Position Summary: The National FSL Technical Manager will support the effective implementation, coordination, and technical quality of RI’s Food Security and Livelihoods programming across RI’s operational areas in the country. Working under the guidance of the FSL Technical Coordinator (TC)-Expat, the role will contribute to the execution of RI’s FSL strategy, support the roll-out of FSL program, and ensure adherence to national and international standards. The National FSL Manager will assist in monitoring project performance and strengthening the capacity of field teams through supportive supervision and mentorship. This position will also support participation in relevant coordination forums, including national and state-level FSL cluster meetings, and help maintain collaboration with key stakeholders such as the Ministry of Agriculture and humanitarian partners. The role will contribute to program quality assurance and the achievement of country-level FSL objectives in line with donor expectations and government agreements.

Duties and responsibilities:
Program Management & Implementation - Assist in the coordination and roll-out of FSL activities in line with approved implementation plans and budgets.
- Work closely with field teams to ensure effective and timely delivery of planned interventions.
- Work with the PMs and field teams to plan and execute supervision visits, review supervision/progress reports and ensure that action points are worked on.
- Monitor activity progress and help track implementation milestones.
- Support the technical quality of field interventions by helping to ensure adherence to guidelines and protocols.
- Collaborate closely with PMs to provide technical support and guidance to ensure that all training and workshops are aligned to the relevant ministry/department standards.
- Coordinate with the line TC to participate and provide FSL technical updates and highlights to the Sudan team during the weekly state level meetings
- With support from line TC, participate in recruitment of FSL regular staff at state level
- In collaboration with other sectors (Protection, WASH, Health, Nutrition) ensure effective integration of implemented activities to meet the overarching needs of the targeted beneficiaries including developing relevant work approaches, tools and guidelines.
- Take the lead in reviewing monthly reports from field sites, ensuring data quality and timely submission.
- Support the development and ensure technical quality of internal and donor reports by providing relevant field updates and activity summaries.
- Work with the FSL Technical Coordinator to assess the training needs of FSL staff and propose/implement capacity-building activities aimed at enhancing the skills of regular staff to monitor the implementation of FSL activities. Provide continuous refresher training to staff, partners and community volunteers.
Program Development and Quality - Support FSL Technical Coordinator in development of concept notes and full proposals, including drafting FSL technical sections and supporting completion of the logical frameworks, work plans, budgeting, monitoring tools and implementation.
- Work with FSL technical coordinator to ensure FSL projects are implemented in line with donor proposals and by RI, donor, country and international standards such as sphere standards.
- Support the identification of innovative and sustainable programming approaches suited to the local context.
- With support from the FSL Technical Coordinator, participate in needs assessments to inform new programming of impact of current RI programs.
- Work closely with the FSL Technical Coordinator to ensure that all SOPs and standard guidelines for FSL sector are standardized, in place, and utilized for delivery of quality FSL services to all beneficiaries. Support in roll out and relevant capacity building on these SOPs/guidelines.
FSL program supplies and stock management - Assist in compiling facility and field-level consumption data for FSL supplies and stocks.
- Support field FSL teams in developing accurate supply forecasts and distribution plans based on caseload trends and program targets.
- Help prepare and track supply requests in coordination with field teams, warehouse, and Ministry of Agriculture.
- Liaise with the Supply Chain team to ensure the timely dispatch and delivery of supplies to the warehouses and community delivery points.
- Take the lead on updating supplies data on the available online platforms.
MEAL - With support from Line TC to ensure the utilization of FSL standard data collection tools for internal use and donor requirements.
- Promote the use of data for decision-making across FSL program activities.
- Support the MEAL team in collecting, organizing, and analysing field data for reporting and learning purposes.
- Participate in monitoring reporting systems for FSL data collection, analysis for evidence-based programming and decision making provide feedback to relevant stake holders.
- Working with the MEAL team, support in conducting field assessments and follow up on action points identified during supervision visits.
- Promote learning and documentation of best practices, successes, and challenges across RI Sudan’s FSL programs.

Coordination and representation with/in the relevant sectors - Support the development of collaborative relationships with government, targeted communities, NGOs, and project partners.
- Represent the organization in relevant cluster and coordination meetings at state and national levels, as delegated and give feedback.
- Participate in seeking out relevant networks on specific FSL-related humanitarian aid and advocacy issues.

Minimum Qualification, Skills and Experience Required:
Qualifications & Requirements: Education: - University degree in (Agriculture, veterinary sciences, fisheries, social sciences) or a related field.
- Master’s degree in (Agriculture, veterinary sciences, fisheries, social sciences), or related discipline is an added advantage.
Experience: - Minimum of 4–5 years of progressively responsible experience in managing FSL programs in humanitarian or development settings, with at least 2 years in a national-level coordination or technical support role.
- Demonstrated experience in implementation of FSL community-based interventions and approaches.
- Experience working closely with the Ministry of Agriculture, UN agencies (e.g., FAO, WFP), FSL cluster and Cash Working Group.
- Proven track record in program planning, monitoring, and report/concepts writing.
- Strong understanding of the FSL context in Sudan and experience working in complex emergencies or protracted crises.
Technical Skills: - Strong knowledge of national and global FSL guidelines and protocols (e.g., Sphere Standards, CVA standards, SEADS/LEGS standards).
- Familiarity with FSL assessment tools and methodologies (e.g., markets assessments, VCA, HEA, EMMA).
- Understanding of multi-sectoral linkages, including WASH, Nutrition, protection and health integration.
- Skills in supportive supervision and capacity building of field staff.
