Background: The DRR Specialist will be responsible for supporting the Project Coordinator with implementation and management of DRM components of the AFD funded project. The DRR specialist will contribute to meet the project outcomes, outputs, targets, compliance of organizational requirements of the AFD funded project being implemented in White Nile, Blue Nile, South Kordofan, and Central Darfur states. He will primarily be involved in facilitating and ensuring that DRR and resilience activities are well-planned, effectively monitored, and that progress and quality assurance of tasks are consistently measured, in close consultation with the AFD Project Coordinator as well as ensuring good practices are followed on a regular basis. He will assist in context analysis of DRR aspects and contribute to the development of proposals, concept notes, report writing and strategies for the mission.

Duties and responsibilities:
Objective 1: Support in ensuring timely and quality implementation of DRR interventions - Effectively implement project initiatives of DRR intervention with AFD project Coordinator and providing oversite and support where needed
- Provide support for strategic planning and achievement of targets on DRR activities implementation,
- particularly related to planning, budget and required modification of DIP (Detail implementation Plan)
- Provide technical support in the development and harmonization of implementation plans and approaches to ensure consistency in the implementation of DRR activities
- Ensure that DRR interventions align with the approaches proposed in the project proposal and are
- consistent with relevant standards and guidelines
- Facilitate and support the Program staff and communities to include DRR approach for implementation of
- Support technical presentations related to DRR at meetings, technical sessions, project events and other engagements.
- Conduct field visits to project sites for the provision of hands-on support and quality assurance.
- Ensure professional administrative and logistics support is given to the projects on technical needs
- Follow-up the MEAL plan and projects DRR indicators, in coordination with the MEAL Department.
Objective 2: Provide technical support to the DRR program - Facilitate technical initiatives and training to support the achievement of ACF project objectives and outputs
- Provide training and technical assistance to build the capacity of the field team, Village Disaster
- Management Committees (VDMCs), as well as DRR and Early Warning System (EWS) groups
- Develop training materials (manuals, modules, flip charts, posters, etc.) and implement training sessions with the support of the follow-up team
- Monitor the progress of DRR programs by providing technical and analytical support to the field team, and suggest guidance as needed.
Objective 3: Support Team and Capacity building - Support preparation of team workplans with project coordinators in accordance with the project’s overall
- implementation plan and guide teams to effectively complete objectives and tasks.
- Build the capacity of project team and Village Disaster Management Committees (VDMCs) to deliver the joint outcomes effectively.
- Facilitate enhancing the understanding and capacity of Village Disaster Management Committees (VDMCs) and Early Warning Groups in the integration of disaster management approach in the development planning process.
- Assist Village Disaster Management Committees (VDMCs) and Early Warning Groups to develop, prepare and implement Risks Reduction Action Plans (RRAP) and community-managed disaster preparedness plans of communities.
- Facilitate carrying out disaster risk assessment/, Participatory Vulnerability Capacity Assessment (PVCA) of communities through participatory approaches and work with DMCs on some technical issues
- Facilitate and coordinate for the staff and communities conducting disaster drills and simulations.
Objective 4: Coordination and Networking - Network and foster functional relationships with ACF, National Disaster Management Office (NDMO), UN agencies, donors, NGOs, and other key stakeholders.
- Represent ACF as required and promote a strong collaborative, transparent, and sharing environment amongst stakeholders in the DRR field.
- Align and synchronize efforts with the ACF Operations and NDMO at state and federal level to ensure effective and timely support services.
- In coordination with NDMO, ensure that project activities are well coordinated with relevant Government ministries and other necessary entities.
- Facilitate increasing the network of the cluster level Disaster Management Committee (DMCs) to VMDCs level and state level Disaster Management Committee.
- Facilitate networking and connections between local stakeholder groups and local government agencies
- Facilitate organizing joint monitoring of projects activities with internal and external stakeholders
- Facilitate or participate in workshops, webinars, and meetings as necessary
Objectif 4: Promote gender equality and ensure gender mainstreaming within project activities - Establish a strong and personal commitment to promoting gender equality in humanitarian work and development.
- Ensure that gender dimensions are integrated into all stages of the project cycle, including diagnostics of specific gender needs; proposals for action in response to specific needs; targeting beneficiaries and
- monitoring and evaluating gender indicators.
- Ensure that all internal and external communications use an inclusive commitment that excludes any pejorative or devaluing form of gender-related roles.

Minimum Qualification, Skills and Experience Required:
- Master’s degree in Disaster Management/Environmental Science and /or Master ’s degree preferably in Social Sciences, Social Work or relevant field. Minimum of 4 years of experience with humanitarian and development international organizations
- Disaster Risks Management, Natural Resource Management, CMDRR, PVCA, PRAM etc
- Good knowledge of INGOs and donor agencies procedure, guidelines and intervention in the country
- Minimum of 3 years of experience in Disaster Project management and implementation of DRR, environment or other resilience-building programming in crisis and/or postcrisis settings with clear understanding of DRR related approaches and basic understanding of in the areas of natural resource management, disaster preparedness, environmental impact
- Experience in Community Managed Dister Risk Management approach, Participatory Vulnerability Capacity Assessment (PVCA) and Participatory Resilience Analysis and Measurement (PRAM)
- Experience in strong facilitation skills, including catalyzing, connecting, and building the capacity of Village Disaster Management Committee (VDMCs), DRR and EWS groups
- Experience in sector level coordination mechanism and DRR platforms/ groups (related to DRM and emergency plans)
- English-fluent in written and oral and Arabic
- Good skills in Microsoft Word, Excel, Outlook and good skills in Power Point
