Duties and responsibilities:
Objective 1: Support Implementation of the AFD Project at Field Level - Contribute to the operationalization and periodic update of the AFD project implementation plan, ensuring compliance with ACF strategic guidelines and donor requirements.
- Collect and analyze relevant field data to identify gaps, risks, and opportunities within the project scope.
- Monitor key contextual and sectoral indicators (Food Security, Livelihoods, WASH, Nutrition, Health) to ensure activities remain responsive and aligned with project objectives.
- Interpret AFD-specific guidelines and donor compliance requirements, ensuring all activities meet these standards.
Objective 2: Oversee multi sectoral AFD program Implementation at the field level - Lead day-to-day coordination and supervision of multi-sectoral field activities ensuring quality, timeliness, and compliance with project plans.
- Facilitate smooth collaboration between technical teams and support services (logistics, finance, HR, administration) to enable efficient field operations.
- Ensure the implementation of recommendations stemming from internal audits, donor monitoring visits, and ACF management assessments.
- Lead regular field monitoring and quality assurance visits in collaboration with MEAL and other technical teams.
- Provide inputs for ongoing project adaptations, ensuring logistical, administrative, and contextual feasibility.
Objective 3: Orient and develop the field level - Orient field staff directly involved in the AFD project implementation.
- Manage recruitment processes for project staff in coordination with HR.
- Identify training needs and organize relevant technical and soft skills trainings for the field team.
Objective 4: Ensure Effective Communication and Coordination with ACF Coordination and Support Units - Serve as the primary link between the field and country coordination team, providing timely updates on project progress, risks, and challenges.
- Coordinate technical support missions and ensure follow-up on recommendations.
- Work closely with logistics, finance, and administration units to ensure timely procurement, financial management, and compliance with donor rules.
- Anticipate and communicate any operational or security risks affecting project delivery and staff safety – aligned with the HoB.
Objective 5: Foster Strong Relationships with Local Authorities, Partners, and Coordination Platforms - Represent ACF in local humanitarian coordination mechanisms and multi-stakeholder forums relevant to the AFD project.
- Support the project manager in managing partnerships with local NGOs, government authorities, and UN agencies.
- Facilitate joint monitoring visits, regular coordination meetings, and information sharing to enhance project synergy and avoid duplication.
- Collaborate with partners to define and follow up on joint action plans, ensuring accountability and quality of interventions and regularly meet with them.
Objective 6: Ensure reporting and capitalization and contribute to quality and accountability; - Provide the project coordinator with timely, accurate reporting on field activities, including donor-specific deliverables and progress updates.
- Lead the maintenance and validation of technical archives and project documentation to meet audit and capitalization requirements.
- Implement recommendations from internal and external quality assessments, ensuring continuous improvement.
- Support accountability mechanisms by documenting lessons learned, good practices, and ensuring beneficiary feedback is integrated into programming.

Minimum Qualification, Skills and Experience Required:
- Solid understanding of multi-sectoral humanitarian programming, including Food Security, Livelihoods, WASH (Water, Sanitation, and Hygiene), and Nutrition & Health.
- Familiarity with Gender mainstreaming, Protection principles, and safeguarding vulnerable populations.
- Experience with Monitoring, Evaluation, Accountability, and Learning (MEAL) frameworks and tools to track program quality and impact.
- Awareness of local socio-political context and dynamics affecting program implementation, with sensitivity to cultural and gender considerations.
- Minimum 2+ years managing humanitarian programs/projects in field settings with international NGOs or relevant agencies.
- Proven leadership and team management skills with capacity building and mentoring experience.
- Experience working collaboratively with local NGOs and partners.
- Demonstrated ability to manage financial and logistical aspects of projects, ensuring efficient use of resources and compliance with organizational standards.
- Strong communication, coordination, and problem-solving skills under complex, multi-sectoral operations.
