The Grants Accountant coordinates grants management, financial reporting and contract matters to ensure timely and effective implementation of project activities.

To reinforce capacities of implementing local partners in the Program areas of budgeting, accounting and treasury and financial reporting, internal financial controls and auditing. H/She ensures conformity with grants reporting requirements and the stringent compliance through on-site review and validation of implementing partner’s expenses and reconciliation within standards established by grants regulation in agreement with Plan International Sudan for the implementation of these projects.



 
 Duties and responsibilities:

DIMENSIONS AND RESPonSIbility of the Role:

 

  • Grant Financial Management. 
  • Provide support to Program Areas on issues of Financial Grants Management.
  • Support the Business Development Department on all issues of financial grants management
  • Manage grants accountant team Efficiently
  • This position will report to country finance manager and will assume full responsibility for technical support and oversight for financial aspects of plan sudan grants portfolio She/ He will support of effective implementation of grants-based projects by managing the overall financial management & monitoring of Grants projects 

 

 RESPONSIBILITIES - Key End Results of Position:

Approved Country office grants budgets to adequately meet proposed assignment delivery 50 %

  • Provide accurate and timely financial input to project budgets during proposal design stage, as required by the BDD
  • Review of proposal budgets to ensure that all donor requirements / internal CO budgeting guidelines are met.
  • LEO On Monthly basis regarding to actual working hours 
  • Review donors grant reports before submit to donors 
  • Respond to donors /NO on financial reports with justifications is necessary 
  • Review cost recovery process on monthly basis 
  • Prepare Grants Financial report for CLT on monthly basis 
  • Regularly review partner reports to ensure proper funds absorption as well as monitor donor compliance.
  • Make sure with Grants data cleansing with follow up with other departments 
  • Work closely with BD department, finance department, implementation department 
  • Work closely with GH & RH offices 
  • Liaise with donor and support office regarding to grants budget, project income, expenditures & reports 
  • Make sure of review any approved budget modifications 
  • Review updated all country grants master data on monthly basis

Compliance 15 %

  • Ensure that plan international Sudan implementation team is in accordance with plan financial standers & polices 
  • Ensure that plan international Sudan implementation team is in accordance with governmental rules & regulations 
  • Ensure that spending within budget approved before submitting the donor reports 
  • Capacity building of partners / sub-grantees to ensure compliance to set out procedures and requirements of donor funding projects
  • Periodic review of partner financial reports to ensure compliance. Ad hoc reviews as well as desk reviews carried out as a pre-audit preparation
  • Training of partners on financial grants management.
  • Coordination of donor Audits within his/her portfolio, management letter review, audit report

Dealing with Problems 15 %

  • Timely Donor financial reporting and analysis
  • Monitoring of Donor Compliance with sub grantees
  • Internal Financial controls
  • Regular communication and proactive problem solving with NO financial staff

 

Emergency Response SUPPORT  20 %

Work with and support the DRM, the emergency and MERL teams and ensure a high and effective gender and inclusion mainstreaming in emergency response, particularly projects design and delivery.

Ensure that all emergency response has a Rapid Gender Analysis done at all relevant times, especially at inception stage.

 

 

  1. Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

 Minimum Qualification, Skills and Experience Required:

Knowledge, Skills and Behaviors Required 

Qualifications:

  • Bachelor’s degree in finance and accounting or equivalent is required. 
  • Post graduate degree is highly recommended

Knowledge 

  • Experience in financial management of donor grants funded programs and knowledge of donor compliance regulations.
  • Good knowledge of donors (i.e. GFFO, BMZ, EU) financial reporting requirements, policies and procedures 
  • In depth knowledge of financial systems, financial management and reporting
  • Minimum 3 years’ relevant experience in a similar position in a comparable organization. 
  • Excellent knowledge and proven use of online project management platforms such as OCHA GMS, UNPP, USAID, BPRM, etc.
  • An understanding of community development preferably from a rights-based perspective

 

Skills

  • Analytical thinking
  • Proficient in computer skills and use of relevant software and other applications, e.g. word processing, spreadsheet, database, web-based system
  • Advanced Excel skills are essential
  • Communication skills, appropriate to the audience
  • Ability to work in a multidisciplinary and multicultural environment
  • Strong team-building and motivational skills
  • Strong negotiating, facilitating and influencing skills

Working knowledge of written and spoken English (at least intermediate level)
