 Background:

The Sudanese Red Crescent Society (SRCS) was established by a resolution of the Council of Ministers in 1956, in line with international legislation requiring the creation of national societies in independent states, as stipulated by the Four Geneva Conventions of 1949.

The national society delivers a wide range of humanitarian services through its network of volunteers across all Sudanese states, operating strictly in accordance with the seven Fundamental Principles of the International Red Cross and Red Crescent Movement. These principles, particularly independence, neutrality, and impartiality ensure that humanitarian assistance reaches those in need without discrimination and free from any political, religious, ethnic, or sectarian agendas.

SRCS also implements numerous joint activities in collaboration with various ministries and relevant stakeholders and operates through 18 branches, ensuring coverage across the entire country.

 

The Planning, Monitoring, Evaluation, and Reporting (PMER)/Information Management (IM) Officer will be responsible for the overall management and coordination of SRCS interventions nationwide. This includes overseeing branch-level activities, monitoring implementation, and supporting evaluation processes to promote learning and strengthen accountability, in close collaboration with the Head of PMER.
 

All SRCS activities will be implemented through the organization’s established structures and guided by the Fundamental Principles, values, and policies of the Red Cross and Red Crescent Movement.

Additionally, the PMER/IM Officer will play a key role in ensuring effective planning, monitoring, reporting, and evaluation, while providing technical support to the SRCS PMER/IM Headquarters section.

 

Scope and purpose

The PMER/IM Officer will be the Sudanese Red Crescent focal point on all issues related to information management and programmatic reporting for SRCS HQ/Hub/Branches. He/she will ensure relevant and accurate Information Management products, processes, systems, and tools that can be used for operational decision-making. He/she will also be responsible for ensuring timely, high-quality reporting on the SRCS operation. 



 
 Duties and responsibilities:

Information Management

  • Support all Information Management processes at the operational level in close coordination with the SRCS HQ PMER/IM section and sectoral focal points. 
  • Provide technical guidance to SRCS department/colleagues on information management, analysis, data collection, data visualization and mapping.
  • Define the data flows at the operational level with all key stakeholders, including SRCS branches and RC/RC partners in-country. 
  • Training of SRCS staff and volunteers on local, regional and national level on tools and processes, such as data collection (Kobo).
  • Regularly produce IM products and analytical products in support of SRCS projects. Ensure that all IM products are accurate, comprehensible, clear and simple.
  • Look for potential risks, harm or opportunities regarding the IM, data process and outputs.

Supports HQ Information management coordinator with the development of long-term Information Management strategy and roll-out plan for SRCS. 

 

 

Planning, Monitoring, Evaluation

  • Regular update of indicator tracking tool (ITT) to monitor the activities implementation for the branches underneath his/her hub.
  • Compile the branches’ plans underneath his/her hub and provide technical support whenever needed.
  • Support the development of evaluation terms of reference (TOR) and other evaluation activities.

 

Reporting 

  • Ensure analysis of assessment and monitoring findings through reports, data visualization, and evidence-based documentation to inform operational decision-making. 
  • Establish and manage a reporting timetable and deadlines for the operation and monitor this timetable to ensure all agreed deadlines have been met.
  • Manage efficient and effective quality control and delivery of reporting on the operation (e.g. Ops Updates, situation reports, information bulletins, and other relevant reports) and ensure all reports are clear, accurate and informative.
  • Ensure that all reporting is compliant with the SRCS standards and formats.
  • Follow up SRCS HQ/branches/hubs on reporting.
  • Promote learning and sharing information from all operational monitoring or reports so that it can inform decision-making and the direction of the operation.

 
 Minimum Qualification, Skills and Experience Required:

  • Technical qualification in relevant area, ideally studies relating to information or data management, monitoring and evaluation, statistics, or equivalent experience.
  • A minimum of 3 years’ work experience with Information Management and reporting, preferably within the humanitarian/development sector.
  • Excellent analytical skills with ability to influence decision-makers. 
  • Background in data collection, management, analysis and presentation methods and tools, and ability to set up systems and procedures for reliable data collection and management.
  • Strong analytical and written skills, including report writing and presentation skills.
  • Proven Information Management (IM) and data skills in the areas of mobile data collection, analysis, and data visualization, including mapping.
  • Demonstrated familiarity in using Excel, Kobo / Open Data Kit, Tableau, power bi and/or other data collection and data visualization tools. 
  • Excellent coordination skills, including the ability to liaise with various agencies/individuals.
  • Diplomacy and good interpersonal skills.
  • Capacity to remain calm under pressure and not lose sight of strategic priorities. 
  • Ability to work independently and with people located in different geographical locations and in other organizations.
  • Experience within the Red Cross Red Crescent Movement will be an asset. Preferred. 
  • Willingness to travel to other locations in Sudan depending on operational needs. Required.  

 

Languages: 

  1. Fluently spoken and written Arabic. Required.
  2. Good command of spoken and written English. Required
