 Background:

Background:

In partnership with UNICEF, Youth in Action Organization is implementing E-learning Programme that aims to provide accessible, high-quality educational content to learners across Republic of Sudan, the programme is designed to leverage technology to support education in underserved areas and improve digital literacy. The Project Coordinator Officer will play a critical role in coordinating the implementation, monitoring progress, and ensuring the programme’s alignment with organizational goals.

 

Objective:

Under the guidance and general supervision of the Field Coordinator Officer, the technical support officer provides professional technical, operational and administrative assistance to the E- learning programming process through the application of theoretical and technical skills in researching, collecting, analyzing and presenting technical program information while learning organizational rules, regulations and procedures to support the development and formulation of the E-learning Programme. 

 

Deliverables:

The Technical Support Officer will be expected to deliver the following:

  • Timely and effective resolution of technical issues.
  • Monthly reports on platform usage and performance.
  • User training sessions conducted as needed.
  • Regular updates and maintenance logs for the e-learning platform.


 



 
 Duties and responsibilities:

  • Provide technical support to the programme in conducting the connectivity assessment, risk assessment and identification of targeted communities & support preparation of technical reports and provide inputs for program preparation and comply with organizational processes and management systems. 
  • Prepare required documentations/materials to facilitate the program review and approval process & ensure quality and timely implementation of the e-learning work plan through close follow-up and monitoring with the State Ministry of Education and other  stakeholders.  
  • Work closely and collaboratively with internal and external colleagues and partners to collect/analyze/share information on e-learning implementation issues, suggest solutions on routine program implementation and submit reports to alert appropriate officials and stakeholders for higher-level intervention and/or decision. 
  • Support the implementation of registration and enrolment campaigns for the out-of-school children in which children are also registered at e-learning centers 
  • Keep record of reports and assessments for easy reference and/or to capture and 
  • institutionalize lessons learned. 
  • Participate in monitoring and evaluation exercises, program reviews and annual sectoral reviews with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders and maintain accountability and integrity. 
  • Support in identifying, selecting and training the e-learning unit’s staff and facilitators at state and community level. 
  • Undertake field visits and surveys and/or collect/share information with partners/stakeholders to assess progress and provide technical support and/or refer to relevant officials for resolution & report on critical issues, bottlenecks and potential problems for timely action to achieve results. 
  • Provide technical and operational support to government counterparts at state level 
  • the application and understanding of policies, strategies, processes and best practices on e-learning, education and related issues to support program implementation, operations and delivery of results. 
  • Follow up with education field officers to ensure the appropriate implementation of programs at state level & prepares routine reports on results of visits and progress.  

 
 Minimum Qualification, Skills and Experience Required:

  • B.Sc. degree or equivalent professional certificate in Social Science and relevant fields such as education, Information management/technology, communication, electronic engineering. 
  • At least 1 year of professional experience in a similar role- with an emphasis on coordination, familiarity with development of project monitoring frameworks and/or monitoring and evaluation tools. 
  • This position is of a field-based working nature, ability and willingness to frequently travel and stay in the field is required. 

 

 

 

Language Requirements: 

  • Fluency in English & Arabic is required.  
  • Other language or a local language is an asset. 
  • Experience in monitoring and evaluation. 
  • Excellent knowledge in data management. 
  • Experience with Excel spreadsheets. 
  • Must be prepared to work as part of a team and assist or carry out other duties during periods of high workload and emergencies. is required.
  • Strong communication skills and community engagement
  • Familiarity with learning management systems (LMS) and digital learning platforms.
  • Strong troubleshooting skills and knowledge of system maintenance.
  • Excellent communication skills and the ability to work with users of all technical levels.
