 Background:

DCA is a registered international NGO in Sudan with a Country Office in Port Sudan. We are looking for an experienced and enthusiastic ProLog Officer will contribute to the efficient and effective implementation of all procurement and Logistics of DCA Sudan office and will also support the office in ensuring liaison tasks with various authorities and entities. The ProLog Officer has a particular responsibility for initiating and overseeing the Procurement and Logistics activities of the Country Office. The ProLog Office is expected to travel to the field to conduct monitoring visits of projects and visit partners

The ProLog Officer will work under the supervision of the Head of Finance (HoF)/ and HQ advisors. 

This position will be based in Port Sudan with field travels to the areas of operation. 

This position reports to the Head of Finance.



 
 Duties and responsibilities:

Procurement: 

•           Take charge of procurement needs by managing all types of tender procedures, obtain quotation, place orders/contracts by suppliers as per DCA procurement manual as well as disposal of assets, including framework agreements with pre-qualified suppliers (eg. for office supplies, hotels, flights) including ensuring that all vendor complaints and concerns are addressed promptly to ensure that the projects continue to receive uninterrupted services at all times

•           Compliance with Procurement Policies and Guidelines of both DCA and the donors.

•           Compiles all information and reports, and produces the country report, including annexes

•           Develop and manage tracking systems of DCA Sudan assets and equipment by issuing and using Asset Contracts 

•           Extracts the following annexes from mission report asset inventory, donation report vehicle and generator fuel consumption reports, Insurance schedules

•           Prepare monthly and/ or quarterly procurement progress reports and share with SMT

•           Training of the Procurement staff on proper procedures 

•           Build and develop meaningful and effective relationship with partners 

•           Participate in market surveys to support informed and transparent procurement decisions

•           Maintain accurate archiving of documents, both physically and digitally, in line with DCA regulations.

•           Ensure the proper implementation of DCA and donor regulations and guidelines throughout all logistics and procurement activities.

•           Collaborate with other departments to integrate procurement planning into funding applications and enhance organizational understanding of procurement rules and procedures.

•           Support partners in monitoring overall logistics and procurement performance, while identifying opportunities for increased efficiency and the adoption of improved tools.

•           Strengthen partners’ capacity in procurement processes through tailored training, mentoring, and ongoing guidance.

 

LOGISTICS:

•           Compliance with Logistics Policies/Manuals and Guidelines of both DCA and the donors.

•           Compiles all information reports and produces the country report, including annexes

•           Develops and manages tracking systems of DCA Sudan assets and equipment by issuing and using Asset Contracts

•           Drafts the narrative part and sends the complete report to his/hers line manager for review and approved.

•           Extracts the following annexes from Mission report Asset inventory, Donation report Vehicle and generator fuel consumption reports, Insurance schedules

•           Training of the logistics staff on proper procedures 

•           Build and develop meaningful and effective relationship with partners 

 

FLEET:

•           Design and maintain a CO Service History Tracker for all vehicles, generators, etc.

•           Raising the necessary Stock Requests or PRFs for repairs or services

•           Responsible for approving and ensuring all repairs outside of the servicing and maintenance schedule are carried out in a timely fashion. 

•           Responsible for carrying out all investigations concerning vehicle accidents and ensuring all vehicle accident reports are fully completed and filed. 

•           Responsible for ensuring that all vehicle insurances and MOT’s are kept up to date Report vehicle accidents directly after been informed to Insurance

•           Share monthly reports with DCA SMT that covers the entire fleet and gives a clear overview of mileage, usage of spares, fuel and other repairs.

•           Keep clear folder for each vehicle where Log sheets should be kept for easy reference

•           Scan and upload Log sheets on PPD on Intranet under relevant project

•           Upload Log sheets regularly on ADMIND, which is a DCA-owned software

•            Liaise with local authorities, including HAC, Customs, and other relevant ministries or departments, to obtain duty exemption permits for all international shipments and consignments.

•           Ensure proactive follow-up on outstanding applications with government entities, maintaining close collaboration to address and resolve any issues efficiently.

•           Coordinate and follow up on the issuance and renewal of work permits, residence permits, and visas for expatriate staff, ensuring compliance with national regulations and timely processing.

•           Follow up on and ensure the completion of required signatures for technical agreements with partners and HAC, in alignment with organizational and regulatory requirements.

•           Monitor the supply of stationery, household items, fuel and water for the office and guesthouses, and initiate procurement processes as needed.

•           Oversee the provision of essential supplies, including food items and electricity for the office and guesthouses, ensuring timely replenishment.

Ensure a clean, safe, and conducive working environment for all staff.

•           Coordinate the maintenance of plumbing, lighting, and other basic infrastructure issues in the office and guesthouses.

•           Perform any other duties as assigned by the Country Director.


 
 Minimum Qualification, Skills and Experience Required:

Qualifications: 

  • At least 1 year of Proven working experience in ProLog with INGOs, or a UN agency,
  • University degree (bachelor) in relevant fields.
  • Excellent knowledge of computers and the usual software and applications.
  • Fluent spoken and written Arabic and English is essential.
