Job Profile

The SCO Manager (Procurement) oversees all procurement activities across RI Sudan, ensuring compliance, efficiency and alignment with project timelines. The role includes direct management of the Port Sudan-based team and technical supervision of field procurement leads. The position is responsible for establishing and managing FWAs, prequalified supplier lists and procurement trackers. It also leads international procurement efforts in coordination with the IPU. Regular planning and coordination meetings with programs and finance are key to synchronizing procurement with operational and financial plans. Frequent travel to field offices (approx. 40%) ensures consistent support and oversight.

 



 
 Duties and responsibilities:

  • The position requires the Procurement Manager to spend approximately half of their time traveling to field offices to provide direct support, ensure consistent implementation of procurement policies, and strengthen field procurement capacity through on-site oversight.
  • The Procurement Manager holds overall responsibility for ensuring that procurement activities are conducted efficiently, transparently and in compliance with RI policies across all operational locations in Sudan.
  • The role involves direct line management of the procurement team based in the capital office (Port Sudan), including setting performance targets, overseeing day-to-day activities and providing ongoing coaching and support.
  • While field procurement leads may report administratively to Area Managers, the Procurement Manager provides dotted-line technical supervision, ensuring standardized procedures, tools and reporting mechanisms are applied consistently.
  • Lead the establishment of Framework Agreements (FWAs) and prequalified supplier databases for goods and services procured centrally through the Port Sudan office, ensuring efficiency and value for money.
  • Provide technical assistance and guidance to field offices in the development and maintenance of FWAs and prequalified supplier lists, ensuring alignment with RI procurement policy and donor compliance.
  • Ensure that procurement trackers for all locations are regularly updated and accurate, reflecting real-time status of procurement requests, timelines, and delivery schedules.
  • Consolidate procurement tracker data from all field locations and use the information to drive strategic procurement decisions, consolidate procurements when possible and anticipate and mitigate risks of delays in project implementation.
  • Organize and conduct at quarterly structured procurement process training sessions annually for all procurement leads, focusing on policy updates, best practices and compliance requirements.
  • Act as the focal point for all international procurement activities for the Sudan mission, working closely with the International Procurement Unit (IPU) to ensure compliance and timely delivery.
  • Facilitate monthly planning meetings for each project with project managers and their teams, with participation from the Port Sudan procurement team. These meetings will align procurement timelines with project implementation schedules, identify potential delays, and ensure coordinated procurement actions. Meeting minutes and action points will be shared with all relevant stakeholders, including field program and Supply Chain & Operations (SCO) teams.
  • Hold monthly coordination meetings with the finance department to align procurement commitments with available budgets, spending plans, and cash flow forecasts, ensuring timely supplier payments and financial compliance.
  • Ensure that field procurement leads conduct monthly planning meetings with field-based program teams to review procurement needs, delivery lead times, and changes in activity implementation schedules.
  • Convene monthly coordination meetings with all procurement staff across the Sudan mission to share progress updates, discuss procurement challenges and align priorities across the team in accordance with current project demands and deadlines.

Leadership & Coordination

  • Lead the Procurement team across all locations in Sudan, ensuring effective and compliant functioning.
  • Provide strategic and technical oversight on procurement matters.
  • Collaborate closely with the Country Operations and Logistics teams to ensure aligned, effective support to programs.
  • Coordinate monthly reviews of procurement performance and identify areas for improvement.
  • Provide feedback and capacity building to field procurement leads.

Reporting & Analysis

  • Review and analyze operational reports (asset, fleet, office costs) to drive efficiency and cost reduction.
  • Support proposal development with accurate operational inputs.
  • Provide KPI reporting and lead improvement initiatives based on performance analysis.

 
 Minimum Qualification, Skills and Experience Required:

Qualifications & Requirements:

  • Bachelor’s Degree required, preferably in Procurement, Logistics, Administration or related field with demonstrated experience in Purchasing in Sudan.
  • At least three (4) years of progressive experience with at least two (2) years’ experience with an International NGO in Procurement.
  • Prior experience with INGOs or multi-stakeholder environments preferred at Least 2 years.
  • Fluency in English and Arabic (written and verbal)
  • Excellent interpersonal and communication skills, facilitation skills and writing skills.
  • High level of discretion and sensitivity when dealing with confidential matters
  • Understanding of BHA, ECHO, AICS, UN Donors compliance and regulations
  • Advanced computer skills preferably in Ms. Excel and data analytic softwares.
