Position Summary: 

The HR Coordinator – Payroll and Data Management is responsible for managing and overseeing all payroll processes (regular, service contracts and seconded staff), employment contracts, HR data, and staff benefits in compliance with internal policies and national regulations. This role ensures accurate salary processing, proper staff documentation, and timely communication with Finance and field HR teams. The coordinator supports the HR department by maintaining up-to-date records, they also contribute to the development of fair compensation structures and social insurance coordination. This position requires strong attention to detail, confidentiality, and coordination skills, along with the ability to work closely with multiple departments to ensure smooth and compliant HR operations.



 
 Duties and responsibilities:

Key Areas of Accountability: 

  • Strictly follow the payroll policy document guidelines and ensure payroll process is carried as per outlined steps and timeline.
  • Coordinate with HR staff in field offices to ensure payroll entries are accurate and up to date. , for all type of employments (Regular, Casual and Seconded)
  • Monitor the payroll system and review individual payroll reports with supporting documents.
  • Work closely with Finance to ensure payroll is processed accurately and on time.
  • Print and maintain all monthly payroll reports (payroll summary, bank sheet, pay slips, benefits, deductions, payroll comparison).
  • Ensure staff salaries match approved salary grades and payroll records.
  • Support the development of competitive salary structures and incentive programs.
  • Manage employee registration and monthly payments to Social Insurance and Tax Office.
  • Contribute to defining national social insurance policy updates.
  • Inform managers in writing 45 days before contract end dates.
  • Ensure all staff contracts and amendments are properly documented and filed (physical and digital).
  • Seek labour office approval for separations where no redeployment options are available.
  • Maintain accurate leave records and ensure policy compliance.
  • Oversee the organization and completeness of all personnel files.
  • Ensure all HR documents are securely stored and available for audits or reporting.
  • Under Data Management add responsibilities on data archiving both hard copies and digital.
  • Keep HR SharePoint folder fully updated with HR Records including HR policies, Templates, Documents, Staff Personal Files,
  • Create a designated folder for Payroll record that should include:
    • Monthly approved Payroll of Regular, seconded and casual staff
    • Timesheets
    • Salary Slips
    • CSV Files
    • Cost Split files
    • This folder should be monthly
  • Maintain HR Audit folders and upload all audit relevant documents, samples and reports.

Qualifications & Requirements:

 

  • Bachelor’s degree in human resources, Business Administration, or related field (master’s preferred)
  • Minimum of 4 years HR experience, including at least 2 years in Payroll Management 
  • Prior experience with INGOs or multi-stakeholder environments preferred
  • Strong working knowledge of Sudanese labour law
  • Fluency in English and Arabic (written and verbal)
  • Excellent interpersonal and communication skills, facilitation skills and writing skills.
  • High level of discretion and sensitivity when dealing with confidential matters
