure programs in communities and health facilities.
  • Strong knowledge of local construction codes, standards, and laws.
  • Proficiency in AutoCAD, Excel, Word, and other relevant software.
  • Excellent interpersonal, communication, and facilitation skills.
  • Willingness to travel to rural and remote project sites within approved security frameworks.
  • Fluency in English & Arabic (spoken and written) is desired.
